Profits from insurance, security fixtures, patrol services and the like can only continue to grow if the perceived threat of uncontrollable crime wave escalates. Instead the children aged 13, 14 and 15, were bailed and sent on their way.

It came after a police helicopter, the dog squad and a convoy of more than 20 cars followed the van until it was stopped at 4am yesterday.

The car was stolen at 10.30pm Easter Sunday.

They were dressed just like a thousand other teenagers in Sydney.

Too young to hold a drivers' licence, the ride came to an end when the stolen Toyota Tarago was stopped on Bringelly Rd, Rossmore, by road spikes the police laid.

They were arrested surrounded by a trail of highway patrol cars which had grown as the pursuit passed through suburbs from Seven Hills to Toongabbie, Blacktown, Penrith and Wallacia.

Police allege the teenagers took the car from the driveway of a house in Toongabbie.

The teenagers were taken to Green Valley station at 4am after the marathon pursuit.

They were charged with stealing and being a passenger in a stolen car.

Mum and dad were nowhere to be seen.

Police said the parents of the three children were contacted and asked to attend the station where the youths were held.

The youths went home with a local community worker.

The teenagers will appear in Campbelltown Children's court on May 26.

A number of young males have been killed following a series of high-speed chases involving stolen cars because police have chased them to their deaths.

In February a 19-year-old died instantly after crashing a stolen Holden Monaro into a tree in Campbelltown.

In December, a 20-year-old died when he crashed a stolen Subaru WRX in Camperdown at up to 130km/h.

In October an 18-year-old passenger died and two other teenagers were seriously injured when the stolen Subaru WRX Impreza they were travelling in crashed during a police pursuit at Rozelle.

A police spokesperson said the stolen vehicle was not driven at high speeds.

However, the chase was at one point terminated when police cars involved were not authorised to deploy road spikes.

Polair continued to track the van until they were given permission to resume the pursuit before the spikes were used.

Highway patrol cars set up roadblocks at several points along the M4 Motorway, and up to 20 vehicles were stationed when the tyres of the Tarago were deflated and the youths were finally apprehended.

As Bob Carr stood by his helicopter he pledged to stalk, interfere, and harass citizens to get hold of all "big enough's."But are they big enough or has Carr just got a fat? Like it would be okay if helicopters were used to save people?

A spokesperson for Justice Action Mr Gregory Kable said, "Like the little boy who sat helplessly dehydrating in over 40-degree heat in a stolen BMW at Cabramatta while both the helicopters stalked me in Rushcutters Bay Park at $300 per hour. When I complained police told the media (Channel Ten) that the helicopters were being serviced. Nonsense!"

"Numerous police came forward at the time and said that police helicopters were not available for pursuits either."

Carr said as he launched the Government's street and night-time policing package. "That's why we are making a long-term $20million commitment to Vikings."

As part of Vikings, more than 400 extra 10-hour flights for police helicopters, acting in support of ground forces, would be funded and the number of firearm and explosives detection dogs would be increased from 26 to 46.

The announcement follows the Opposition's pledge on Sunday to introduce laws aimed at catching the "Mr Bigs" of the underworld and stripping them of their illegally gained assets.

"We've got separate operations to catch the Mr Bigs, and that's based on police intelligence," he said. "This is about catching the Mr Big-enoughs. "And they're the people who are a danger to any of us catching a train, on a railway station."

"A Coalition government will scrap this public relations policing and establish 1000 dedicated, specifically rostered beat police positions which worked very successfully until abolished in 1996," Mr Tink said yesterday. "The public has a clear choice between the Coalition's locally led and locally based beat police policy and the Carr Government's Operation Vikings, which is public relations driven."

Last week, the Police Association called on the Government to make a long-term commitment to fund Vikings - "the successful high-visibility policing strategy introduced by Commissioner [Ken] Moroney".

The association's president, Ian Ball, was concerned funding for Vikings had been guaranteed only until June, and estimated it would cost $20million over four years. "To maintain the great results achieved in reducing crime rates we need both the Government and the Opposition to state their support for Commissioner Moroney's strategy of high-visibility policing by committing to additional funding beyond June 2003," Mr Ball had said.

The Police Minister, Michael Costa, said: "For the Opposition to make NSW Police withdraw Operation Vikings would be sheer madness."

After corruption in the Force reared its ugly head again in NSW, Viking was used as an election ploy to win votes and divert attention away from corrupt officers including those in the Police Association. It seems police have exploited their funding on sniffer pups who interfere with you as you walk up and down the street, overtime and $300 an hour for helicopters that don't save lives by rescuing anyone. Don't back up police pursuits of offenders, but stalk and harass civilians to isolated locations.

Well why not lobby for a packet of chips on Friday night while they search homeless people on the street and invade our privacy by interfering in our business? That's right law abiding citizens going shopping to the movies or out to a dance.

I call on Bronwyn Bishop to allow me to produce first evidence about police corruption and to be able to attend Parliament House Sydney without fear of conviction.

Photos, video audio, documents, and rego numbers of a bikie gang working with off duty and on duty police and used by NSW Police as a militia to intimidate me.

Thank you for acknowledging my further correspondence. You have said "this Commission is only able to investigate complaints of discrimination in specific areas of public life."

Please note as in my original complaint I said that, I am on a Disability Support Pension, because I suffer Post Traumatic Stress due to false imprisonment and assault for a period of 7 months behind bars and through rigorous proceedings in the courts and the effect that had on me being persecuted for nothing.

I have given you evidence of being marginalised, excluded and miss-treated by my local politician Clover Moore and the New South Wales Police Service as it was known at that time. No assistance from police and illegal arrest that caused me to be taken to a psychiatric hospital and drugged illegally because I placed a notice on Clover Moore's Office in Paddington outlining police assault and corruption including maladministration and a flawed investigations of my complaints.

As a disability support pensioner I am saying that I was treated differently which led to me having to move from my home 3 times, defenceless.

Dear Ms Rocky Clifford, without any help or protection from the law. Evidence has been sent to you suggesting police involvement. These were frenzied attacks towards me. The fact that I received no help in an emergency when I was assaulted by bikies and the duration of time this discrimination occurred.

You have the letters and file notes from my solicitors evidencing the facts of my discrimination whilst seeking assistance as well as my complaint, that ought to give you a reasonable picture of me not being helped by Police.

Currently without Police acknowledgment of the lack of assistance ethically, I still to this day suffer a conflict of interest with them and cannot contact or seek their assistance confidently, nor can I report crime.

I said I was constantly stalked by Police including the Police Air Wing to isolated locations even on Sunday's and could not go about my ordinary business without changing the way I live my life.

For instance:

I catch the bus and train instead of walking. I like walking.

I wanted to get away from the Criminal Justice System and now I am stuck with it having to come in to Justice Action for my own protection. I cannot get away from my current location given that I am poor and subject to welfare including the flat I live in.

I don't go out at night. I like dancing.

I live alone and cannot meet a friend easily because I am at work or at home.

My, Human Rights to live in peace as a disabled person and that complaint arises from an act or practice given to me by the Commonwealth of Australia without discrimination, and to be treated the same as everyone else especially by my local Politician Clover Moore and the New South Wales Police Service and the Department of Mental Health. I cannot even attend Parliament House due to this nonsense.

Dear Ms Rocky Clifford,

I refer to my fax dated 17 October 2002, and say that you were sent proof that the police got particulars wrong when they were in contact with me after I made a complaint to them. Unequivocal evidence of false reporting. I have said that I think this information could have proved fatal in the wrong situation. Not just that, but this was malicious and intentional by people who are not professional to have made any assessment and by people who have no ethics. I say that this is in direct contravention of the police rules and the law.

Flowing on from the above I was taken to Caritas drugged and on to Rozelle Psychiatric Hospital with enough drug in my body to knock down an elephant and I woke up 3 days later.

Released shortly thereafter by Magistrate Pearce.

Angus Neil-Smith my lawyer informed me that this arrest was illegal. I placed a poster on Clover Moore's window at her Paddington branch office telling the constituents about police corruption because police continued to harass me months after I made my complaint to Ms Moore.

You have mentioned my disability and I told you that I was treated differently and when I say differently, I mean in direct contravention of my disability, Post Traumatic Stress. To any person who does not suffer this syndrome the service I got from the police may have been very traumatic. To me it was acute and severe because I am disabled.
