The release from jail of a prisoner was contrary to the NSW government's wishes, Premier Bob Carr said today.The NSW Parole Board today decided 63-year-old Patrick Horan could be released from jail next week after serving nearly 18 years jail for manslaughter for shooting 25-year-old constable Paul Quinn at Perthville, near Bathurst, on March 30, 1986.That's if Bob Carr and his cronies and the likes of the KKK, NSW police don't get their way.
Pat Horan killed a cop and injured one and you know what they say about a wounded pig!Carr said today that the government had strongly argued on behalf of police that Horan should remain in jail.
"We put a strong position to the Parole Board against parole, they rejected the government submission and they're an independent body," Carr said,
blah, blah, blah."They argued that releasing him now under supervision would mean a safer community than releasing him without any phase-in all of a sudden in 2008, so that was the rationale they took."We took a different view and the Parole Board's independent."
[A different view? Votes!]Carr said the government already had concerns about the Parole Board, and would reform it.
Bob Carr wants the Parole Board as his puppet, screw independence. After all what is wrong with a dictatorship?Carr, "We've received a review into it and you can expect us to act on reform of the Parole Board," he said.
"I want to see a greater weight given to community concerns, rather than psychiatric assessment, psychological assessment of the individual criminal."
The Parole Board needed to take stock of rehabilitation of criminals but victims of crime also deserved a spot on the board, Carr said.
[What about ex-prisoners then, they also deserve a spot on the board? Victims of crime have no way of establishing any rehabilitation of ex-offenders because they're automatically bias.]Horan, who suffered from paranoid schizophrenia, was convicted of 'manslaughter' and originally jailed for life but in 1998 was resentenced to 22 years in prison.He was shot seven times by police but surrendered only when he ran out of ammunition.By Fair Go 13 January 04THE DOG: I want to see more power out of Bob Carr's hands and back to the community where it belongs. Kathryn Armstrong (former chair of Inmate Development Committee) and Annabel Walsh, released from Mulawa Womens Prison in February, have produced an independent report confirming the findings of the Inspector General.

I needed to verify the call and asked for a name or number to register my call because I was asked to get those details by my coordinator.The person refused to identify themselves either by name or number.
