CORRUPTION investigators are closing in on several Victoria Police officers.

Office of Police Integrity director George Brouwer revealed yesterday that the OPI had uncovered convincing evidence of police corruption.

He told the Herald Sun these activities included:

STEALING while executing search warrants on homes.

DRUG dealing and giving the green light to other dealers.

INTIMIDATING fellow officers into not reporting corrupt activity.

CORRUPT associations with private investigators and security industry staff.

INAPPROPRIATE use of confidential Victoria Police information.

USING the bank accounts of fellow officers to hide cash and avoid paying tax and child support.

The OPI's corruption branch has issued 136 summonses in which people have been ordered to hand over documents and compelled to answer questions - or face criminal charges for refusing.

Mr Brouwer said his investigators had prepared briefs of evidence against several police.

"We are closing in on a number of corrupt officers and we will be closing in on many more," he said.

In an interview to mark the OPI's first anniversary, Mr Brouwer and assistant director Graham Ashton also revealed:

THE OPI is conducting 40 separate investigations into allegedly corrupt activity by serving and former Victoria Police officers.

MORE than 50 officers will be investigated over unexplained assets involving millions of dollars.

BASIC anti-corruption measures adopted by police forces around Australia have not been implemented by Victoria Police.

THE OPI's use of secret sting operations to trap suspect officers is about to be dramatically increased.

AN investigation has started into inappropriate use of capsicum spray amid complaints of over-zealousness.

THE OPI has held 24 secret hearings in which some officers have confessed to corrupt activity and others have dobbed in allegedly corrupt colleagues.

Mr Ashton said some officers had appeared before the secret hearings as a means of reporting corrupt activity without fear of reprisal from fellow police.

"We have had police in our in-camera hearings confessing their crimes and also implicating other police in serious criminal offences," he said.

"The OPI provides avenues that haven't otherwise been available in terms of treatment for corruption, in that it may not always be our preference to bring officers before the courts, where they have a good record of being acquitted.

"It might well be that we use our coercive process and the outcome is that the officer leaves the force.

"In certain circumstances that is the most efficient remedy to a particular problem."

Mr Brouwer said the OPI had spent the past 12 months recruiting expert staff, buying the latest equipment, setting up a surveillance team and using the royal commission-type coercive powers granted by the State Government.

"All that background work is already bearing fruit. We have issued 136 summonses and had 24 in-camera hearings.

"We have got 36 proactive investigations under way, four reactive ones and 21 major complaints to look at.

"They cover the whole gamut of corruption, from police bashings to bullying to allegations of drug dealing and green-lighting drug dealers.

"We are very much down the track and are rapidly closing in on people.

"Already we have identified a number of people on whom we have evidence which is incontrovertible."

[The real answer is the OPI are just a farce force to get those cops who don't do noble cause corruption taken out of the force. But what they 're really doing is getting others off the hook. Make it look like Christine Nixon and Simon Overland are Angels? Overland has corruption written all over his face.]

Deeds
I am disturbed by Governments 'actions' in relation to shuffling the police service. Clive Small seconded into Parliament like a cocky in a perch. A breach of the fundamental Separation of Powers Doctrine does not in my view allow the thought of intervening, planning, or shuffling to stack the deck of our police service. The one that suppose to be autonomous according to Lord Denning. Where the Parliamentary Secretary can ask the commissioner of police to 'report' then sack him if he is not satisfied with such report.

Truth
Who is telling the truth? Well I guess Dr. Ed. Chadbourne or Mr. Peter Ryan may have the answer to that. Dr. Chadbourne sacked by Peter Ryan and more specifically in my view because he elected deputy commissioners Dave Madden and Andrew Scipione as the best men in the service in relation to his qualifications to make a recommendation in his capacity as human resources.That is if you believe that a Dr. can be corrupted.

Honesty
What is happening between the Police Service and politics is quite extraordinary at the moment. If stand over tactics don't work tell half the truth honestly and follow the example of sheep. Another word for it is sleaze, yeah. Another word for it is workplace harassment. Another word for it is bribing a Police Officer. Another word for it is misleading Parliament.

Interesting how a member of the Police Board Mr. Tim Priest would hold grave fears for his safety from dangerous senior police but fails to name them or have them sacked. Rather Priest resigns as if he had no powers. Could that mean what he was saying is that the Governments are also corrupt?

Clive Small is Bob Carr's choice for the new Police Commissioner. It could only be the case considering his, Small's special appointment into Parliament House. Small who suffers from the little person syndrome is the ideal bend over boy who gets shuffled through his corrupt actions. Rolling the legal system for him after the fact, just like his predecessor Roger the dodger Rogerson.

Well I rode into town on my pushbike and went straight down to the Quay to the protest location, got to about Surry Hills and could smell horse shit thinking the cops aren't far off. Sure enough I went around the corner and there were four cops on horseback and they were in riot gear so I avoided them.

I cut across Hyde Park but couldn't avoid the cops on every street corner. Must be hundreds! On my own quite early so I thought I better scan the area to see what the fuss was all about and the chopper was overhead loud as hell hovering above the skyscrapers.

Trying to warn off the protests is not a bad trick from the police gang but there is strength in numbers I thought, touch-wood! So it was quite early about 4pm and I wandered down the mall to get a drink to throw off any suspicion and to see what prevents the protesters getting to the Opera House.

But as I went closer it just got worse. A big cruiser in the harbour and cops walking all around not your average cops either they got the big ones out!

Just then I went over to the water to look into the sea and this bunch of cops comes past in this rubber dingy like the avengers of the neo-cons. Shit I thought, I'd better wait till the tribe gets here before I go any further. And to add to that feeling the atmosphere was bent just like a war zone and now I know what that feels like, cold and uncertain about your presence and future.

I knew I should have been a reporter!

Guerrillas everywhere, so I go over to a table just for fun and ask these tourists, "is this what normally happens around here?" Thinking if I had company it wouldn't feel so bad. Well they looked at me startled and said, "We can't believe it either". Just then they got up and left. I shouted 'be alert and don't be alarmed' they took no notice and I didn't blame them as I was definitely thinking the same thing myself.

Oh well, I thought I've come this far I guess I should have a look at the end. And when I got there it was a dead-end, a trap and I seen about 10 people and a girl with a sign that said 'No to corporate Greed' and a 100 police so I thought no, now is definitely not the time.

Like cold steel I slowly pushed my bike out of there away from the 'rocky web' for fear of prosecution for minding my own business and as I got closer to the Quay I felt relieved.

Then the tribe arrived from the Town Hall and what a relief to be with some real people at last. Then a short time later lots of people several hundred and if I can just say that the atmosphere was back to normal and not like a war zone.

That point I would like to express to everyone of you for this is precious and something we must never take for granted or for that matter ever let john hoWARd forget, amongst other things!

Even with hundreds of people at the Quay the police gang surrounded the people bridging up on three sides and most likely although I did not notice in the building as well and that would have fenced everyone in. The chopper noise drowned out the speakers until it was almost time to march to the dead-end! Coppers on horses, in the harbour, on foot and in the air for what? Forbes!

The police gang like to fence the protesters in and surround them grunting and staring is the tactic and if taxpayers are prepared to be pushed to that level then it is time to stand up for your rights to protest as well. Don't let them stand over your youth and fellow citizens who should be allowed to protest and demonstrate without feeling sick in the stomach with fear and worried about being there.

Or even to walk onto the forecourt of their Opera House and not be stood over by a bunch of cops and goons hell bent on foxing, intimidating and victimising the community so they will either get out of the trap and not protest or get caught in it.

Do we employ our police to intimidate?

You can just go down to Circular Quay sometime in the next three days and stand by your fellow citizens just as observers.

"Then make an Apprehended Violence Order application against the police, says assault victim Ms Teresa Kiernan.

On 29th July 2005, the Downing Centre Local Court heard an application against Leading Constable Mathew O'Neil of Surry Hills Police Station.

The court heard that O'Neil and his colleagues threw Teresa Kiernan on the floor in a concrete cell, pushed and shoved her, deliberately caused her to be parted from her essential possessions during her arrest, and unnecessarily teased, jeered and humiliated her.

"I believe there are only two reasons why police abuse vulnerable people in custody" Ms Kiernan said to Magistrate Timothy Keady. "The first is to influence by fear. Police try to get arrested people to plead guilty by using intimidation. The second is because there is no evidence or witnesses, and violent and abusive people throughout the ages have always committed such crimes in this condition."

The AVO application was heard in a matter of minutes before it was dismissed. "To everybody's credit, everybody kept a straight face." says Ms Kiernan. "The industry is not going to cause detriment to one of its own. I note that public servants, lawyers, security guards, police and correctives manage to escape the AVO system."

An AVO means a defendant cannot have a gun license for ten years and cannot work in law enforcement, as well as experience other barriers. My point is that cops, screws, security guards need gun licenses. .. a cop with an AVO is finshed: he will lose his job.

Department of Corrective Services staff can't be employed if they have an AVO. Magistrate Pat O'Shane had an AVO put on her and now can't hear domestic violence cases, thus her employment prospects have been reduced. The legal industry doesn't give a hoot about violence and abuse: all its employees are violent and abusive themselves and they are not getting AVOs put on them.

AVOs in NSW are serious business, with the industry slapping AVOs on people at an alarming rate without the benefit of sophisticated and robust legal system. There is an extraordinary lack of support and structure for defendants in the system, which seems to be looking for new ways to criminalise and marginalise people.

The majority of people in custody in NSW are defendants accused of breaching AVOs, and may be arrested merely on the say-so of an amonial other.

"If every person who got mistreated in custody made an AVO application against abusive police officers, or at least the ringleader, NSW would capture a more accurate profile about abuse of its police powers" says Ms Kiernan.

"It is a well established culture that police know where the video footage is in custody and where it isn't; it is a game to them to dodge it." In addition, Ms Kiernan points out, making an AVO application against a police officer intervenes in the police's intimidation tactics in the court environment, engaged in so that defendants can be as rattled as possible before gracing the witness box.

"From a scientific point of view, it costs the police money to get their own lawyers to defend their own officer's behaviour. This, coupled with the public embarrasment factor, is a deterrent for abuse of police powers."

"We can only send our condolences to Tracey Twaddle, who I am sure doesn't think it is a game." Ms Twaddles husband, died in police custody in Palm Island last November from four broken ribs and a ruptured liver, where video surveillance only partially covered the police custody area.

On the one hand, the author is implicitly criticising the 'system' for discharging the defendant (the police officer) in this case. Yet on the other, she laments the lack of support and structure for defendants in the system. Oh, that must be unless the defendant is a cop. We can't have rights for everyone, I guess. She's right about AVOs having a seriously detrimental effect on police and others in the legal system. What a great tactic it is for defendants and their lawyers to hamstring law enforcement by bringing vexatious AVO complaints against the police. Little cost if they lose, big result for the crook if they win.

Please give us more facts about the above case. What was she charged with? Were there any corroborative injuries presented in evidence? Did she give sworn evidence and was she cross examined? More details please. You say it was over in a minute. Did she withdraw the application? If it proceeded, there is no way it could have been heard in a minute.

Give us the whole truth, not just the hyperbolic rant which shows your prejudice.

Hi Vas Deferens,

I guess if you followed the links you'd get the picture sure enough and in my opinion, what this person said was quite true.

Cops and a range of others can harass the community, use corporal punishment, inflict sexual assault, strip-search, plant evidence, verbal them, threaten them, place them in a dangerous situation, in a confined space or psychologically abuse them in custody just because they've been accused of some breach of the law. And some cops are truly arseholes. Personally I've had to tell one or two off myself at the Downing Centre during an AVO hearing that they should get a real job because these losers were bullies who used their power to intimidate, harass and victimise people! Were they on drugs? Well you'd have to ask them!

The AVO was brought on by a politician against her constituent that sought her help because he was being harassed by the police. Ring a bell? But these Surry Hills police were smarter than your average dumb cops so they got in first. So when the complainant's politician contacted the police to complain on behalf of her constituent the police told the politician that her constituent was dangerous and that she should avoid her constituent at all costs?

Hence the politician then took out an AVO against her constituent. I have the paperwork to prove it accept no tribunal will here it! And if you were a politician why wouldn't you believe the police over your constituent's concerns? Any person can have an AVO made out if they can prove they have a reasonable fear of another person. So I guess AVO's work for people who use them no matter who is in the right because right in not determined on whether there is a 'reasonable fear'.

Thanks for your response and the questions you raise Vas. Yes I am highly critical of the AVO system, and yes I am highly critical of the magistrate dismissing the case within minutes without hearing sworn evidence and forensic evidence that proves injury, just because the defendant is a cop. Yes I am highly critical where most defendants in AVOs can't afford lawyers, yet when the defendant is a cop the public purse pays for his lawyer. I do not think this is in the public interest.

It wasn't a veracious application, Vas. Police are seasoned and cunning at abusing people in custody. That is one of the reasons why we had a Royal Commission and that is why the public purse pays for video cameras in police cells, and why in NSW we spent millions of dollars per year running a Police Integrity Commission and an Ombudsman's office and even a commission against Corruption. None of these things work in terms of accountability, I believe. You have to hold police accountable yourself by taking them to the courts. Problem is, like all abusive people, they're a bit sly and know how to assault people without leaving evidence, and know where there video surveillance isn't. Yes I agree with you that one of the problems with AVO's is that there is little cost if the applicant loses, and a big impact for the defendant if the AVO is made.

I was charged with knowingly contravening an AVO. I did have corroborative injuries but as the magistrate (unlawfully) wrote off my AVO application t the first available opportunity, I didn't get opportunity to present it. I gave sworn evidence and yes I was cross-examined.

I am going to privately prosecute NSW Police for doing this. I highly recommend anyone who has been assaulted or harassed in custody to do the same. Even though I feel your comment about prejudice is strange, please feel free to post more questions. If you want more info about my case please visit

Apprehended Violence Order

.. are just an idea. No one can really stop you from doing anything. There are plenty of people with criminal records, especially from my generation eg: Baxter protests.

But I am still appealing.

When we come to power all of us in parliament/government will have criminal records. All it will mean is that we came from a climate that was interested in marginalising people as much as possible. If they create too many criminals they will get a large class of us fighting back.

I note that oppressive laws and legal climates such as the Family Law Act and Domestic Violence oppress and incriminate innocent people for about 15 years until the group gets too big and sick of it, so they lobby and fight back, then laws change..recent reform for ostracised Dads is a good example. Who does the state think it is treating Dads like that?

I don't have any kids but if the state took my kids off me I'd go ballistic. No wonder kidnappings happen in these cases.

The criminal system including Department of Corrective Services and including cops are bastards in these examples. They just warehouse people and try and make things worse. They are interested in extending criminality as much as possible.

I have every confidence the system couldn't give a hoot about the status of women and families and that AVOs are just a system of extending the criminal justice system. They are rent seekers. Without AVO legislation you would never have got someone like me in the back of a police van or in custody.

AVO legislation was introduced as an emergency measure because the police were not doing their job in regards to delivering the social contract to women and children. They still don't. Nothing has changed except more innocent people are in jails. Violent people become aware of AVO law they become very manipulative.

The modern condition is that you abuse someone and get in first, and get your victim in trouble.

Rodney Adler will face disciplinary charges for allegedly carrying out business activities from jail after the prison authorities illegally scanned his mail in a minimum-security prison in breach of the Federal Postal Act.

bob carr says the state's prison officers deserve to be congratulated for being on top of Adler's dealings in jail.

But that's rubbish in the highest order and bob carr should hold his head in shame, re-order his prison guards to do their job properly instead of setting upon and setting up prisoners who are disabled by being in custody.

This is a well-planned political attack and at all material times bob carr having complete knowledge that they have Mr Adler in their full control, 24/7.

Therefore bob carr must take full responsibility for his injustice minister. So should his injustice minister stand down, and his cronies in the prison system given better instructions about how to do their job properly - instead of going about bullying and illegally reading other peoples mail to find alleged examples of contraband, just to mess people up, for political pay backs!

bob carr's filibustering to the community about his pre-emptive radical plan should be recognised for what it is, not what he makes it out to be, after all the evidence supplied to (ASIC) was flawed.

To even be tried again by the governor of the prison is an abuse of process and systemic abuse at that. carr says he thought Adler would have learnt his lesson by now and says he is being treated like any other criminal in jail?

Actually I think it's time bob carr learnt his lesson, that you can fool some of the people some of the time but you can't fool all of the people all of the time. And the very reason he comes undone here is that this is a re occurring pattern that his government has used against high profiled prisoners time and time again!

"The message I want to send is that Rodney Adler in the prison system is going to be treated like any street pickpocket," carr said.

"He's not going to get any special attention or privileges, taking account of his previous status as a high flyer in Sydney and I think the system is asserting that."

And that's why the prisoners keep coming back to jail because whilst they are there minding their own business doing their time they are being manipulated to the point of frustration and being negatively reinforced in prison for trying.

Provided Mr Adler is left alone to serve his time he has the skill to get out of the place and never go back. But unlike so many other prisoners who lack those skills they have virtually no chance at all!

Clearly what the evidence 'shows' in this case should set an example, that what the 'system' is asserting is the corrupt power of the State over those held in custody. Whereas the State prison system should at all material times have a duty of care and rehabilitation to prisoners.

UK: Bristol prison is suffering wide-ranging problems because of inconsistent management, the Chief Inspector of Prisons has said.

Anne Owers said the jail was experiencing problems in the areas of safety and race relations.

Few jobs were available to inmates - with 60% unemployed - yet statistics were disguising the true extent of the problem, the chief inspector's report found.

She noted Bristol had lost three governors in the last two years and had ceased to hold Category A prisoners.

Over a third of prisoners who took part in a survey said they had felt unsafe and there were poor systems for tackling bullying.

Young adults aged 18 to 21 mixed with adult prisoners - including sex offenders - without any proper risk assessment, Ms Owers said.

However, the 600-inmate jail impressed the inspection team with its legal services and foreign nationals work.

Prison Service director general Phil Wheatley said: "With the new management team in place the prison already has a renewed sense of direction.

"A full review has been commissioned to look into the amount and quality of activity available for prisoners at Bristol with a view to introducing more work places where possible.

"A new safer custody manager has also been appointed, who will review all the current safety systems in the prison."
