An unknown number of officers in the NSW Police Force are drugged up to their eyeballs, according to a Report just released by the NSW Police Integrity Commission.

Taking the illegal drugs leads to the officers associating with drug suppliers, stealing drugs, stealing money and supplying friends, and providing confidential information to the drug suppliers.

The drugs include amphetamines, cannabis, heroin and cocaine.

A FORMER POLICE OFFICER WHO TRIED TO DO THE RIGHT THING, prosecute a senior Catholic priest accused of child-sex crimes, was drummed out of the police force, according to the October 3 Australian.

According to documents obtained by The Australian under Freedom of Information laws 30 years after the event, Denis Ryan was disciplined by being removed to Melbourne from a remote country post: this was done to prevent him from pursuing the charges against the abusing priest.

Mr Ryan had taken statements from 16 children saying that they had been abused, but none of the matters reached court. Mr Ryan is attempting to obtain more disclosures under the FOI legislation preparatory to a civil action against his former employer.

POLICE IN TASMANIA ARE ASKING FOR MORE COPPERS TO CLOSE BROTHELS, according to the Oct 7 Mercury.

The copper's union, the Police Association of Tasmania, has said that they would need more cops and wide powers, following the state government's plan to shutdown the state's brothels.

Community groups and sex workers are opposed to the crackdown.

Tasmanian sexual-abuse support group Beyond Abuse warned that driving brothels underground would mean that an illegal and unregulated industry would allow children to become involved in prostitution.

The new law is expected to include five-year jail terms or $50,000 fines for operators of brothels.

MORE CONFIDENTIAL INFORMATION is being thrown like confetti to the wind, according to the Oct 5 Melbourne Courier Mail.

Acting Deputy Commissioner Noel Ashby said officers have been told not to use the backs of confidential investigation documents for note paper, which then end up being circulated.

Mr Ashby said that a pad of such documents was stolen from Frankston Police Station, in Melbourne, on Friday of last week.

Confidentiality is a sore spot at the moment, as the Victorian government decided in August to ditch the police force computer system after tens of thousands of pages of confidential information were wrongly released.

NEARLY ONE IN EIGHT HIGH-SPEED POLICE CAR CHASE ENDS IN A CRASH, for the year ending June, according to the October 6 Sydney Morning Herald.

There were 2146 recorded pursuits over 2004-2005. Of these, there were 284 collisions and 3 deaths.

'The statistics show clearly that even in relation to minor offences, police are continuing to recklessly endanger innocent bystanders,' said the president of the NSW Council for Civil Liberties, Cameron Murphy.

Once again, NSW Police tried to hide the facts by refusing to release the information, only being compelled to do so after a successful freedom of information application.

Mr Murphy continued to say that 'At the moment it seems that when a chase goes right and someone is arrested, there's no real analysis of the conduct. The police just don't get that it isn't worth the life of an innocent bystander or a police officer in order to arrest someone for a minor offence.'

ANOTHER COPPER, ANOTHER CONVICTION, as the first piggy goes to prison following the Western Australian Police Royal Commission.

According to ABC News online of October 6, former copper Gary Mervyn Fagg, 47, pleased guilty to 7 counts of corruption and one count of aggravated burglary and was sentenced to 5 years imprisonment.

Fagg was filmed stealing $10,000 from a storage unit as part of a sting operation set up by the Commission. He admitted obtaining $21,000 by corruption from a businessman he was investigating.

IN A RARE ACT BY AN OTHERWISE SUPINE OMBUDSMAN, a recommendation has been made which would make the police a bit more accountable.

The ACT's Ombudsman has 'urged' the Australia Federal Police to upgrade video surveillance in the cells of Canberra's watch-house.

The latest Annual Report highlights numerous complaints by prisoners, including minors being detained without their parents being notified, and requests for medical help being ignored.

The ombudsman says it has made repeated calls for the installation of a digital video camera system but the police have refused. Video footage from an existing camera helped prove a claim of excessive force by police against a prisoner. However, the video coverage is patchy and unreliable.

Prison Mind Games-Do they exist?
Directives are given inside the prison system that are not consistent with the law in NSW. And not in the good interests of the health and well being of the prisoners.

What is happening between the Police Service and politics is quite extraordinary at the moment. If stand over tactics don't work tell half the truth honestly and follow the example of sheep. ONE OF WESTERN AUSTRALIA'S MOST SENIOR POLICE OFFICERS, Deputy Commissioner Tim Atherton, has resigned after sending sexually explicit emails to two junior female officers, said Police Commissioner Karl O'Callaghan and reported in the Northern Territory News 26 September 2005.

The reason for the resignation had been withheld from the public for over a week. The details of the payout that Mr Atherton received has not been disclosed to the public. The matter is going to be examined by the Crime and Corruption Commission (CCC).

In yet another case of coppers appearing to have too much time on their hands, a senior police office in Victoria has sent what was described as an offensive email with an attached photo to a victim's advocate and a councillor, according to the Sept 28 Herald-Sun.

The photo was of a very muscular 'scantily clad' woman. The email was titled 'Scary women .... BIG CANNONS.'

The police officer concerned had previously worked in the equity and diversity unit.

The matter is being investigated by the Police Integrity Commission.

AUSTRALIA'S 50,000 POLICE WANT LEGAL IMMUNITY TO RACIALLY PROFILE AND TARGET MUSLIMS, according to the September 27 edition of The Australian.

Despite John Howard assuring Muslims the day before that they would not be singled out under new so-called anti-terrorism laws, the Police Federation of Australia said it was "inevitable" that police would target Muslims.

Mr Howard promised he would listen to their concerns.

A FORMER HEAD OF ASIO and a royal commissioner has said that police corruption in Victoria is at its highest level ever, according to the October 4 Australian.

Sir Edward Woodward, a veteran of 17 Royal Commissions and Inquiries, has said in a recent book that when he was involved in a Royal Commission into off-course betting in 1958, he was convinced that 60 per cent of the police force were being bribed by bookmakers or they ignored illegal gaming.

Woodward said that "Unfortunately, now, I think that corruption is worse than ever, particularly because it is allied to the drug trade with great potential for large sums of money to change hands and police turning a blind eye or even becoming directly involved in activities in the drug trade."

He calls for the establishment of both a Victorian and national permanent police integrity commission to combat police corruption.

The book, One Brief Interval, has been published by Melbourne University Publishing.

INTERNAL NSW POLICE DOCUMENTS obtained by the Sydney Morning Herald reveal that NSW police lie about police car chases, ignored commands to stop and switched radio frequencies to dodge official supervision while taking part in chases, according to Oct 5 Sydney Morning Herald.

The documents were obtained under freedom of information laws.

The NSW police's own state pursuit management committee requests for explanations of seemingly out-of-control officers were ignored by some police Area Commanders. 62 deaths have been linked to police pursuits over the last 11 years in NSW.

COPWATCH HAS PREVIOUSLY REPORTED on a drink-driving copper caught five times over the legal limit. Police Inspector Lee Phillip Renshaw, 49, has now pleaded guilty to the offence in Hobart Magistrates Court.

Renshaw was fined $500 and disqualified from driving for 15 months, according to ABC News Online of October 6.

FINALLY, THE FEELINGS OF LOCALS TOWARDS COPPERS lasts for a long time at Stringybark Creek, about 40km from Mansfield, according to the Sept 27 Sun-Herald.

Stringybark Creek is where Ned Kelly had his last stand-off with police.

A monument to the three policemen who was shot by Ned Kelly and his gang has been vandalised on the eve of a commemoration of police killed on the job.

More than 40 bullets were fired into a plaque put up in memory to the 3 coppers.

It was born of a bombing and it made its name after a far more devastating act of terrorism. But for most of the 25 years in between, little was known about the Australian Federal Police force or the work it did.

"TIME TO MOVE ON" - NO JUSTICE FOR TJ

In reply to written requests to out new Premier, Morris Iemma and out new Minister for Aboriginal Affairs, Milton Oskopoulos, sent on 15 August 2005, ISJA was contacted by the Chief of Staff of the Minister's office, Nathan Rees, to arrange a meeting to 'discuss matters'.

On 28 September 2005, Rees met with this Association, accompanied by Warwick Neilley of the Premier's Office, at my Waterloo residence.

They first made it quiet clear that neither they, nor any other member of their respective offices, would be making themselves available for the Public Meeting to be held at The Settlement, 17 Edward Street, Chippendale on Saturday 8 October 2005, beginning at 5:30 pm to further plan actions to obtain Justice for TJ.

The new Premier and Minister were invited in the hope that, with the retirement of Bob Carr, perhaps some real Justice may now occur. The Minister especially had publicly stated that he wanted to meet Aboriginal people within the NSW Communities, but according to Rees, this Community was not one of them. Maybe he chooses his meetings so that he only meets with those whom he sees as being 'suitable or preferred' members of the Communities that he will visit?

The next question put to them was on seeking their opinion on the call to have the Hickey Inquest either re-opened or a new one called. The answer was, to quote Neilley:- 'it's time to move on. It's not going to happen. Far better to work with the Government on important issues.' The advice to 'get a life' was also gratuitously given.

They then moved to their agenda that involved their wishes to find an organisation that would remove Mick Mundine from the Aboriginal Housing Company and for that organisation to then work with the Government on solving the Block issues.

Whilst not surprised - it is well known that the NSW Government has 'problems' with Mick - their offer was totally rejected as being neither viable nor useful. This Association believes it is up to the Block residents - past and present - and the current AHC Management to decide what is in the best interests of the Block.

A further request to Rees that the Minister meet with Gail Hickey and her Family was agreed to on the condition that the death/murder of her son not be raised! The meeting finished.

No Justice for TJ. No Justice for the Hickey Family. No Justice for the Redfern, Waterloo, Walgett Communities.

Come to the meeting on Saturday to help us plan our next steps in our ongoing struggle for Justice for TJ, Gail, her Family and supporters.

NSW police involved in high-speed car pursuits have lied, ignored commands to stop and switched radio frequencies to dodge official supervision while taking part in chases, internal service documents reveal.

Some area commanders ignored NSW Police's own state pursuit management committee when it asked them to "please explain" the action of seemingly out-of-control officers, according to letters and memos obtained under freedom of information laws. The former deputy commissioner Dave Madden told area commanders a year ago he was "extremely concerned" about lack of supervision of pursuits.

This was just before an investigation revealed that 54 people - including nine passers-by and two police officers - had died in the previous 10 years as a result of NSW police pursuits.

While Mr Madden refused to comment a memo and an email show he called for "every police officer to consider their driving behaviour" in the light of deaths, injury and property damage caused by pursuits.

"Too often, pursuit and urgent-duty driving occurs without involvement of supervisors and/or duty officers," he wrote as he introduced a regular review of radio tapes to crack down on police not complying with policy.

The deaths of at least 62 people have been linked to NSW police pursuits in the past 11 years. Some police have flouted the service driving policy for years, while their managers apparently turned a blind eye, the documents reveal.

Four years ago the state pursuit management committee chairman, Inspector Ron Dorrough, told area commanders the commissioner wanted to curb "the increased and at times flagrant disregard" for the service's safe driving policy.

Police in the field were providing information about high-speed pursuits and collisions so inaccurate or false that it was fraudulent, Inspector Alan Champion, an internal affairs detective, told his fellow committee members in May 1999.

Field commanders and managers were allowing this to happen, he said in a memo. "Under the edict of remaining operational and 'catching the crooks' they are condoning what cannot be tolerated," he said.

In 1997 the committee heard that some police "were not reporting pursuits to avoid being terminated by the duty operations inspector or supervisor". The senior driver in one chase directed all vehicles behind him to end the pursuit.

Even though they included caged trucks that are not allowed to give chase, the drivers did not obey.

The following year the committee heard that a local area commander refused to downgrade a police driver with a gold licence to silver after being involved in five collisions over two years.

In 1999 the committee was told that police in some cases did not answer radio operators, failed to give information to those supervising the pursuit when asked and were "providing untruthful information".

It was also told of cases where supervisors terminated pursuits, but police kept the offending vehicle "in sight" - meaning they had disobeyed orders.

In 2002 Sergeant Stephen Geaney, of the Sydney Communications Centre, reported that on several times the information that police involved in pursuits entered into a computerised system "differed dramatically" to the information they gave radio operators during the course of the chase.

Committee minutes last November show its members were still concerned about a "general lack of knowledge on the Safe Driving Policy police-wide".

The NSW Police Association's Mick Hilder noted some local area commands were adopting the policy while others were not.

Inspector John Hartley, the traffic services branch commander, was still writing "please explain" letters to local area commanders about individual pursuits failing to comply with the safe driving policy.

He said yesterday that a policy review had found panels overseeing safe driving "were not operating robustly enough".

Local area and region commanders now had to be more accountable to safe-driver committees. "Access to non-recorded channels has been restricted, which means that police no longer have the ability to broadcast local transmissions including police pursuits that would avoid detection of VKG [police radio operations]," he said.

ONE YEAR ON - JUSTICE FOR TJ - RE-OPEN THE INQUEST

AUSTRALIA: NSW: The Indigenous Social Justice Association Inc has organised a Rally and March on Wednesday 17th August 2005 on behalf of Gail Hickey, her Family and supporters.

We will rally at the Block, Redfern, at 11:30 am and then march to the Glebe State Coroners Court before returning to the Block for a community BBQ.

On the 17th August 2004 the NSW State Coroner, John Abernethy, handed down his Finding arising from the T.J. Hickey's Death in Custody Inquest.

The Finding was fatally flawed as it was based on the acceptance of a corrupt NSW Police Brief of investigation.

The Inquest itself was also flawed as legitimate evidence and witnesses were blocked by the legal team purportedly representing the Hickey Family and by the Counsel assisting the Coroner. The Coroner had also set strict parameters for what could be discussed in open Court.

This and related concerns have been subject to a complaint to the NSW Judicial Commission for their consideration. We have submitted that they should find fault with the original Inquest process and to recommend that a new Inquest be held or that the original Inquest be re-opened.

We have also asked the new NSW Premier Morris Iemma and his new Aboriginal Affairs Minister, Milton Orkopoulos, to meet with ISJA and the Hickey Family to discuss our concerns with the original Inquest. With the moving on of Bob Carr we expect that any intransigence such as that shown by him will no longer be present.

The NSW State Coroner must be advised that the Inquest is to be reopened or a new inquest be held in the interests of justice in order to allow True Justice to finally occur.

We strongly believe that (now Senior) Constable Michael Hollingsworth had far greater involvement in the tragic death of TJ and he must now take the stand and give his evidence despite the comments of the State Coroner that he cannot be trusted to tell the true facts of his part in the tragedy of that day.

Police say they tried to stop a utility van last night in Toongabbie for a traffic offence. But when the driver failed to pull over, they chased the ute?

But the driver got his vehicle behind the police and pursued them instead, ramming the police car repeatedly.

The chase ended when the driver crossed onto the wrong side of Briens Road in Northmead and collided head on with another car.
