Mandela speaks out against Bush, Blair

Former South African leader Nelson Mandela has lashed out at US President George W Bush's stance on Iraq, saying the US leader has no foresight, and cannot think properly.

Mr Mandela has also criticised British Prime Minister Tony Blair, describing him as the new United States foreign minister.

Mr Mandela says both leaders are acting outside the United Nations and therefore undermining the organisation.

He has described President Bush as arrogant, short-sighted, and intent on plunging the world into a holocaust.

Mr Mandela says he would support without reservation any action agreed upon by the UN against Iraq, but action without UN support is unacceptable, and sets a bad precedent for world politics.

"Both Bush, as well as Tony Blair, are undermining an idea which was sponsored by their predecessors, they do not care. Is it because the Secretary-General of the United Nations is now a black man?"

Jail search finds knives, syringes

CONTRABAND including hand-made knives, mobile phones and a pair of bolt cutters were found during a search of more than 5000 jail cells, NSW Corrective Services Minister Richard Amery said.

The three-day operation uncovered 12 mobile phones, 42 shivs or jail-made knives, 13 syringes and the head of a pair of bolt cutters.

"This operation prompted by intelligence reinforces ongoing tough security measures designed to stop the entry of illicit materials into our jails," Mr Amery said today.

The operation began on Tuesday and concluded yesterday. "It shows there is very little dangerous contraband getting past our tough security and intelligence regime," Mr Amery said.

Mr Brett Collins a spokesperson for Justice Action said, "It shows there is a lot of desperation in the prison system at the moment and has been for some time."

"it also shows that plenty of contraband is getting past the tough security and intelligence regimes, 42 shives?" He said.

Mr Amery's comments "it shows very little dangerous contraband." Brett said, "This is ridiculous. No security level will stop people feeling threatened in his jails of no hope, no future and no direction. Time to start the dialogue Mr Amery! Start today!"

Here is a letter written to Bob Debus, Attorney General, earlier today.

Since writing this letter we have learned that the Attorney General is saying that the court matter that has taken eighteen months to prepare should be adjourned. In the meantime we wait and wait and wait until they say we can proceed. This is the situation just as we prepare to go to court on Monday 3rd February 2003.

The Judge has ordered Peter Thomas and Barry Catt to be at his court on Monday. Both Peter Thomas and Barry Catt would delight in this delay. What power they have when they can manipulate the State into doing what they want. It can be clearly seen that they are the evil and manipulative ones. Please can you make the public aware of this grave miscarriage of justice.

There is currently more than enough evidence that shows both these people Thomas and Catt are criminal psychopaths. Both of them have been free to continue their Reign of Terror for a good thirty years. I am more than willing to talk with you in person. Why is the criminality of Peter Thomas and Barry Catt being funded by Government officials while Legal Aid is denied to Roseanne Catt?

I was the one who held a sit-in outside the Attorney General's Department and am more than prepared to do it again if this is what it takes to achieve justice.

Peter Thomas alone has cost this State of New South Wales and the State of Queensland millions if not billions of dollars and has left a trail of destruction in terms of human lives. Cliff Hooper in Queensland suicided because of this man. This man appeared on the ABC's Four Corners back in October 2000.

Thomas is evil incarnate. He is now being called to account for his corrupt ways and he is still using his connections...The State Department of Public Prosecutions are supporting and funding these people while Roseanne Catt can't even get legal aid to help her clear her name.

It was this corrupt NSW policeman who set-up Roseanne Catt up to get himself and his mate Barry Catt out of a lot of hot water. Then the police saw he was giving them a bad name so they allowed him to resign and turned him loose on the community.

That was just prior to the Royal Commission into Police Corruption. The police are still in there holding the two of them up.

Anyone who speaks out against them are threatened, intimidated, bashed and fear for their lives. When will this stop?

The promotion of law and order means money to big business. Profits from insurance, security fixtures, patrol services and the like can only continue to grow if the perceived threat of uncontrollable crime wave escalates. What is happening between the Police Service and politics is quite extraordinary at the moment. If stand over tactics don't work tell half the truth honestly and follow the example of sheep. Another word for it is sleaze, yeah. Another word for it is workplace harassment. Another word for it is bribing a Police Officer. Another word for it is misleading Parliament.

In its report, The Cost of Dropping Out, the council says 8000 students leave school every year without completing year 12 and with no significant prospect of finding permanent work.

It estimated that if the current rate of early school-leaving continued, the overall cost to the Australian economy will be $2billion a year by 2020.

It found the situation has not improved over the past decade, with the number of students completing year 12 hovering around 67 per cent.

The report says 21 per cent of young men who left school in year 9 failed to find work, compared with 7 per cent of year 12 leavers. A massive 59 per cent of females who left school in year 9 were unable to find work.

The council's chief executive Katie Lahey, said: "Many people will find the prospect of an underclass at odds with a fair Australia. Yet that is exactly what we face if we do not tackle this problem quickly and effectively."

Ms Lahey said young people who drop out and don't go on to other training find it difficult to find employment and are sometimes condemned to a lifetime of social and economic hardship.

"It's a really important issue, not just from a business point of view but from a community point of view," she said. "The broader community pays through higher [social services] costs, higher health costs, higher crime rates and other social impacts. And businesses face labour and skill shortages."

Ms Lahey said the ongoing reduction of unskilled or low-skilled jobs in the job market would cut opportunities for early school leavers.

The research highlighted a number of factors contributing to dropping out of school, including living in rural areas, coming from a low socio-economic background and having poor literacy and numeracy skills.

She said a more co-ordinated response was required which included improved school programs, better job and career advice and the use of management and mentoring.

A spokesman for the federal Minister for Education, Brendan Nelson, said that while the report made a valuable contribution, other options were available to school leavers.

"It is the Government's view that all young people must be encouraged to achieve their best," he said. "For as many as possible that will mean completing year 12 but the other options of TAFE, vocational education and new apprenticeships must not be undervalued."

A coalition of academics, crime experts, welfare and church groups is preparing to launch an intensive pre-election campaign aimed at refocusing the attention of NSW politicians from harsh sentencing reforms to crime prevention strategies.

The group includes the NSW Council of Social Service (NCOSS), the Conference of Leaders of Religious Institutes, and academics from the Universities of Sydney, NSW and Western Sydney. It has pledged to try and provide a new balance in the law and order debate, calling for an end to the increasingly "harsh and irrational" policies proposed by both major parties in NSW.

The director of NCOSS, Alan Kirkland, said the group met officially for the first time last year under the banner "Beyond Bars", with the aim of forcing politicians to address the causes of crime.

"We formed because we don't think that NSW can afford another law and order election," he said. "Every small increase in the prison population costs millions of dollars each year, which is money that then cannot be spent on education, health, community services and the very things likely to prevent crime in the longer term.

"We are also trying to take on the myths that underpin this whole debate, such as the myth that crime is always worse than in the past. If you look at the homicide rate, it is the same as or even less than 100 years ago."

The coalition is preparing a series of fact sheets, which it will disseminate via member church and community groups, to provide voters with "a truer story" on crime rates, imprisonment statistics and the efficacy of mandatory sentencing in other jurisdictions.

New fact sheets on policing, victims of crime, mental illness and crime, youth crime and Aboriginal imprisonment are also in train.

Mr Kirkland said the campaign launch, scheduled for February 14, would also aim to provide cost analyses of alternatives to prison, as well as providing a "bigger picture" economic review of the corrective services budget in comparison to portfolios like education, health and community services.

Academic members of the group include Dr Eileen Baldry, of the University of NSW's school of social work and Chris Cuneen, the director of Sydney University's institute of criminology.

Mr Kirkland said the coalition would also provide a critique of the major parties' law and order policies to help voters distinguish between pre-poll promises.

"Most people don't realise, for example, that the rate of imprisonment in NSW is double that of Victoria. We can break out of this cycle ... Surely people do not see Victoria as far more dangerous than NSW just because it locks up fewer people," he said.

The Australian Council of Social Service (ACOSS) report is being released in Melbourne today.

It shows many services are struggling to meet higher insurance, train their staff and volunteers and meet accountability requirements.

ACOSS president Andrew McCallum says there has been a 12 per cent increase in demand for [social services] over the past year.

In addition, he says there has been a 19 per cent jump in the number of people who agencies cannot help.

"The Government has got to take the problem seriously," Mr McCallum said. "They can't just pretend the problem doesn't exist.

"We do have a higher rate of people needing assistance through community service organisations.

"They have to acknowledge that we have a problem, that we are getting a polarised society and the joys of economic growth are not flowing through to everyone.

"Until both parties take it seriously, we will not address the issue. We keep putting band-aids on what is a very serious problem."

Mr McCallum says spiralling costs and pressures have caused the jump in the number of people [social services] agencies are having to turn away.

"We're being told that the economy's never been better and unemployment has never been lower but that's not translating at the bottom end," he said.

"We still know that a lot of people, be it through housing, unemployment, are finding themselves in need at some time over the year.

"That's putting increasing strain on [social services] agencies and also it diverts their resources away from some of the more preventative and more structural change programs that they'd like to run."

It has been brought to our attention that today Legal Aid have formally advised Brock Partners, Roseanne Catt's solicitors, that they will no longer fund the Inquiry - at this most crucial time when her hearing is set for next Monday 3rd February.

What is going on!!

How is it that you, in the first place, instruct the Crown Solicitor to re-open the case due to overwhelming new evidence; 3 Supreme Court Judges agreed there was more than enough merit to go ahead with opening an Inquiry and ruled that a Judge be appointed; Legal Aid agreed to fund the Inquiry and has provided funding for the solicitors to obtain crucial affidavits, subpoena witnesses to appear in Court next Monday etc.

And all Roseanne's supporters have given an enormous amount of time, energy and resources to help prepare documentation - and then here we are 18 months down the track where everything is in place for the hearing next week and Legal Aid decide to pull the plug and refuse to fund the Inquiry!!

There is more than enough evidence to show that there has been a grave miscarriage of justice in the Roseanne Catt matter. Would you please ensure that funding is released by Legal Aid for the Inquiry to go ahead as originally agreed upon so Roseanne is not denied natural justice. The multitudes of the Australian public have a right to know the truth of what is going in this matter.

Australia's Political Underworld...& their enforcers
The promotion of law and order means money to big business. Profits from insurance, security fixtures, patrol services and the like can only continue to grow if the perceived threat of uncontrollable crime wave escalates. In the past few months there have been many examples of the true nature of our blood thirsty politicians and their sinister attempts to spoon-feed a not so gullible public with their repetitious rhetoric.

Honesty
What is happening between the Police Service and politics is quite extraordinary at the moment. If stand over tactics don't work tell half the truth honestly and follow the example of sheep. Another word for it is sleaze, yeah. Another word for it is workplace harassment. Another word for it is bribing a Police Officer. Another word for it is misleading Parliament.

Mr Lubis said because of the treason and Christmas bombing investigations already underway in Jakarta, police have not yet been able to question Bashir about the [CIA false flag and call to arms] Bali bombings, which killed around 190 people including 88 Australians.

Sounds like Mr Lubis is on GI Raspberry and he's looking for a promotion to me. Of course he wouldn't be getting any back up from Australia and the US would he? Questioning will come "after the process in Jakarta is finished", Mr Lubis said.

Police have previously said that Mukhlas, one of 30 suspects in custody for the bombing, is JI's operations chief and was involved in meetings to plan the Bali attack. Ten people, including three Malaysians, are on the wanted list. [Once again, just plain rubbish!]

Six weeks, six months, six years: inmates have little chance of making fresh start

More than 15,500 people are released from NSW prisons each year, twice the number of 20 years ago. But new research shows many ex-prisoners find it impossible to reintegrate into society and, months after release, are worse off than before they went to jail.

Even prisoners who serve short sentences are likely to suffer long-term consequences, including increased rates of homelessness and unemployment.

The research, funded by the Housing and Urban Research Institute, is tracking 201 prisoners released from NSW prisons between November 2001 and January 2002. Most had served sentences of less than 12 months.

It shows the ex-prisoners with the best chance of making a new start received a lot of support from parole officers or family. But only a small minority received any help at all.

The lead researcher, Dr Eileen Baldry, of the school of social work at the University of NSW, said jailing people for less than six months was counterproductive. Their situation months after release was worse than before they went to jail.

"We are seeing a large number of people coming out of jail without a chance," she said. "Their circumstances are so reduced they have little chance of getting out of the imprisonment cycle."

The study shows 20 per cent of the sample had been homeless or in marginal housing before they went to prison. But nine months after release, 38 per cent were homeless. And half those who had jobs before they went to jail were unemployed nine months after release.

The huge numbers of people leaving prison - a forgotten part of the law-and-order story - are a consequence of the 50 per cent rise in the imprisonment rate in the past decade. Dr Baldry said the official prison population of about 7800 gave no sense of the "flow-through" rate - the number of people passing through prison each year and what impact that had on the community.

The study shows 15 per cent of the sample were back in jail after three months, with all of them citing drug problems as the main factor [alcohol?]. For women the picture was even gloomier with 25 per cent - and half the Aboriginal women - reincarcerated three months after release. The recidivism rate at the nine-month mark is not yet known.

Dr Baldry said it was a "complete fallacy to think by locking people up for six months, a year or even two years, the community is safer in the long term".

The short-term prisoners received little benefit from drug [& alcohol?] rehabilitation programs or other services in jail . And upon release, they received virtually no help to find housing or jobs. Those who served less than two years were generally not case-managed by parole officers.

About 60 per cent of those who moved in with family or friends found it did not work out and left within two months, while only 5 per cent had a job nine months after release. As well, a dramatically increased number rated their drug problems as "severe" nine months after release compared to just before they left jail.

"Society wants people to pay the penalty for committing an offence but we also need to reduce reoffending," Dr Baldry said. "For those who serve short sentences you can get better long-term outcomes for less money from intensive programs in the community."

The NSW Bureau of Crime Statistics and Research reported in August that the abolition of sentences of six months or less would reduce the number of new prisoners admitted to NSW jails from 150 a week to 90, cut the total prison population by 10 per cent, and produce savings of up to $47 million a year. It found that for 90 per cent of short-term prisoners, their most serious offence was theft, assault, breach of justice orders or a driving offence.
