Doom gloom and 'Boom' Downer shakes the room?

Foreign Minister Alexander Downer says the United Nations Security Council must confront Iraq soon.

Downer has delivered a speech in Sydney about the spread of nuclear, chemical and biological weapons, which he has described as "the sum of all of our fears".

But a leading Australian Psychologist Mr Constructive Feedback says, " Doom Gloom and 'Boom' go together if you're aggressive."

"Optimism is better and so is 'constructive feedback' because using constructive feedback means that the negatives also have a role in the construction of a nation. In short we have all the time in world to solve problems properly and that is what our leaders should be focusing on when they decide to inform all Australians. Hey what's the rush?" He said.

Downer says, the lesson of Iraq is that the international community must be more aggressive in dealing with the proliferation of so-called weapons of mass destruction. Mr Downer says moves by the United Nations to try to contain Iraq have failed.

"In the Government's view the Security Council should not be waiting forever," he said. "Either Iraq has complied or it hasn't, this is what the Security Council must confront soon."

Government ministers urged the public to keep their eye on what they said was the Iraqi President's threat to world peace.

"I can identify with people's desire for peace," said the Foreign Minister, Alexander Downer. "But to grant Saddam Hussein an enormous victory over the Security Council and the international community will be a great threat to peace."
