Teaching role for prison staff urged in report

UK: Prison officers should play a greater role in the education of inmates to prevent reoffending, says an academic report published today. The report marks the first time that uniformed staff, who normally have little involvement in prisoner education, have been consulted at length.

The government spent £122m on prison education last year to try to cut reoffending rates. But more than half of the prison population of almost 78,000 people still have a reading age of 11 or below.

The prison service contracts out education all work to public and private sector providers. But the report, called Wings of Learning, from the centre for crime and justice studies at King's College London, found these organisations lacked experience and had a high staff turnover, and that there was a wide gulf between "old and new guard" prison staff.

The Learning and Skills Council now runs education in jail. The report says that confusion caused by several changes in organisations running education services has worried staff and managers.

It also shows that just 20% of the staff are women and only 4.12% of officers are from black or ethnic minority groups. While most staff say their job begins and ends with security, others claim they have utilised their talents and qualifications. Phil Wheatley, the director general of the prison service, said the report was helpful in "giving a voice ... to frontline staff".

All the World's a Prison: History
No doubt many of my readers, even those who are well-educated or widely read, think that the prison -- the place where dark deeds are darkly answered[2] -- is an ancient institution, a barbaric hold-over from barbaric times. IFBWW pays tribute to workers who died on Greek construction sites

Migrant workers racing against the clock to build Greece's Olympic dream in Athens have been dying in shockingly large numbers. Indifference to safety standards has cost the lives of at least 14 workers while scores more have been seriously injured.

GENEVA / SWITZERLAND, 12 August 2004: As the world's largest international construction trade union body, the International Federation of Building and Wood Workers (IFBWW) has expressed several times serious alarm over the death of many construction workers at Athens sites.

The General Secretary of the Greek construction workers' union, George Theodorou has collected names and details of 14 workers who died on Olympic facilities. But he believes that many more workers have been killed including on the supporting infrastructure, like the city's new roads and metro. Workers have been facing very difficult working conditions.

Besides long working hours - up to 14 hours a day -, they have been working in very hot temperatures and facing constant pressure to complete construction work in time for the Olympic games. With widespread evidence of poor safety standards, no protective clothing, and no proper organisation, such sites would be closed elsewhere. But when workers have protested against their situation, they were immediately sacked.

"All of these accidents were avoidable. What's happened is criminal in the truest sense of the word and it's been done in the name of profit," said Giorgos Philiousis, president of the construction workers' union at the Athens 2004 Olympic Village. According to Mr Philiousis, the reasons for the death toll are three-fold. Contractors are pocketing the health and safety budgets; cheap, unskilled immigrant labourers are being given high-risk heavy machinery to operate; and workers are being forced into excessive overtime to earn early delivery bonuses for their bosses. For the multinational workforce, including Pakistanis, Albanians and Syrians, working and living conditions are grim.

The list of dead workers - compiled by union investigators and Greek opposition parties - has met with a "conspiracy of silence" in the Greek media. During the same period in the run-up to the last Olympics in Sydney only one death was recorded. The excessive number of reported casualties in Greece led Australian union officials to lodge an official complaint with the Greek government last year.

Against, this background the IFBWW pays tribute to all victims of the Olympic games and would appreciate that its affiliates' publish this message to their members as a way of IFBWW's permanent organising campaign highlighting the preventable nature of the two million deaths every year that are caused by bad and illegal working conditions.

IFBWW sectors are among the most dangerous and least protected in the world. The IFBWW organizes 280 trade unions with over 10.5 million members in 125 countries. The IFBWW is also a member of Global Unions: E-mail: info@ifbww.org Internet web site: IFBWW For more information, please contact the IFBWW Information Officer on +41 22 827 37 86.

Anti-Olympics Rally Honors Dead Workers

Anti-Olympics protesters gathered in central Athens Tuesday to hold an open-air memorial service for 13 workers killed during round-the-clock construction of venues for the games.

About 500 demonstrators stood in silence as the names of the workers were read out and olive wreaths placed on 13 crosses erected outside Greece's parliament three days before the games' start.

"We have paid for the Olympic games in blood," said Andreas Zazopoulos, head of the Communist-backed Greek Construction Workers Union. "All the money spent on the games means our children and grandchildren will have fewer benefits and will be worse off."

Deaths at construction sites have spurred a small but vocal anti-Olympics movement in Athens, adding to anger over massive security measures and commercialism surrounding the world's biggest sporting event.

"People won't forget their problems, no matter how big the party is and how many fireworks are used during the opening ceremony," protest organizer Giorgos Mavrikos said.

Construction crews raced round the clock this year to finish off seriously delayed Olympic venues and infrastructure projects, pushing up the Olympic budget to more than US$7 billion and compromising worker safety, according to protest and human rights groups.

Amnesty International, the human rights watchdog, said the Olympic death toll could be as high as 40.

The late surge of Olympic construction has also raised questions about the future of more than 10,000 immigrant workers - mostly from neighboring Albania - whose contracts are now up.

Dying to get to the Opera? Or the Hospital?

There is to be increased funding for security at the Sydney Opera House while people are dying trying to get into a hospital bed. In NSW you have more chance of being shot in the street so the priority should be hospitals not Opera Houses.

New South Wales Premier Bob Carr says an extra $9 million will be spent on protecting the icon after talks with police, ASIO, [an Australian terrorist organisation], and Opera House staff.

But the security is based on electioneering and ASIO would be one the directors of fear in Australia short of, [war criminal], John Howard and his cronies. In short there has not been any threat of terrorism in Australia or the Sydney CBD so why the recommendation?

I know! Because Australia invaded another county.

So don't invade other countries and then you don't have to keep looking behind your back, and people wouldn't write NO War on public buildings and wouldn't that be a better course of prevention when there has been no specific threat made against the Opera House?

Bob Carr please explain? Then go on to tell us how much NSW taxpayers forked out on alleged terrorism threats, [scapegoats and fear-mongering propaganda for the Coalition of he Killing's resource war's in the Middle East], last year and then tell us once more that you intend to ignore funding problems that are life threatening while people die in the street in NSW.

The NSW Government will also make attacking the building a specific offence, with tougher penalties for offenders. [? Dissenters.]

NO WAR, attacking? Since when you dope!

Carr says there has been no specific threat made against the Opera House but increased security measures are necessary. [For what?]

Carrr: "No one is saying there are guarantees in this, we're just doing everything we can to block the most obvious attacks," Carr said.

"We're trying to reduce the possibility of something untoward happening on this great building."

Great building that doesn't take bullets out of patients or give people their kidney dialysis treatment that they need.

By Wrong Priorities 9 January 04

THE DOG: In any case NO War's and respect prevent terrorism not locks on fascist doors. If people all over the World are given respect then the idea that a truck bomb will take out the opera won't exist.

Money better spent on community support not security for icons while people cannot get treatment in NSW hospitals. Where are your priorities Bob Carr?

Big Bang Theory, ASIO

The most significant threat to Australia is Prime Minister John Howard. Howard has lied to the Australian people constantly. Slaughtered the international rule of law by preventive strikes on Iraq, rigorously changed laws to deter asylum seekers, locked up children of asylum seekers, and undermined the political process by jailing Pauline Hanson, political prisoner of the year.

"This operation prompted by intelligence reinforces ongoing tough security measures designed to stop the entry of illicit materials into our jails," Mr Amery said today.

The operation began on Tuesday and concluded yesterday. "It shows there is very little dangerous contraband getting past our tough security and intelligence regime," Mr Amery said.

Mr Brett Collins a spokesperson for Justice Action said, "It shows there is a lot of desperation in the prison system at the moment and has been for some time."

"it also shows that plenty of contraband is getting past the tough security and intelligence regimes, 42 shives?"
He said.

Mr Amery's comments "it shows very little dangerous contraband." Brett said, "This is ridiculous. No security level will stop people feeling threatened in his jails of no hope, no future and no direction. Time to start the dialogue Mr Amery! Start today!"
