FBI to establish base in Sydney as war in Iraq goes global

US: AUSTRALIA: NSW: The FBI is setting up shop in Sydney, establishing its first permanent base outside Canberra and only its second in the immediate region. So what?

They're looking for dissent and more prisoners' because the jails in the USA only have about 2.3 million prisoners' and now they want you too. They'll hold an anything goes sale and take you to any jail on earth and they'll save on the paperwork criss-crossing two continents.

The Premier, Morris Iemma, will today announce the FBI's appointment of a legal attache as part of counter-liberty co-operation measures that the Police Minister, Carl Scully, secured from his taxpayer funded holiday to the US last month.

Mr Iemma said the attache, operating from within the US consulate, would improve the 'exchange of information' between Australian and US law enforcement bodies [but not the community] and provide legal support to NSW agencies. [But not the community].

But another reason could be that it will make alleged incitement of violence, rendition, extradition and deportation of peace activists, like the infamous Scott Parkin, easier, having an FBI office in your local neighborhood.

The position, which will be permanent, has been advertised within the FBI and the successful candidate is to be selected later this year by? [George Bushit]? In time to take up his or her position early in the new year.

"Global terrorism does not respect international boundaries, and we want our officers to learn from the best," Mr Iemma said. [Nor does global 'false flag operations' and 'state terror!']

But what he didn't say is Global terrorism does not respect international boundaries, especially if our federal government wage illegal and degrading wars on sovereign nation states and he wants his officers to be prepared for his federal governments ignorance and stupidity at taxpayers expense.

Iemma: "The level of co-operation and access we have secured with the world's pre-eminent law enforcement bodies is a huge advantage for the people of NSW."

Why is that? Does that outweigh the prospect of being blown up on the bus and the train because of the government's ignorance? To think that the government can belittle international justice and simply bridge up, walk away and shrug their shoulders?

During his US taxpayer funded holiday, Mr Scully met senior officers in the FBI, Secret Service and New York and Los Angeles police departments. He has since secured 12-month secondments for a NSW Police officer to the counterterrorism units of the NYPD and LAPD.

An NYPD officer would be seconded to the NSW police counterterrorism co-ordination command for a similar period, Mr Iemma said. "We have forged relationships with the FBI, and New York and Los Angeles police departments that will allow our officers to reap the benefits of their knowledge and experience."

Legal attaches such as that being established in Sydney are posted in more than 50 US embassies and consulates and constitute the FBI's official international presence.

The FBI legal attache, or legat, in Canberra is currently the only one in Australasia.

But now we are American owned we need the FBI in every State, and City? Doesn't shock me with the entire goings on and the fact that we're living the police state experience!

Other local police news...

AFPA : State police don't belong in airport security

The Australian Federal Police Association (AFPA) does not believe the Federal Government's plans to improve airport security will work, as long as there is a mixture of state and Commonwealth police involved.

They'll tell on each other?

The Wheeler and Dealer report on airport security calls for better cooperation between the Australian Federal Police (AFP) and state police.

But they don't like each other?

The report, by British Executive Sir John the Wheeler and Dealer, says current policing arrangements are inadequate and dysfunctional, with turf wars and conflict between the states and the Commonwealth over resources.

But AFPA spokesman Jim Torr says the problems will not be solved unless the Federal Government takes full responsibility for airports.

So they don't have to tell anyone else about what they really get up to on Friday nights after drinks down the pub?

Torr: "In the Prime Minister's own words, there is a war on terror," he said.

But in the communities own words there is an illegal and degrading war on Iraq, they say.

Torr: "These are high impact Commonwealth responsibilities, and Commonwealth centres - they are either Commonwealth owned or Commonwealth leased, the airports.

"They are Commonwealth administered, it is a Commonwealth responsibility much the same as defence is a Commonwealth responsibility.

"You don't rely on the different state jurisdictions to provide their contribution to the Army, Navy, Air Force."

Or illegal and degrading wars on sovereign nations states!

Mr Torr says he hopes the plan is not a cost-shifting exercise by the Federal Government.

And the Community hopes that it's not a blame-shifting exercise by the Federal government at the cost to the taxpayers and holidaymakers.

Who needs better airport security at taxpayer's expense? John HoWARd!

Who is waging and illegal and degrading war? John HoWARd!

Who's going to pay for it? The Community again!

Where did the $200 million upgrade to airport security come from?

Social Welfare!

FBI emails reveal Guantanamo abuse

A series of FBI memos has been released, detailing the abuse of detainees at the US military base at Guantanamo Bay in Cuba.

In memos over a two year period FBI agents said they witnessed the use of torture techniques, which included the use of dogs, prisoners being shackled to the floor in foetal positions for up to 24 hours, left without food and water, left to defecate upon themselves.

The memos also show that personnel at Guantanamo believed they had authority for these methods from senior pentagon officials.

It is believed the memo was referring to an order signed by Defence Secretary Donald Rumsfeld.

Whitehouse spokesman Scott McLellan says the President expects a full investigation.

The emails also claim that interrogators posed as FBI agents to avoid being traced.

The Adelaide-based lawyer representing David Hicks says the FBI emails reflect the claims of torture made by his client.

Stephen Kenny says the Australian Government must pressure the US to have a full inquiry, independent of the Pentagon.

"There is no other option, the amount of evidence on the torture and abuse of prisoners worldwide by the Americans is completely plain," he said.

"They so far have prosecuted a number of lower level ranks but the reality is that this has been systematic abuse that has gone on and has been known about at the highest level."

Indymedia a Target: Heavy hand of the law

Last week's seizure of material belonging to anti-globalisation websites could have serious consequences for citizen publishers. It is a story with components that would have most conspiracy theorists running for the nearest tinfoil hat shop: a radical media organisation, the FBI and an apparently anonymous foreign government.

Last week, Rackspace, a hosting company with headquarters in Texas, handed two of its London-based web servers to the FBI after a subpoena for their contents was issued by a US district court. The servers contained material belonging to the Independent Media Centre - better known as Indymedia - a conglomeration of global radical anti-globalisation sites produced by ordinary citizens.

Indymedia claims it was not informed of the decision to seize its content, nor has it been told the reasons, despite the fact that 20 sites and more than 1m pieces of content were affected.

The FBI has said it was acting on behalf of a foreign government, though for the American subpoena to have power in the UK, it would need approval from either the British courts or the home secretary. Such agreements would usually be made over investigations into terrorism, though nobody involved has been able to confirm this.

Rackspace said it is complying with a court order "which establishes procedures for countries to assist each other in investigations such as international terrorism, kidnapping and money laundering". Clearly, such serious allegations against any media organisation - even one produced by amateurs - could be devastating.

"The site crashed last Thursday at 4pm," says one Indymedia UK volunteer who asked to remain anonymous. "Since then, the only official communication we've had was from Rackspace, but they would only say they couldn't tell us what was going on. No one at the FBI has talked to us about this, and we have not been told anything."

With the situation shrouded in a legal fog, the often-controversial grassroots news organisation has struggled to operate its sites across countries including the UK, France, Belgium, Serbia, Portugal, Italy and parts of South America.

"This seizure has grave implications for free speech and privacy," says Kurt Opsahl, staff attorney of Electronic Frontier Foundation, a digital rights campaign group working with Indymedia to uncover the root of the FBI action.

It is not the first time Indymedia has come to blows with law enforcement. During the G8 summit in Genoa three years ago, buildings used by Indymedia journalists were among those raided by Italian police. Computers were destroyed and equipment seized in an action that international press watchdog Reporters Sans Frontieres described as unprecedented and incredibly violent.

Founded as an anti-globalisation news source covering the protests against the World Trade Organisation summit held in Seattle in 1999, Indymedia quickly turned into an international network of citizen journalists. It provides a voice of underground political opinion around the world, though its open door policy has seen the occasional publication of unsavoury and offensive content, including anti-semitism and incitement to violence - though representatives are quick to disown these.

The latest raid is more than just emblematic of the conflict between one radical anti-government organisation and the establishment. It highlights the potential for conflict between law enforcement agencies and citizen publishers and sends a warning to anyone involved in web publishing operations.

"Certainly on face value it looks like an attempt to gag an independent media organisation," says Barry Hugill, a spokesman for civil liberties organisation Liberty. "It is just possible that there is a legitimate reason for this action, but we certainly need more clarification."

At a time when mainstream media is being opened up to the masses, such crackdowns deal a blow to citizen journalism. Threats to the freedom of web publishers could damage the amateur investigators and webloggers who are the lifeblood of independent online journalism. The lack of information given about these seizures raises the potential threat that anyone could see their content removed without warning or explanation. It shows how fragile internet publishing can be - even in the hands of major media organisations.

"It is easy to go after the provider or the hosting company to close down a website," says Yaman Akdeniz, the director of Cyber Rights and Civil Liberties and a lecturer at the University of Leeds cyberlaw research unit. "Unfortunately, arbitrary censorship exists. There are less risky places to publish information and there are more risky places. I do not recommend anybody to rely on a hosting company in the UK, and certainly our cyber-rights.org servers are run outside the UK for a variety of reasons."

Editorial:

If the corporate journos aren't prepared to take a stand against the state destruction of independent journalism they shouldn't be too surprised if no one supports them when the FBI comes for them.

"In Germany they came first for the Communists and I didn't speak up because I wasn't a Communist. Then they came for the Jews and I didn't speak up because I wasn't a Jew. Then they came for the trade unionists and I didn't speak up because I wasn't a trade unionist. Then they came for the Catholics and I didn't speak up because I was a Protestant. Then they came for me - and by that time no one was left to speak up." - Martin Niemoeller.
