AUSTRALIA: THESE are the faces of the injured children in the illegal and degrading war on Iraq and Afghanistan - faces that the Australian government chose to forget.

So who masterminded the Bali Bombings? The Coalition of the Killing, wanted to go to an illegal and degrading war on the sovereign nations of Iraq and Afghanistan and also needed to quell dissent and to bolster support.

The reductions for the peasant criminals and fall guy's in Indonesia - a "gift" from the Indonesian Government to celebrate Independence Day - may have left the families of the 88 Australians murdered in Bali sickened and disgusted but the fact that someone put them up to it should leave them even more disgusted, especially if their own government had conspired to allow it to happen.

Danny Hanley, whose daughters Renae Anderson and Simone Hanley who died with friend Francoise Dahan in the Sari Club inferno may not need to know the real truth about who was behind the bombers because regardless of who was really guilty they've suffered a great loss.

Furthermore we must comfort them at this time.

But every family member of a 'victim' must feel this way. So when you think of the innocent victims in Bali then also think of the innocent victims in Iraq and Afghanistan the very reason for Bali.

Not holding these war criminals accountable for their war crimes against humanity is spitting in the face of every victim.

Not finding out who was behind the Bali bombings is also spitting in the face of every victim. The hoWARd government can be so insensitive because it may be one of the perpetrators, complicit in the fear campaign and that would be a greater insult to all Australians.

We can't believe that Iraq, Afghanistan and Bali won't go away or incidents like them until we take hoWARd and his cronies to the Hague to face up to their war crimes against humanity and until further investigations into who was behind the Bali bombers takes place, so we can't be sure who was behind it but most declare the CIA and John Howard's complicity. We know who had the motive, The Coalition of the Killing!

Australian taxpayers spent their taxes to wage war against the innocent and kill over 100,000 innocent men, women and children in Iraq and Afghanistan, and pre-emptively, 88 more in Bali to strike up a reaction, how can they be so insensitive?

We're fuming, we don't sleep at night this is injustice. It degrades the memory of all the dead, it just brings back more hurt. We will never get over it, people have lost everything.

We are the many family's that have been left to grieve all the time over and over again as someone behind the 20 men responsible for the murders in Bali have never been investigated to find out which government was behind the bombing.

The first of the bombers could be released as early as today after jail sentences were cut by up to seven months and the militia behind them will never be taken to trial unless someone investigates who was giving them material and the instructions.

Abu Bakar Bashir a preacher and teacher who was framed by Indonesia as a favour for the US, UK and Australian governments (the fall guy) and alleged ringleader also had 4.5 months slashed from his jail term and could be released by next May. God love him.

Laughing criminal Amrozi, who is on death row, was excluded from the handout.

Renae Anderson, 30, and Francoise Dahan, 30, were in the doorway of the Sari Club and died instantly when a bomb exploded.

Renae's sister Simone Hanley, 28, survived and was one of the first victims flown back to Australia. But the Caringbah woman died in hospital.

"Anyone who had anything to do with this bombing should not have their sentences reduced," Mr Hanley said.

And anyone behind the Bali bombers should be investigated.

Simon Quayle, a Perth football coach injured in the bombing and who lost seven players in the Sari Club, said: "This is a complete bloody disgrace. It's the most pathetic reason I've heard.

As well as the fact that investigators failed to find out which government was responsible for setting up the explosion timed to get support for the illegal and degrading war on Iraq.

The Coogee Dolphins football club, which lost six players, said the sentence reductions "belittled" the victims' lives.

And the community are outraged that no proper investigation has been undertaken to find out who was behind the bombing really, and that those war criminals won't even take the stand to justify their behaviour?

Adelaide magistrate Brian Deegan, who lost son Joshua, said: "We've already received a life sentence. This is just outrageous. It's an absolute disgrace."

Jodie Wallace, from Sutherland, died alongside friend Charmaine Whitton in the Sari Club. Her brother Chris said yesterday the move was a "sick joke".

"I am disgusted and dumbfounded," he said.

And an even sicker joke if hoWARd and his cronies conspired to let it happen to get support for their illegal and degrading war crimes against humanity.

Karen Cook, whose sister Michelle Dunlop died, said:

"It's not fair, the whole [Indonesian] judicial system has let us down."

As has the whole [United Nations] judicial system has let us down.

ALLEGEDLY, police have identified an embittered former male student as responsible for the allegations that damaged the selective high school.

What was he embittered about? Can we get the other side of the story?

The Daily Terrorist: "Documents show Macquarie Fields police told the Department of Education and Training last December they could not charge the individual as "no criminal offence was able to be identified".

Reports and pages from the website, obtained under Freedom of Information, reveal the depth of the hurt inflicted by the cyber-bullying incident.

Because the 'perpetrator' was neither a present student or a departmental employee, there were no other avenues of disciplinary action.

GKCNN: So how do we know he's a perpetrator? He hasn't been charged with any offence? Nor has he been found guilty of any crime? How about the Daily Terrorist's allegations about other people? Who incidentally run the National Newspaper slandering people with false and misleading allegations everyday?

The Daily Terrorist: "Mr Frawley -- accused on the Throwstones website of being a child molester -- claims vital evidence from the police investigation has not been made public. The allegations have cost Mr Frawley, 57, his career at the elite selective high school. He says he cannot enter a school again because his confidence has been shattered. It is almost a year since Mr Frawley and several other teachers at Hurlstone Agricultural High School fell victim to the 'malicious' students' website."

But the teacher's involved did nothing; the 'boy' just hates school right? Wrong!

The Daily Terrorist: "It said two teachers should be "executed", accused some of paedophilia and one of stealing. Mr Frawley said he had been "stained with the worst social stigma of all".

The Daily Terrorist: "He claims education bosses did not move quickly enough to shut the website. But the department says it was closed as soon as it was discovered."

GKCNN: So what's the problem? Why the new legislation now - if they had the 'power' to close it down, and did close it down, already?

Ms Tebbutt sought advice on law reform, including amending the Commonwealth Criminal Code and determining if telecommunications laws required revision."

It carries detailed allegations about teachers with names parodying those at Hurlstone. "Please do not e-mail me telling me they are mighty similar to alleged incidents at Hurlstone Agricultural HS in Australia, because they are not," the website read.

The website was viewed by students at school and teachers complained of sniping remarks based on the content. The documents show the principal reported the site to the department's information technology directorate helpdesk on July 27, 2004.

The website continued to be accessible outside the school until August 30."

GKCNN: But it was not until two days later that the school's internet provider blocked access within the school."

Top judge says crowded prisons cannot break cycle of crime

UK: Reoffending rates after a prison sentence are at an "unacceptably high level" and the failure of the criminal justice system to stop prisoners reoffending should shock the public, England's top judge, [Ruling Class] Lord Woolf, said last week.

The [ruling class] lord chief justice's comments came within days of a call by Paul Kernaghan, chief constable of Hampshire, for judges to send more offenders to prison for the protection of the public.

Mr Kernaghan claimed that judges and magistrates seemed more concerned with the needs of criminals than of their victims, and were refusing to lock up serial offenders.

But [ruling class] Lord Woolf said: "Fourteen years ago the prison population was 42,000 and falling, while today it is 76,000 and forecast to rise. This is apparently wholly contradictory to public perceptions that courts are unduly lenient.

"What perhaps should come as a shock to the public is how unsuccessful we have been at preventing reoffending.

"The cost of reoffending by ex-prisoners is £11bn per year and the incidence of reoffending after the completion of a sentence is at an unacceptably high level."

He said jail overcrowding prevented the prison service from implementing education and rehabilitation programmes which helped ex-offenders get jobs and turn away from crime. So sending more offenders to prison put the public more at risk from reoffending.

Delivering the Leon Radzinowicz lecture at the opening of a new building for the Institute of Criminology at Cambridge University, [ruling class] Lord Woolf called for "greater sense" in sentencing to improve public Confidence and make the criminal justice system more effective.

That meant halting the continuing rise in the use of prison and instead reserving detention primarily for the most serious offences, particularly violent and dangerous offenders.

The broad range of community punishments had to be made meaningful so that they prevented reoffending and inspired confidence in the public, he said. Drug and other substance abuse testing and training must also be provided and there must be more reliance on properly enforced fines.

[Ruling class] Lord Woolf made a plea to ministers to avoid further legislation except where absolutely necessary, to let the courts and the National Offender Management Service absorb changes already made. Judges had to undergo a big training programme before the Criminal Justice Act 2003, which contains a huge number of sentencing reforms, came into force last month.

The [ruling class] lord chief justice also called for more resources for rehabilitation and preventing reoffending as well as for detecting and deterring crime.

Inmates [prisoners] of overcrowded prisons were less able to earn reasonable sums from paid employment or pursue educational courses. This reduced their ability to pay compensation to victims of crime or to turn away from reoffending.

"If an offender is returned to society at the end of his sentence with increased skills, a job to go to and accommodation, the risk of that offender reoffending is significantly reduced."

The prospects of breaking the cycle of reoffending were better because the government had recognised that short prison sentences for less serious offences were "not constructive and should be regarded as a last resort."

Rape conviction rate falls to all-time low

UK: Convictions for reported rape cases have reached an all-time low because of a "culture of scepticism" among the police, according to Home Office research published last week.

The study finds that despite long-running efforts by the government to boost the conviction rate, only 5.6% of reported cases end in the rapist being convicted in court.

This represents a record low, with the conviction rate having fallen from 32% in 1977. While the last two decades have seen a continuing and unbroken increase in the reporting of rapes to the police by victims, it has not been matched by a similar rise in prosecutions or convictions.

The official study, A Gap Or a Chasm?, by researchers at the London Metropolitan University child and women abuse unit, says that part of the reason is that police and prosecutors overestimate the scale of false allegations made by victims.

This is feeding a "culture of scepticism", which in turn leads to poor communication and a loss of confidence between those who complain and the police.

The research says the most recent data from the British Crime Survey suggests that as many as one in 20 adult women have suffered at least one incident of rape since they were 16 and there may be as many as 47,000 such attacks every year.

Women are most likely to be raped by men they know and 50% involve repeated assaults by the same man. It is most likely to take place at home, with only 13% happening in a public place.

The Home Office research shows that of 11,766 allegations of rape made in 2002, only 655 resulted in convictions, and that includes those that were overturned on appeal. In only 258 cases did the rapist plead guilty at trial. The 2002 conviction rate - which is lower for rape than any other violent crime - fell from 6% in 2001.

"This year on year increase in attrition represents a justice gap that the government has pledged to address," says the study.

The researchers tracked 3,500 rape cases through the courts and interviewed 228 rape victims. While they conclude there was some evidence of poor investigation and lack of understanding of the law, the main problem was the culture of scepticism among both the police and prosecutors.

They say that rape is unique because in no other crimes were victims subject to such scrutiny in court or was the defendant so likely to claim the victim had consented to the attack. Between half and two-thirds of all cases are dropped before they come to court.

The reseachers suggest that more women police officers and crown prosecutors could help create a "culture of belief, support and respect" as well as a growing network of sexual assault referral centres and rape crisis centres. The development of "courtroom advocacy that does justice to the complainant's account" would also help.

The Home Office researchers also say that there needs to be an increased recognition of the significance of alcohol in rape and sexual assault, including further work on the extent to which men target unknown women who are drinking and the strategies they use to make contact.

Man jailed for infecting teen with HIV

The District Court in Perth has jailed a 37-year-old man for four years and eight months for infecting a teenage girl with HIV.

For the second time, a jury found Ronald Houghton guilty of infecting the girl by having unprotected sex with her five years ago.

His original conviction had been overturned.

Judge Paul Healy said Houghton had blighted the woman's life by what he had done.

Houghton will have to serve 32 months before he can be considered for parole.

Outside the court, his victim, who is now 23, said she had no option but to take the matter to court.

"I've never heard an apology from him at all which is all what I really wanted," she said.

"I just wanted to have someone say 'look, I'm really sorry, I did a bad thing' and just be able to get on with my life, close that door and move on."

James Hardie yet to make funding provisions

The James Hardie company has told the Australian Stock Exchange it is yet to make a provision for the funding it has promised for future victims of asbestos-related diseases.

The company has warned shareholders that the final resolution could cut dividend payments.

James Hardie says it cannot determine whether a satisfactory resolution will be achieved but it is understood negotiators for asbestos victims feel James Hardie's recent response to an ACTU proposal is a positive basis for progress.

An addendum to the Dutch financial accounts warns that James Hardie's finances may suffer from product boycotts to pressure it to settle. It says it may have to borrow and cut dividends if a voluntary payout to cover a $1.5 billion shortfall.

ACTU secretary Greg Combet says he has had no response to a number of documents he has put before James Hardie in a bid to work out a compensation package.

Unions started talks with the company about compensation last month.

Mr Combet says the ACTU will continue to try to negotiate over the next few weeks but may be forced to take other action.

"I'm going to keep putting my best effort in to try to get a negotiated settlement to this but if it's not forthcoming clearly the ACTU and the New South Wales Government and the victims' groups are going to be thinking about an alternative course of action," he said.

"I am concerned at the moment that James Hardie need to place a lot greater effort to resolve this issue."

Police offer protection to family following gang rape allegations

New South Wales Police Commissioner Ken Moroney says that protection could be provided for a family that has spoken out about gang rape allegations.

The parents of a 14-year-old girl claim their daughter was gang-raped in Sydney earlier this year, and have raised concerns about corrupt policeman Detective Sergeant Christopher Laycock's review of the case.

They have also expressed concerns for their safety saying that they fear reprisals from the gang alleged to have been involved in the rape.

The father of the girl, Ian, says Laycock's involvement in the case could have put them at increased danger of reprisal.

"He could have done anything, we just don't want to take any chances," he said.

"This family is not going to be left at risk because of his actions."

Commissioner Moroney says officers could provide protection for the family.

"I'm happy to entertain any concerns that they may have, we have a very strong and a very viable witness protection program and if any member of the family or the alleged victim sought that level of protection then I'm happy to provide my officers for that level of service," he said.

The one that suppose to be autonomous according to Lord Denning. Where the Parliamentary Secretary can ask the commissioner of police to 'report' then sack him if he is not satisfied with such report.

Truth
Who is telling the truth? Well I guess Dr. Ed. Chadbourne or Mr. Peter Ryan may have the answer to that. Dr. Chadbourne sacked by Peter Ryan and more specifically in my view because he elected deputy commissioners Dave Madden and Andrew Scipione as the best men in the service in relation to his qualifications to make a recommendation in his capacity as human resources.That is if you believe that a Dr. can be corrupted.

Honesty
What is happening between the Police Service and politics is quite extraordinary at the moment. If stand over tactics don't work tell half the truth honestly and follow the example of sheep. Another word for it is sleaze, yeah. Another word for it is workplace harassment. Another word for it is bribing a Police Officer. Another word for it is misleading Parliament.

Interesting how a member of the Police Board Mr. Tim Priest would hold grave fears for his safety from dangerous senior police but fails to name them or have them sacked. Rather Priest resigns as if he had no powers. Could that mean what he was saying is that the Governments are also corrupt?

Clive Small is Bob Carr's choice for the new Police Commissioner. It could only be the case considering his, Small's special appointment into Parliament House. Small who suffers from the little person syndrome is the ideal bend over boy who gets shuffled through his corrupt actions. Parents to pay for children's crimes?

A Western Australian court has ordered the parents of two teenagers to pay compensation to the victims of their children's crimes.

The ruling sets a legal precedent in Western Australia.

The parents have been ordered to pay a total of $60,000 to the owners of two properties in Kalgoorlie-Boulder.

Their teenage sons set fire to the houses in June last year, causing about $400,000 in damage. One of the homes had to be demolished.

An application for compensation was initially rejected but after an appeal to the full court, the president of the Children's Court today ruled that the parents should pay a total of $60,000 to the owners and residents.

In his decision, Judge Denis Reynolds said the parents had generally been responsible in the years around the time of the arson attacks.

But he said they had failed to adequately supervise their children, who were using amphetamines and cannabis and drinking alcohol.

Judge Reynolds said the compensation order was not meant as further punishment.

He said he had taken into consideration the future employment prospects of the families, who the court had been told, would have trouble paying compensation.

The parents have been ordered to pay the money in 12 instalments.

One of the house fire victims, Maria Davies, says she lost a number of treasured possessions in the blaze and is pleased the court has taken a stance.

Ms Davies says today's decision has an important message for parents.

"You've got to be responsible for them," she said. "Stop pushing the blame onto everybody else and the responsibility of everybody else.

"At the end of the day, these are your children and they are your responsibility whether you like it or whether you don't."
