Government and Corporations to cash in on free labour

Work for the dole certainly offers a lot of variety. The impression given by the government is that most unemployed do creative and helpful work assisting the community.

Yes, there are-some work for the dole projects like this but even these type of work for the dole projects displace community and social workers. However, a large proportion, perhaps the majority of projects are not fun. They do not enhance your personality. They don't even count as training or as work experience.

Several examples are as follows:

In Guilford you can assist in repairing, renovating and repainting the local community centre.

In Bankstown the activity is landscaping and the bush regeneration.

In Bass Hill your work options include gardening, child care, general office duties and administration.

In Western Sydney you can be involved in landscaping, redesigning and revamping sections of the public housing estate.

And all the above should be carried out by fully paid unionised workers.

Work for the dole is the unemployed being forced to work for nothing. Councils, community organisations, schools, hospitals and others cash in on this free labour. They don't have to employ and pay proper workers. This is slavery.

Unionists should not merely oppose work for the dole because it is oppressive against unemployed people - which it is. They should oppose it because it deprives workers of jobs and is a bosses weapon to drive down wages and break down conditions.

We all have an interest in smashing this oppressive programme supported by both Liberals and Labor Parties.

Prisoners

Prisoners are also a source of cheap labour. Prisons represent new jobs and the infusion of new money into some rural communities previously suffering from economical depression.

Not only is there money to be made in private prisons, there is money to be made out of prison labour.

In Victoria prisoner labour brings in $5.5 million per year. In Queensland prisoners are working in the River of Gold Slate Mine. They get $5 a day, with a productivity bonus of $2 a day. The contractors certainly have a river of gold with those sorts of labour costs.

They also take away jobs from the community like the electrical trades where workers in prison are being paid 10 cents an hour compared to say $20 and hour if it were a job taken up by a contractor working outside the prison.

Encouraging the government to spend more money in the right areas will ensure less people go to jail.

There should be more alternatives to prison, more support to the community from government-initiatives like education, TAFE, outreach centres, mentoring, drug rehabilitation and education, all of which prevents crime and will stop people being used as slave labour and taking away paid community work.

What will be the consequences of the scheme?

There is a genuine concern that the Work for the Dole scheme will provide a pool of 'free labour' to replace existing jobs. Those who are most vulnerable to losing their work are low paid, part time and casuals and those with insecure tenure. These are often the unskilled; women and people from a non- English speaking background.

Given that the fastest growing sector of employment is low wage employment there is the possibility that Work for the Dole will further depress wages and conditions.

This could occur because low paid workers are essentially competing with unpaid workers for the same work. The changes in industrial relations legislation and the incremental deregulation of the labour market serve to exacerbate this.

Australian prisons are fast becoming the new asylums of the third millennium. The prison industry is booming, while Australia spends far less on mental health services than similar countries.

State of the prison system
The prison industry is in the process of an even more dramatic expansion. Private firms now own prisons and utilize their inmates as a labor force. This source of cheap labor is fed by harsher prison sentencing and mandatory incarceration under the "Three-Strikes law." As prisons become a bigger business, it's easy to see how convenient and lucrative such laws can be for those who own the prisons and its prisoners.

In addition to jobs, prisons fuel a variety of high- and low-tech industries, including surveillance and electronic monitoring, food service, medicine, supplies, health care, drug treatment programs, telecommunications, lenders, architectural firms, and the construction trades (including masonry, fencing, barbed wired, etc.) as the prison industry continues to boom.

Some projects do fit this rosy image. But over the past year it has become clearer that the government's agenda is much more sinister. Nothing was said about the paid workers whose jobs we would be taking over for no pay other than the pittance they give us to live on called the dole.

They want to replace a large section of the work force with unemployed slave labour. With the unemployed doing their work, for instance, Lidcombe TAFE does not have to employ gardeners.

Campbelltown council does not have to employ gardeners to plant trees either. All they have to do is find a compliant "work for the dole" provider to deliver unemployed labour. Courtesy of sharks like H and H (full name please), the Wesley Mission and the exploiters: schools, hospitals, parks, community centres etc receive bargain basement unemployed labour to carry out painting, carpentry, concreting, land-scaping and even nursing and teacher's aid work. For an extra ten dollars on top of normal dole payments - hardly enough to compensate us for the extra fares involved!

This is not job creation it is job destruction. The people whose work it normally is are deprived of their livelihood. Unemployed labour is being used to undermine working conditions so the work force, threatened with replacement by work for the dole "unemployed", will have to work harder for longer hours and with less pleasant working conditions. Does this provide jobs by making unemployed more employable?

A survey commissioned by ACOSS finds that it doesn't! Unemployed doing work for the dole are less likely to find employment and not more!

StandUp! Wants to know about your experiences on work for the dole. We want to raise many issues. The work that is demanded, the treatment by supervisors, whether you have been informed of your rights, whether there is adequate safety and any issue that you feel that is important to you.

We wish to build an ongoing campaign against work for the dole. To do this we must be visible so they can't deny we are angry about this blatant exploitation and sweep us under the carpet.

MTC MARRICKVILLE OLDER UNEMPLOYED REVOLT

Under current legislation, older unemployed do not have to do work for the dole we think no one should. But one job network agency has tried to bridge the gap by underhandedly trying to impose it on their clients over fifty.

They were all assembled and told that they were going to be offered "work experience" meaning each of them would do free labour for a boss for a number of weeks.

The unemployed weren't impressed. MTC were challenged on various areas.

Firstly they assured that there would be adequate insurance but this assurance was not that convincing, as they couldn't give details.

Secondly, they were forced to admit that they couldn't make it compulsory, as it wasn't CentreLink approved.

Thirdly they were forced to admit that the participants would not receive the ten dollars per week extra that normal work for the dole participants usually receive.

They had to admit that this scheme was voluntary so understandably, they didn't get many takers. We think that this was just one more desperate measure by a struggling job network agency desperate to show the authorities that they can get some sort of result which they need to guarantee continued operation for their agency.

The private job network agency system demands results and agencies will go to desperate lengths to get them - at our expense!

DEFEND CRAIG JHONSTON - JAILED FOR DEFENDING WORKERS RIGHTS.....

In 2001, Craig Johnson, then leader of the Victorian Branch of the Australian Manufacturing workers Union was charged along with others for taking militant action against Skilled Engineering, a dodgy company which takes advantage of those who find it difficult getting full time work.

Craig was defending older long term workers at a tile factory who were being displaced by part time workers provided by Skilled. Skilled was the first of the notorious labourhire companies who use part time workers to undermine the wages and conditions of full time workers. Initially, eighteen were charged.

This was reduced to six. Now the prosecutors are concentrating on Craig. He faces nine months jail for damage to property, affray and abusive language. The damage Craig did is minimal yet he is facing a long-term prison sentence. His real crime is militant unionism. His real crime is that he challenges Victoria's premier Steve Bracks cosy relationship with the bosses.

StandUp! Unconditionally defends Craig Johnston. We want him released unconditionally. Those who whine about "damage" should consider the damage companies like Skilled do to the lives of workers. Those who lost their jobs at Johnson Tiles will never be able to work again - especially as most bosses refuse to employ older workers.

StandUp! Wants unionists to fight in solidarity with the unemployed people, to defend us. Therefore we want militant unionists out of prison. We therefore urge every unemployed person and unionist to come to the defence of Craig and release him from prison! Together we can unite and fight the bosses offensive, which are attacking all of us.

I am James Condren from Justice Action I am a Community Mentor and caseworker. My role is to do prisoner support for those who are in Jail or at risk of going to Jail.

My experience from 1994 to 2002, I have been in and out of prison and while in Jail I became concerned about a number of prisoners with disability and mental illness who are often sent to jail by the court as there is no support available though the Mental Health agency or Department of Ageing and Disability and Home Care, I fell into this category.

People have made fun of my disability in Jail which caused the Department of Corrective Services to put me in protection and while I was on Protection I was called a dog and other names associated with being on Protection till a placement became available in the disability unit.

I found it hard to get bail, as I did not have the proper community or family support. On one occasion in 2002 I had the proper support in place but I was refused bail and later was found not guilty.

I have been found not suitable for Community Services work as the Probation and Parole Service could not find suitable work in Wollongong.

I was assessed suitable for weekend detention at Uranderra Weekend Detention Jail but the Probation and Parole Service in Wollongong voiced their concerns that other prisoners may harm me as there is no Protection at Uranderra and I was on most occasions given full custody sentences attached with good behaviour bonds and fines.

Since 2003 I have not been in any more trouble with the law I have joined a mentoring group at Justice Action in Glebe and completed the TAFE Course. I graduated from this course and this was filmed and is now on video.

Where to from here?

I have done a series of workshops on Mental Heath at JA mentoring and I work with my colleagues as a case worker and I do other work associated with the Disability work at NSW CID Sydney and Wollongong self Advocacy.

I am hoping to go into the Jails to mentor prisoners with disability and I also would like to start a mentoring group in the Wollongong Shellharbour area. I would like to run Mentoring groups in the mental health wards at the Hospital and to find an outreach teacher from TAFE to run the course at the Hospital.

The Criminal Law (Rehabilitation of Offenders) Act 1986 (Qld), requires that any person who has committed an offence which is less than 10 years old or which resulted in a prison sentence of more than 30 months, must disclose that offence if requested eg. for employment purposes. If a criminal record is disclosed in a job application, it is unlikely that person will be given the job.

In response to a letter we have received from Mr K C who has said that he is serving 24 years and 10 months commencing on 29/8/1991 with his earliest release date being 28/6/2016 with 4 years parole and full time 28/6/2020. He said that he contacted the Serious Offenders Review Council in writing but received no response.

Australia: Private Prisons, Junee NSW
When I got to Junee I was given nothing except bed linen. That's it! No clothing. I had to put my name down for clothing, which they said I could get on Saturday. When I went down to get my clothing on Saturday I was told they had nothing but I was told that I could buy what I wanted on their monthly buy-up. In the mean time I got rashes between my legs from the dirty clothes I had on.

Inspector General Ignored On Womens Prison

Kathryn Armstrong (former chair of Inmate Development Committee) and Annabel Walsh, released from Mulawa Womens Prison in February, have produced an independent report confirming the findings of the Inspector General.

I needed to verify the call and asked for a name or number to register my call because I was asked to get those details by my coordinator.The person refused to identify themselves either by name or number. Prisoners and those concerned about prisoner issues have very few sources of information.

Prisoners can prove innocence for $20?
Les Kennedy Daily Telegraph reported today that" Prisoners who believe that DNA will prove they were wrongly convicted will have the chance to prove their innocence for a mere $20 administration fee. The move comes 20 months after NSW inmates were asked to provide DNA for comparison with a databank of DNA from unsolved crime scenes for possible convictions.
