World races clock to help quake victims

Rescue teams and aid pledges have poured into Pakistan from around the world after the devastating earthquake that has killed about 20,000 people.

"We are rushing against the clock here," a spokeswoman for the United Nations (UN) Office for Coordination of Humanitarian Affairs said.

Rescue workers are struggling to pull survivors of Saturday's 7.6 magnitude earthquake from the rubble.

The spokeswoman says an eight-member UN team has begun coordinating the relief effort in the hardest hit areas, and teams from Turkey, China, Britain and Germany are on the ground.

She says the greatest need is for field hospitals, water purification and blankets.

"The logistical problems will be big. We are going to need more helicopters for example."

US, Australia, Japan, the Netherlands, Russia, Saudi Arabia and the United Arab Emirates are among others dispatching help.

The quake, which General Musharraf's spokesman calls the worst devastation in Pakistan's history, has also killed more than 550 people in India and at least one in Afghanistan.

Pakistani Muslims living in Australia have held a special prayer service for the 20,000 people killed in the earthquake that rattled Pakistan, India and Afghanistan on Saturday.

Khawar Saleem Khan, from the Pakistan Australia Friendship Association, says hundreds of people attended the service.

He has also called on the community to donate to Pakistan's national earthquake relief fund.

"That's what we did in the Canberra Islamic Centre," he said.

"We also did a, we call it prayer for the ones who passed away, we did that and approximately 400 attended over there."

Meanwhile, the Department of Foreign Affairs and Trade (DFAT) says there are no reports of any Australian casualties.

Consular officials from Islamabad and New Delhi are checking on the welfare of Australians in the region.

WHAT HAPPENED TO STEPHEN?

We are not sure what happened to Stephen or how he ended up in Argentina. This is what we do know.

Stephen was working in a factory in Sydney. He met a Peruvian girl who befriended him, we think through his work. A relationship may have developed.

We then discovered that Stephen was in Peru and living with the Peruvian girl and her family. Stephen wrote to us saying that her family were being very kind and treating him well. We don't know if this was a genuine relationship or Stephen was targeted to become a drug mule.

Stephen was arrested in a hotel room, without any drugs. We think this happened in Buenos Aires although DFAT have never told the family the exact details. Stephen has always maintained he knew nothing about carrying any drugs. He says he was asked to deliver some gold.

At this stage, his life and the lives of his family in Australia had been threatened. He was obviously very scared that we were going to be harmed.

We learned Stephen was arrested in Argentina on a drugs charge through a programme on the local news. We still do not know what happened to the Peruvian girl or whether she was involved.

Stephen was convicted of drug smuggling and sentenced to 11 years in prison. There is an appeal in 6 months.

DFAT informed Stephen's family in Australia of the trial just weeks before it began. They spelt the name of the Argentinean lawyer incorrectly and gave no contact details. Because of the incorrect spelling, it took 5 days to trace the attorney. By this time, the trial had started and it was too late for the family to compile evidence for his defence.

In 2003, Stephen was surviving on one meal a day and was malnourished. He was very ill. When his original lawyer visited him, the translator was so horrified at his condition that she called a doctor. Stephen was crippled and bent double in intense pain. This was due to a back injury that had happened prior to incarceration but had been left without treatment in the prison.

6 weeks before the trial, his sister Ann wrote to DFAT to ask how Stephen was. Ann was told 'happy and okay,' but after the trial, she found out he had been hospitalised during that time with a serious chest infection.

Stephen is contactable, though it is very difficult. Contacts are available only only through an Argentinean volunteer who lives a 3 hour bus ride from the prison. She has only managed to visit once because of problems with authorisation from the Australian Consulate in Argentina.

Malah is accused of plotting to carry out a suicide attack on the Sydney offices of the Department of Foreign Affairs and Trade (DFAT) or the Australian Security and Intelligence Organisation (ASIO), in late 2003, after he was apparently harassed by ASIO agents.

But the Crown claims he planned to kill ASIO or DFAT officers in the attack but fell short of telling the court that after the government denied him his passport they wound him up?

He also pleaded not guilty to offering to sell a video tape, typed statement and photograph of himself to an undercover police officer (who posed as a journalist), between November 2003 and December 2003.

Crown Prosecutor Desmond Fagan SC today told the court the tape and statement related to the planned attacks, and Mallah also told the undercover officer (disguised as a reporter) he wanted to kill commonwealth officers most likely trying to draw some attention to the decision made in his case?

Mr Fagan said Mallah planned the attack after DFAT refused him a passport in mid-2002.

"As a result of that refusal he developed a hostility to that department and ASIO", Fagan said.

I thought he was an Australian citizen so why did DFAT refuse him a passport in mid-2002? Seems likely that if that had not been the case then Zak would not be on trial because he was treated differently.

In a joint state and federal police operation, Zak Mallah, a 20-year-old unemployed youth, was arrested in southwestern Sydney on December 3 under the Howard government's new anti-terror laws. By all accounts Mallah is an unstable young man who has been disoriented by 18 months of secret police scrutiny and harassment. It appears that the Howard government has singled him out to test its blatantly anti-democratic legislation.

The Department of Foreign Affairs (DFAT) says lawyers for the two men have now been given United States clearance to detail the allegations to the Government.

Ian Kemish from DFAT has told a Senate committee, Adelaide man David Hicks raised allegations of mistreatment during a discussion with an ASIO officer last year.

"Hicks made a brief remark during that discussion to the effect that he had been beaten in late-2001," Mr Kemish said.

Mr Kemish says during that time Mr Hicks was in United States custody in Afghanistan and he had never raised the concern before. He says Sydney man Mamdouh Habib told Australian officials his detention was torture.

"He has also complained about being mocked on arrival at Guantanamo Bay," Mr Kemish said.

Mr Kemish says United States authorities denied that claim.

Doing time even harder: 146 prisoners far from home

They can be arrested, tortured, tried, convicted or flogged on evidence that would not be accepted by an Australian court.

They can languish in poor health in dangerous conditions, surviving only because relatives and friends send them money for food, medicine and protection or because Australian embassy officials pressure for an improvement in their treatment.

Robert Thomas, sentenced to 300 lashes by a Saudi court, is one of many Australians caught up in a foreign legal system.

All up, the Department of Foreign Affairs and Trade is helping 146 Australians doing time in jails overseas. It provides consular assistance to a further 98 Australians facing charges overseas.

"All over the world, prisoners and detainees are held in conditions which threaten their health and their lives," says Russell Thirgood, president of Amnesty International, Australia.

Forty-five Australians are detained in the US, 65 in Europe, 16 in China, 26 in Thailand, and others in locations such as the Philippines, China, Vietnam and South America.

In some jails overseas, there are health and education programs, and remissions for good behaviour. Some countries offer legal and constitutional protection, including the right to a state-funded lawyer.

The United States, however, has detained without trial about 650 men from 43 countries. They include Australians David Hicks and Mamdouh Habib, who are held at the Guantanamo Bay naval base as part of the sweep against global terrorism [scapegoats for the Coalition of the Killing's, pre-emptive strikes, occupation and genocide for resources in the Middle East.]

A Melbourne man, Jack "Jihad" [keyword: Jihad] Thomas, has been held in Pakistan for months, without charge, allegedly for links with the al-Qaeda terrorist group [scapegoat to bolster support and quell dissent for the Coalition of the Killing's resouce wars.]

Australians jailed in the 50-plus countries that have a prisoner exchange agreement with Australia can serve out their sentences at home.

Overseas prison conditions came into focus again this week after Robert Thomas, an anaesthetic technician, was jailed and flogged for theft.

His family and friends are critical of Foreign Affairs, saying not enough has been done to free him, while Mr Thirgood says Amnesty regards the floggings as torture.

But a department spokeswoman said: "Mr Thomas advised us in writing that he had decided to accept the verdict, with only a verbal protest. Nevertheless, we proposed to Mr Thomas last November that we make representations to the Saudi authorities given Australia's strong opposition to corporal punishment. He agreed we could do that."

She said he had an air-conditioned cell that he shared with 11 other prisoners, and a television with access to English-language programs. He had access to a laundry and to funds via a prison trust. Embassy officials had visited him and given him books, she said.

"They let him watch Skippy and The Curiosity Shop," said his daughter Sarah Munro. "He can use the laundry but he has to pay for it, and he cannot eat the local food, so he has to buy Western food. He has no money for any of this. We send it to him."
