Offenders to be fed vitamins to improve behaviour

UK: offenders are to be given vitamin supplements in an unusual attempt to reduce anti-social behaviour which will test the effect of diet on the brain. The move is controversial, with many in the prison service sceptical that healthy food could make much difference to abused prisoners.

The proposals being drawn up within the Home Office reflect a growing interest in the potential link between junk diets laced with additives and disturbed or hyperactive behaviour. American research has shown a link between poor diet and aggressive or impulsive tendencies, including a recently published US study of young children from Mauritius which found they were significantly less likely to grow up to have unlawful records if fed an enriched diet from a young age.

The Youth Justice Board is helping to organise the British trial, which would involve young offenders who are serving community sentences, or who have recently been released from jail, being given daily supplements of fatty acids, trace minerals and vitamins to see if it reduces anti-social behaviour.

'We have agreed to assist them by facilitating access to young people where necessary,' said a spokesman. 'We are interested in seeing the results of this.'

The project raises ethical questions. While only volunteers will take part, if dramatic results from changing offenders' diets can be shown, that will raise the question of whether prison diets should be altered to 'dose' prisoners' into better behaviour.

Conversely, the approach is likely to be attacked by right-wing critics as allowing offenders to escape responsibility for their own crimes by blaming their diets?

However, a small previous study of teenagers in a young offenders' institution carried out by the research charity Natural Justice, found that boosting offenders' diets with supplements reduced disciplinary incidents - such as attacks on fellow prisoners and guards, or breaking prison rules - by a third.

Prison menus don't offer healthy options, the researchers should realise that prisoners avoided the unpalatable food in favour of a diet of junk food that left them deprived of nutrients.

The charity wants to try to replicate the findings using a much larger group of young offenders, and examine the effect on their reoffending rates.

Bernard Gesch, chair of the charity, said: 'We are very pleased that they are interested enough to look at this. The implications are fairly massive: the government is forced to pump millions into anti-social behaviour programmes, and surely given the scale of findings we demonstrated [in the young offenders' institution] the dots aren't too difficult to join up.'

Prisons Minister Paul Goggins disclosed recently in a parliamentary written answer to the senior Tory MP Alistair Burt that the Home Office is considering research on offenders' diet.

The Prison Service is currently awaiting the results of a similar study involving offenders in Holland.

UK: It is difficult to imagine a more brutal murder than that of Zahid Mubarek. The 19-year-old was clubbed to death by his cellmate at Feltham Young Offender Institution in the early hours of 21 March 2000. He was due to be released just a few hours later.

This Thursday, Mr Justice Keith will finally begin a public inquiry into the mistakes that led to this killing. The prison service has admitted responsibility for the death and its director-general, Martin Narey, has apologised to the Mubarek family for failing Zahid. An inquiry is not designed to bring justice; that is the function of the courts. In handing down a life sentence to Mubarek's killer, Robert Stewart, in November 2000, the criminal justice system did what it could.

Some would argue that a line should have been drawn under the case at that point. The Home Office claims it has now put checks in place to prevent the negligence that placed Stewart, a racist who had threatened to kill his 'padmate', with a vulnerable Asian prisoner serving his first sentence.

But this death was not just the result of a series of mistakes stemming from overcrowding and undermanning. The inquiry will examine a culture of prejudice at the heart of the prison service, which goes far beyond so-called 'institutional racism'. Colin Moses, the first black chairman of the Prison Officers' Association, is also the first senior member of his organisation to recognise that there is a right-wing hardcore of thugs within the POA which must be rooted out.

Zahid Mubarek was a criminal, but he had all but served his time and the prison service owed him a duty of care. That he was murdered on the eve of his release reveals a terrible abnegation of that duty.

David Blunkett has been wrong to resist the calls for an inquiry. But the pace of change in prison reform has been so shamefully slow that the findings four-and-a-half years on will remain woefully relevant. Ministers should instigate a full-scale investigation into racism in the prison service. Where abuses are found, they must be dealt with by the courts. Zahid Mubarek's family deserves nothing less.

WA: Corrupt cops and blind toothless politicians

A WEST Australian One Nation MP has called for corporal punishment for teenagers involved in drunken fights on Perth's streets.

The city has been blighted by a series of drunken battles involving youths and the police in recent months.

But the next commissioner of the West Australian police force could come from outside the state in the wake of the Royal Commission report that effectively labelled the service the worst in Australia.

Geoffrey Kennedy QC's $28 million report yesterday labelled the service "mediocre", blaming lack of leadership for corruption as extensive as that found by the 1987 Fitzgerald inquiry in Queensland and NSW's 1997 Wood commission.

I don't see a West Australian One Nation MP calling for corporal punishment for corrupt cops. Who incidentally are supposed to be leading the community by example?

So in reality they want the kids to behave but they don't know how to behave themselves and these are corrupt cops telling children what to do. Sure, they're going to believe you.

The buck has to stop somewhere and it seems that if you want kids to have confidence and trust in the community they must be led by example.

The corruption in your police force is an example that violence begets violence and if people don't have a proper role model then it seems unlikely to trickle down into the community.

The two-volume report, arising from Commissioner Kennedy's 20-month probe, found evidence of significant and sustained police corruption over 20 years, and evidence of widespread verballing and perjury was reliable.

However, only two of the 121 officers investigated by the commission have been charged with criminal offences, with further charges unlikely.

Four officers have been stood down, two disciplined, 16 are facing disciplinary charges and five have resigned.

If people have no confidence in the police force then there is no law and order.

If you want to belt someone into submission then they are going to belt someone into submission down the track.

Bad lesson for today!

But instead if you invite the kids into the decision making process then you will find out why they are drunken and violent. Not just that, but you also get an obligation by the kids, if they come up with an idea that will help you solve the problem.

The New South Wales Ombudsman will audit police records to determine if the controversial police "move-on" powers are being used fairly and appropriately.

Concerns have been raised that police may be unfairly targeting young people. The audit is part of a review of the extra powers officers were given to help tackle the illegal drug trade in Cabramatta in south-west Sydney.

Officers can temporarily ban people from a suburb if it is suspected they are there to buy or sell drugs. The Ombudsman will analyse how directions to "move-on" are issued, the length of the bans imposed and the age and background of the people who receive them.

Some legal and community centres have told the Ombudsman of concerns police may be targeting young people in the use of the powers. The Ombudsman has released a discussion paper and will accept submissions until the end of the month.

The Empire Strikes Back: Sydney anti-war rally

Police have made an arrest at an anti-war rally outside Sydney's Town Hall where a crowd of over 300 people have gathered.

A youth that police believe was involved in violence at a similar rally last week has been taken to the Sydney police centre.

After police violence at last week's protest, police have warned there will be arrests if protesters attempt to march today.

School children in uniforms, groups of young men and older protesters have gathered on one side of Town Hall while at least 200 police have gathered around the area.

Police have said they will use video footage to identify protesters who caused violence at last week's march. Even though police caused the violence themselves.

Not only did police cause the violence they did so with malice and reckless indifference, predicting the event the day before. A youth was taken into custody after being identified through that footage.

Police moved into a group of youths before the protest began and removed one of them. His friends erupted in anger as protest Marshalls attempted to control them. Meanwhile, police have shutdown processions heading along the footpath to the Town Hall.

There was a tense moment outside the ABC in Ultimo when a large number of police forced protesters from the Sydney University Students Against War group to abandon their march. Using the group's own megaphone, a police commander gave the protesters this ultimatum.

"You have an opportunity now to move off in different directions make you way wherever you're going to go, but if you form into an unauthorised procession then I will arrest you all, I have the capacity to do that, and I will do that," he said.

A police spray has been used on a section of a crowd in Sydney's Town Hall Square demonstrating against the war in Iraq.

The spray was used at the conclusion of the demonstration as the crowd began to disperse.A group of protesters was pushing through the crowd near St Andrews Cathedral when a man in plain clothes produced a canister and sprayed it at the group.

Police media has since confirmed it was a police spray. One demonstrator, Sean, has described the incident. "Some guy in no uniform gets pepper spray out, gets back and sprays it into the air," he said."I don't know what it was, it made your throat burn." Although the protest is formally over, hundreds remain in the square along with a big police contingent.

LATE last year the NSW Force set up protesters by placing an ad on the mainstream media news network professing that there was going to be violence at the peaceful demonstrations against WTO and now the war on Iraq. See link below: NSW Police incite violent protests at WTO meeting.

The violent spectacle began at Town Hall and resulted in two police officers and a number of protesters being injured. At least 45 mostly teenage participants were arrested including a boy aged 10 after the rally erupted into violence about 12.30pm.

Assistant Police Commissioner Dick Adams said it was clear a large proportion of protesters had come to the rally "for the express purpose of fighting police."

"We had a group of people who went to Town Hall [for] nothing other than to incite trouble," he said.
