Speaking at a book launch, Commissioner Keelty said the AFP reconstructed the bombs as part of their investigations.
"When we did the reconstruction of the bomb as was told to us by some of those involved, there is some speculation that had the bomb been configured differently it might have exploded differently," he said.
"I think the issue we should be recognising is that wasn't the case and I'm not about to tell the bombers how to make a better bomb."
