"In 2001 Immigration Department officers mistakenly deported Vivian Alvarez Solon , an Australian citizen, to the Philippines. At the time, she had serious physical injuries and was psychologically unwell.

"Like so many asylum seekers DIMIA has deported, Vivian was dumped: No arrangements were made for her on her return to the Philippines and no concern was shown for her safety or welfare.

"The Australian Government has so far refused to give Vivian Alvarez Solon a guarantee that she will have government support after six months. Vivian is asking to be given the certainty of knowing that she won't be a burden on her children if she returns.

"Minister Vanstone's mean-spirited response demonstrates the lack of real cultural change in her Department and shows how shallow and hypocritical the Government's "change of heart" is.

"Demand the Australian Government take responsibility for its actions: We want real compensation for Vivian and an end to forced deportations of asylum-seekers to dangerous countries."

Speakers at the protest were Tony Iltis, from RAC-Vic, Pamela Curr, from the Asylum Seeker Resource Centre, and Melba Marginson, from the Centre for Philippine Concern. Tony Iltis gave a summary of the case, also making the point that the frequently-mentioned racist or hostile culture of DIMIA is not an isolated phenomenon, but derives from the racist policies DIMIA oficers are required by the Government to implement.

Pamela Curr referred to the recent attempted - and illegal - deportation of a detainee of five-years' standing while UNHCR was reconsidering his case and the attempted suicide of another detainee the previous night(Tuesday)- the man was terrified he also was about to be deported as his friend had been the night before.

It seems it is now practice for refugees to be 'asked' to call in at the DIMIA office for a routine 'interview' only to find themselves confronted by ASIO officers and a full-on grilling - 4 hours in one recent case.

Melba Marginson was highly critical of the delay in bringing Vivian back: the important thing is to get her home and into treatment and there was no need to wait for the legal haggling over terms to be conclude first - though of course it is in the Government's intrest to dealy her return as long as possible since her physical presence at rallies such as this would have a devasting public relations impact.

The protest was quite small: thanks to the Demons of Dimia what began as a fine sunny morning turned into a blustery, cold and wet experience for police (including six on horses) and protesters alike. Apart from the leaflet quoted above, members of the public were invited to take a mini-questionnaire on Australian Governemnt letterhead including the questions:

- Do you carry your passport everywhere you go?
- Were you born in Australia?
- Can you name the nearest mountain to your birthplace?
- What other proof of citizenship are you carrying? (NB Driver's licences and medicare cards not accepted.)

The report of the Palmer inquiry, which is allegedly looking into the wrongful detentions of Cornelia Rau and Vivian Solon, is to be released today or tomorrow even though some of that material has been leaked? [Leaked on purpose?]

Leaked drafts of the Palmer report blame the Immigration Department for failing to follow its own procedures regarding the detention of Cornelia Rau, and for exacerbating her mental illness.

But who leaked the drafts? I don't suppose there will be any investigation about that?

philip ruddock, who was the minister for immigration at the time the women were detained, says it is difficult to identify detainees without their help.

"Identification of people depends very much upon a high level of cooperation from those who are asked to prove their identity, and if that is not forthcoming, the task is always more difficult," ruddock said.

But from my memory Conelia Rau suggested she might have had a good reason for remaining anonymous in that she declared that she was not mentally ill.

She may also have been compromised by her own family who had previously placed her into a mental health facility and did not particularly want to be sent back to a mental health hospital perhaps suggesting at that time, prior being picked up by authorities that she was not mentally ill?

ruddock says he hopes that the report will not look just at the actions of the Immigration Department.

"It shouldn't disguise the problems you have in dealing with people who do not give you accurate information about who they are and their background, and the difficulties that you confront when having to deal with that are much greater than when you have cooperation," he said.

But do people have the right to remain anonymous even to government officials?

Claims contradicted

But Ms Solon's lawyer, George Newhouse, contradicts ruddock's claim that his client was uncooperative and had not given her real name.

"She actually did provide her full name, Vivian Solon, to independent witnesses who tried to pass this information on to DIMIAA [Immigration Department] officers, and they weren't interested," he said.

Ms Solon remains in the Philippines while her legal team negotiates for compensation with the Government.

She has not been asked to give evidence at the Palmer inquiry, but others have told the investigation she did give her correct name.

"I would expect that Mr Ruddock would have read the Palmer report and that this information would have been in the report," Mr Newhouse said.

"I don't understand how Mr Ruddock could possibly suggest that Vivian was the cause of her own demise."

Mr Newhouse says he believes Mr Ruddock's comments are an attempt to blunt the inquiry's impact.

"But it does surprise me that Mr Ruddock is out there criticising the victims when I understand the report is going to slam his own department, a department that bungled the Cornelia Rau and the Vivian Solon case under his stewardship," he said.

Filipino forces storm prison to end revolt

Loud explosions were heard at a maximum security prison in the Philippines capital as authorities stormed the jail to end a 24-hour uprising by frustrated prisoners.

Tear gas wafted around the four-storey prison building at Camp Bagong Diwa police camp in south-eastern Manila as police special forces troops rushed into the compound with gas masks.

An exchange of small arms fire followed, with some of the 400-plus prisoners on the upper floors running for cover. Prisoners seized the second storey of the building early on Monday, killing three prison guards, to support calls for better prison conditions and a speedier trial. The government said the revolt was part of a failed escape attempt?

All of the prisoners' are members of the Human Race but who have been branded as militants and demons by the US government.

The disgruntled troops accused the Government of corruption and colluding with rebels.

The demonstrators listed in the manhunt are all army and naval officers. The demonstrators accuse the Government of selling arms to the Muslim separatist Moro Islamic Liberation Front; claim the Government was behind fatal bombings in the southern city of Davao in March and April.

They accuse Dr Arroyo of planning to declare martial law next month by using bombings as a pretext to stay in power after her term ends next year.

The officers had said in a statement: "We are asking the present regime to step down because it is no different from the previous regimes. For this, we are ready to lay down our lives."

If successful, he said, the coup would have a serious impact on the Philippines relations with Australia and other countries.

Each country has its own sovereignty. That must be protected."

Philippine National Security Adviser Roilo Golez said governments must work together, not act unilaterally. "It's not wise and it doesn't follow ... the doctrine of peacekeeping and sovereignty," he said. "Sovereignty is not decided by fight, it's decided by right."

Indonesian legislator Alvin Lie said Mr Howard's statement was "very dangerous". "Howard should learn to control himself," he said.

"Indonesia and Australia [n people] are both victims. [Like Afghanistan and Iraqi people are victims.] I strongly support increased co-operation among neighbouring countries to fight terrorism, but not attacks.

"A spokesman for a left-wing Philippines group, Bayan, said his members would now protest against Australia, instead of the United States, and described Mr Howard as a "bully". "That's a very arrogant statement," Renato Reyes said. "It's no different from those coming from the United States."
