Parkin charged $11,700 for detention and removal

Los Angeles Friday, 16 September, 2005 : American peace activist Scott Parkin arrived back in the US today, escorted by 2 Australian immigration officials. He is expected to arrive in Houson, Texas on a Continental Airlines flight at around 3pm AEST.

After being detained for 5 days, alone in a Melbourne detention centre for being a suspected "national security risk", [scapegoat for the resource wars in the Middle East.] Scott was handed a bill for almost $A11,700.

It included $A4,235.03 for his airfare back to LA and $6,675.39 for the return airfares of his two corrective services escorts as well as their accommodation in Los Angeles. The five-day stay at the Melbourne Custody Centre will cost him another $777

The 36-year-old Texan history teacher says he was made to feel like a terrorist and a criminal and remains baffled as to why six police officers "snatched him off the street" as he left a Melbourne cafe last Saturday.

"I'm just completely baffled by all of this," said Parkin, surrounded by Australian TV cameras and media, said soon after his arrival at Los Angeles international airport.

Parkin was in Australia as part of a six-month holiday in Australia, New Zealand and Asia. He arrived on June 1.

The activist was also banned from entering Australia for three years and the Australian visa in his passport was stamped with: "NOT FOR FURTHER TRAVEL".

He plans to fight his removal from Australia and is desperate to find out why authorities were concerned about him.

"I'd love to know the assessment in which the Australian Security Intelligence Organisation (ASIO) made of me to lock me up for five days in solitary confinement and then remove me from the country essentially forcibly," Parkin said.

In contrast to Scott's treatment in Australia, he encountered no problems from US officials on arrival at LA airport - "The US Customs were extremely friendly," he said.

Parkin plans to be vocal in the US about his detainment in Australia and removal.

Asked about how he now felt about the Australian government he replied: "I'm not going to go into that too much, but I don't have very high regard though".

Parkin warned the incident raised great concerns about freedom of speech in Australia and the US.

"I think we are seeing a crisis in freedom of speech and freedom of expression in Australia, the United States and lots of places and people need to be aware," he said.

An activist for 15 years, he said he gave talks while in Australia about the war in Iraq and helped organise one protest against US energy company Halliburton.

"In the talks I gave I wasn't even openly critical of Australia," Parkin said.

"I was being openly critical of the US occupation (of Iraq) and I was being openly critical of Halliburton."

While he was not happy with the treatment he received in Australia, he said his passage through US immigration and customs at LA airport today was a breeze.

It was just after finishing breakfast at a cafe in the Melbourne suburb of Brunswick last Saturday when a shocked Parkin saw six police officers.

"I had just finished breakfast when I had just walked out," Parkin said.

"I talked to them for a minute and said 'Hey, I'm a peaceful person. I'm passive. I'm not going to give you any trouble'.

"They said 'OK', so we went to a local police station where an immigration officer interrogated me."

Parkin said authorities never made it clear why he had been arrested.

"They were very vague," he said.

"They said I violated sections of the migration act and they said I was a direct or indirect risk to their national security."

Parkin was housed alone in a jail cell that contained two concrete slabs to sleep on, a TV set and a sink.

"They gave me three couch cushions and three really crummy blankets and fed me three times a day," he said.

Parkin will be met by friends and colleagues when he arrives at Houston airport in Texas later today.

"Scott is committed to nonviolence. In Australia, he was advocating for peace and protesting corporate greed. Why is peaceful protest and corporate accountability a threat to national security? It appears they're using national security as an excuse to silence dissent," said Maureen Haver, Scott's roommate in Houston and member of the group Houston Global Awareness.

Parkin's supporters in the US have been calling and protesting outside the Australian Embassy in Washington, DC with the following demands of the Australian Government:

1) Fully disclose why they have labeled Scott Parkin a threat to Australia's national security.

2) Drop all allegations against Scott and apologize for his detainment.

3) Commit to refrain from similar human rights violations in the future.

Pity Labor Couldn't be United over Social Services Cuts?

HoWARd/Costello (funny fellow) Big Mac and Small Fries. And Beazely's Kentucky Fried Two Piece Snack Box for those on minimum wages who should be enjoying - better Medicare Rebates, Public Housing, Hospitals, Education and Transport Infrastructure but instead get just $6.00.

Labor united over tax cut stance: Beasley

Federal Opposition Leader Kim Beazley says Labor MPs are united behind him, despite some disquiet in the party about his opposition to the Government's tax cuts.

Pity though, that Beazely's well paid Labor losers weren't as concerned about opposing the social services cuts as they were at opposing the tax cuts.

Is it a crime to be poor, disadvantaged, and underprivileged? If HoWARd gets his way it will be, when those who are tipped on the Three Strikes and You're Out Centrelink Privatisation Policy.

HoWARd doesn't care if you end up in prison while you're trying to survive he'll make some political points on it, the State will pay the $65,000 a year for the 10 % of people who fall over and go to jail and they'll keep you there for as long as they can. Your crime! Hungry.

Labor is planning to vote against the Government's tax plan, which delivers a $6 a week tax cut to middle and lower income earners, with more than $60 a week for those on higher incomes.

Just another issue about corporate welfare and the shortfall in the HoWARd/Costello (funny fellow) Big Mac and Small Fries. And Beazely's Kentucky Fried Two Piece Snack Box for those on minimum wages who should be enjoying - better Medicare Rebates, Public Housing, Hospitals, Education and Transport Infrastructure but instead get just $6.00.

Three Strikes and You're Out!

What if some people can't buy a Two Piece Snack Box or a Big Mac and Small Fries because they failed to get a job that, either didn't suit their qualifications or wasn't existent? Beg, Borrow or Steal? Where will that job take them? To Jail - If those people are unlucky!

Fascist Federal Treasurer Peter Costello (the funny fellow) says the Labor Party has misjudged the Australian public with its opposition to tax cuts.

Too Right! More of us are opposing cuts in the SOCIAL DOLLAR for the unemployed, disabled, single mums and those who are sick or might get sick, especially if they're living on the street and can't buy a feed because THEY ARE OUT!

After all according to HoWARd. "Nothing in Life is Free"

What if you don't pay tax?

In his Budget reply last night Mr Beazley outlined an alternative plan which would double the cuts for most tax payers.

The Government says Labor will only be able to delay its planned cuts until the new Senate in July.

Mr Beazley says he is sticking to his principles.

Incidentally, his principles which don't include the poor, disadvantaged, and underprivileged people in our community?

Beazley: "If you are going to run this country, you are going to have to make tough decisions and tough calls," Mr Beazley said.

"And one of the calls you make is that your party will not be used as a doormat and your party will not be knocked off course in its obligation to defend the seven million taxpayers who are the people who are the back bone of this nation."

But do you mind if we borrow that statement (you well paid loser).

And some of the calls both parties didn't make is that their other constituents in the community, the Unemployed, Underprivileged, Disadvantaged and Sick people will not be knocked off their course in the communities obligation to defend the Unemployed, Single Mums, Disabled, and Sick, People who are the products of the back bone of this nation.

Costello the funny little fellow says he was flabbergasted when he heard Labor would reject the legislation, because many people in their constituency are in the top tax bracket.

"Labor has really misjudged the thinking of Australians in relation to this, time will tell, but I don't think this cunning strategy will prove to be successful."

Dismantle the war machine, slash taxes, privatisation and keep social services

Slash taxes and end welfare state [social services state], report urges? Dismantle the War Machine not Welfare [Social Services]!

Income tax should be cut to a flat rate of 10 per cent to slash the need for welfare [social-services], according to a 'radical' plan released today.
But slash the need for social services for whom?

The Centre for Independent Studies report says the flat-rate income tax of 10 per cent would ensure most Australians could afford to pay for essential services such as health and education, instead of relying on welfare [social service] payments.

The report, entitled The $85 Billion Tax/Welfare Churn, describes the welfare [social-services] system as a "giant piggy bank" which "churns" the money people pay in taxes back to them in the form of welfare [social-services] benefits.

What's wrong with that?

Report author Peter Saunders [Government stooge and head-kicker] says that what a great majority of Australians pay in tax, they get back in pensions, allowances, family tax benefits and in the health and education services they use.

What's wrong with that?

"It's taking money out of one pocket and sticking it into another," Professor Saunders said?

"There's a great chunk of people in Australia who are now effectively paying for their own benefits and services.

What's wrong with that?

SAUNDERS: "We're paying a lot of money into the Government and we're getting a lot of value back but if that money stayed in people's pockets they could make their own arrangements more efficiently."?

I see so what if people spend their savings on a world trip instead and when they returned unforseen they have a heart attack, then they can die in the street because they already spent their hospital money?

I would have thought that people can't see their future and so that makes paying into a state piggy bank 'pool' a good idea especially if some other people can't get a job.

Peter Saunders shake-up is long overdue: Welfare Not Warfare

Although captive industries that produced "drop in on your foot" products remain within the borders of nation states, neither the enterprises nor the workers that they employ are competitive or viable in a globalised world dominated by magic new technologies. Firms made bankrupt and workers made unemployed and unemployable by the changes simply will not have the wealth needed to fill the coffers of central taxation agencies.

Professor Saunders says if the amount of money returned to people could be stripped back, more lower and middle-income earners could choose how to spend their money on health, education, savings and retirement?

"That's what we should be trying to move to over the next 20 to 30 years - increasing people's autonomy rather than people as clients of a monopoly government system," Professor Saunders said?

Is that like privatisation?

AFTINET has joined with community groups around the world to plan a program of events for the Global Week of Action for Trade Justice from 10 - 16 April. The demands of the week are:

NO to the rich and powerful imposing unjust trade agreements, indiscriminate liberalisation and privatisation on the poor.

YES to everyone's right to food, a livelihood, water, health and education.

While Professor Saunders supports moves such as federal Treasurer Peter Costello's push to move single parents back into the workforce, he says no incentive was offered to get people back to work.

What about the corporate welfare how does that work?

AUSTRALIAN AID = CORPORATE WELFARE

The Minister For Foreign Affairs, in his annual statement on Australia's development co-operation program, today pledged to continue the path of Australia's Foreign Aid, by promoting corporate well-being at the expense of the most vulnerable.

Over 70% of the 2002/03 aid budget (.815 Billion) goes to just 10 private companies.

These companies hide behind the shadow of 'commercial in confidence' legislation and their practices are increasingly non-accountable and non-transparent as a result.

One of the top 3 recipients of aid contracts is Australia's richest man Kerry Packer, through his company GRM International Pty Ltd.

Though the federal government won't confirm the exact figure, it seems General Motors Holden is the latest company to receive a subsidy to build it's new plant in Melbourne. Governments say wooing industry - like Virgin airlines to Brisbane - creates employment. But is it really value for money?

Corporate welfare - a sweet deal for some 30 April 2004

The $444 million sugar industry assistance package, to give it its political name, is certainly a sweet deal for the industry, especially all those government members in marginal seats along the Queensland coast. But it's also an example of corporate welfarism at its John Howard worst.

I see?

Costello to force single mums to look for work?

What the blind leading the blind? But where is the proof that they do not try? So what he said today merely attempts to back up what Peter Dutton said yesterday that, " 300 PEOPLE A DAY GO ONTO A DISABILITY SUPPORT PENSION?

SAUNDERS: "I think that's one reason why it's essential to do something about tax rates at the bottom of the income scale. You've got to make it worthwhile for people to work," he said

"If you're going to have welfare reform you've got to have tax reform. The two things are linked."

Annan urges UN members to 'make poverty history'

World governments must embrace a broad strategy ranging from trade and debt forgiveness to handing out mosquito netting to "make poverty history", United Nations chief Kofi Annan says.

More than 1 billion people still live on less than $1 a day, Mr Annan said as part of a report to the 191-nation General Assembly on UN reform.

He argues that while that has been viewed as a sad but inescapable fact of life, "today, that view is intellectually and morally indefensible".

"This is a poverty that kills. A single bite from a malaria-bearing mosquito is enough to end a child's life for want of a bed net or $1 treatment," said the report, based largely on the work of Jeffrey Sachs, a Columbia University professor and Mr Annan's top anti-poverty adviser.

Intensive and coordinated international, national and local actions - and a special focus on Africa - are required to meet a UN goal of halving the number of people living in extreme poverty by 2015, the report said.

Development

The document strongly linked global security and human rights to development.

It calls on poor nations to adopt national plans for obtaining and putting to work the necessary domestic resources, public investments and outside aid.

Governments must also adopt growth-oriented economic policies to generate jobs, income and taxes, the report said.

"Small and medium-sized firms require a favourable legal and regulatory environment, including effective commercial laws that define and protect contracts and property rights, a rational public administration that limits and combats corruption, and expanded access to financial capital, including micro-finance," the report said.

Wealthy nations must forgive all debt the world's poorest nations owe outside lenders and eliminate barriers to exports from the developing world, it said.

Mr Annan urged rich nations to earmark 0.7 per cent of their gross domestic product (GDP) for development aid, a longtime UN goal widely endorsed in Europe that Washington rejects.

While the United States is the world's biggest donor of aid, it also has the world's largest economy and annually donates just 0.13 percent of its GDP to development aid, excluding gifts of food and aid to Iraq and Afghanistan.

Four Corners [Walls]: Messing with your intellect

Four Walls: "Imagine taking every single emotion, memory, experience, tablet all into one... and those fighting each other to see who is the victor." - Danny, 22.

"It just f... with your head. I had to sleep with a knife under my bed 'cos I used to think people were going to come in and bash me during the night or something. Just for me mull or something, yeah." - Danni, 17. "

But obviously Danny has a mental problem most likely paranoid schizophrenia a problem that insidiously had been there long before he took up smoking?

Four Walls: "A whole generation of Australians has grown up believing that smoking pot is a harmless pastime."

That's because smoking pot is harmless to most Australians except for those who have some mental problems about 1 per cent of the population.

Four Walls: "They need to think again? The view of cannabis as a benign drug is under challenge - not from conservative family or religious groups but from the science and medical community. [corporations and government.] Clinicians now believe that modern strains of super-strength cannabis are increasingly triggering psychoses, depression and anxiety disorders in teenagers."

They need to think again if they have a mental problem like schizophrenia, because pot which is only a herb can make you more paranoid when you first start smoking it, but after a while that diminishes when the other well know benefits are felt. That is if you haven't got a mental illness.

Four Walls: "Many young people begin smoking cannabis before they have even hit their teens? - And experts are warning that the younger the smoker, the greater the risk of mental illness."

What else did they begin consuming? And like if your mother gives it to you when you're a baby then the experts warning makes sense? For instance what would petrol sniffing do to young people?

Four Walls: "About half the young people who seek help for psychosis have a cannabis problem."

So how many have an alcohol problem? How many of those had a mental illness before they had a cannabis problem?

For instance everybody has a shit as well but not all people who have a shit have a mental problem, so the dear doctor's diagnosis is flawed and pro-government?

Four Walls: "According to doctors the proportion of cannabis users among these young patients has doubled in 20 years?

"For some teenagers there is no second chance. Ten to 15 per cent of young people with serious mental illnesses commit suicide or die from other causes within a few years of diagnosis."?

But mental health has its own problems that are yet to be diagnosed and treated because of lack of funding?

Of course cannabis is popular. The proportion of cannabis users with mental illness merely points out that it is a popular herb, taken by a large section of the population some with mental illness.

Perhaps the consumer should understand what works and what doesn't when they have a mental illness? A mental illness, which does not agree with the herb and should not be taken with a mental illness.

Four Walls: "Even for those who do recover, only half return to meaningful work or study?"

What with a mental illness? Makes lots of sense like disability, only half of them return to meaningful work or study!

Four walls:

Q: "And Jake how old were you when you started smoking?"
A: "Twelve."
Q: "And when did it become a problem for you, how old were you?"
A: "About 14 I started smoking regularly." - Jake, 18.

Q: "Where would you be if you never smoked pot?"
A: "Still be at school. I.... didn't even pass year eight." - Sam, 16."

Common Sense

Q: And Bud how old were you when you started smoking?
A: Seventeen
Q: And when did it become a problem for you, how old were you?
A: It never became a problem and I am 47 years old and I don't have a mental illness. What about that!
Q: Where would you be if you never smoked pot?
A: That's a hypothetical question. How long is a piece of string?

Four Walls: "So what accounts for this new concern about cannabis and youth psychoses?"

Beats me it's probably pro-government spin because if you look into the statistics of how many of our youth are affected by alcohol and what that drug does to people you wouldn't be so concerned about cannabis which is at best a herb!

Four Walls: "About half the young people who seek help for psychosis have a cannabis problem."

What about alcohol? What proportions of the mentally ill patients who seek help for psychosis have an alcohol problem? Strange how the fact that they also had a shit and most likely had taken alcohol, but those figures were not realised in the promotion of the Four Walls segment.

One does wonder what this story was really all about? And if you ask me THIS IS a story about MENTAL ILLNESS on top of consumerism and as we all know consumerism is ripe! So what has the story got to do with smoking herbs?

High strains of the herb as suggested - Clinicians now believe that modern strains of super-strength cannabis are increasingly triggering psychoses, depression and anxiety disorders in teenagers.

But what a load of rubbish. Smokers of the high strains don't suffer adversely unless as I have said they already have a mental illness. Add anything to a mental illness and obviously you're in trouble.

So this story is really about MENTAL ILLNESS!

Alcohol abuse:

Alcoholism, also known as alcohol dependence, is a disease. Alcoholism is a chronic, often progressive disease with symptoms that include a strong need to drink despite negative consequences, such as serious job, relationships, or health problems.

Like many other diseases, it has a generally predictable course, has recognized symptoms, and is influenced by both genetic and environmental factors that are being increasingly well defined.

About prevalence and incidence statistics:

The term 'prevalence' of Alcohol abuse usually refers to the estimated population of people who are managing Alcohol abuse at any given time.

The term 'incidence' of Alcohol abuse refers to the annual diagnosis rate, or the number of new cases of Alcohol abuse diagnosed each year. Hence, these two statistics types can differ: a short-lived disease like flu can have high annual incidence but low prevalence, but a life-long disease like diabetes has a low annual incidence but high prevalence.

Prevalence of alcohol use in 1999

Experience with alcohol was high amongst secondary students, with use becoming more common as age increased. By the age of 14 around 90% of students had tried alcohol and by the age of 17 over 70% of students had drunk alcohol in the month prior to the survey.

The proportion of students drinking in the week prior to the survey (defined here as current drinkers) increased with age from around 22% of 13-year-olds to reach a peak of 55% among 17-year-olds.

Hazardous drinking was defined as having eight or more drinks in one day for boys and six or more drinks in one day for girls. Of current drinkers aged between 12 and 15 years, 12% of boys and 13% of girls had engaged in hazardous drinking in the previous week. Among 16-17-year-old current drinkers, 38% of boys and girls had drunk at a hazardous level in the preceding week.

Some type of spirit (eg vodka, scotch, rum) was the most common type of drink consumed by drinkers of all ages. Allowing for multiple responses, the most commonly consumed alcoholic drinks were spirits (47%), beer (33% ordinary beer; 5% low alcohol beer), alcoholic sodas (20%), wine (11%) and liqueurs (10%). While more girls than boys drank alcoholic soda, more boys than girls drank beer.

Across all age groups, 15% of boys and 12% of girls bought their last alcoholic drink.

Buying alcohol was related to age and increased from 5% of 14-year-old boys and girls to 42% of boys and 30% of girls aged 17.

Parents were the most common source of alcohol with 38% of boys and 32% of girls indicating their parents gave them their last drink?

The three main places for students to drink were the family home, a friend's home or a party. Over all age groups, 21% of students had not received any lessons about alcohol use in the previous school year, while 39% had received more than one lesson about this topic.

Four Walls: "Recent research shows that the human brain does not fully develop until a person reaches their twenties. Teenage brains, therefore, are more vulnerable than adults to cannabis."?

And what else? ALCOHOL

Modern technology multiplies the dangers. Hydroponically grown, [lettuce] genetically modified varieties of marijuana [Lettuce] plants are believed to contain much greater concentrations of the chemical THC, or tetrahydrocannabinol. [Just plain Rubbish] Cannabis is cheap, too, making it more easily available to today's teenagers than it was for their parents' generation.

And what else? ALCOHOL

In this wake-up call to a disturbing new trend, young cannabis users in treatment for psychoses speak openly about their experiences to reporter Janine Cohen, while doctors and drug specialists explain what the new research means for young people's mental health.

Don't let them Mess With Your INTELLECT

1. ALCOHOL Background

Drinking alcohol by adults is both widely accepted and expected within the Australian community.

Correspondingly, alcohol is seen as a pleasant social beverage rather than a drug, with most people drinking in moderation and in a non-addictive manner. Because alcohol use is so accepted within the Australian community, limited use of alcohol by adolescents is often sanctioned by adults.

However, unsupervised and/or excessive use of alcohol by young people, while generally not sanctioned, is not uncommon.

Excessive use of alcohol by adolescents has been associated with long-term ill health as well as immediate harm-related behaviours such as drunk driving, accidental injuries, risky sexual behaviour and violent behaviours.

The extent of harm associated with alcohol use among adolescents and young adults is reflected in recent health-related statistics showing that alcohol dependence and its harmful effects is one of the leading causes of disease and injury burden among people between the ages of 15 and 24 years.

Preventing the abuse of alcohol among adolescents has been identified as one way of reducing the human and financial costs associated with alcohol abuse.

Young people are therefore a major target group for policies and programs aimed at reducing excessive use of alcohol. Education programs to inform adolescents about the dangers of the excessive use of alcohol and the negative consequences of getting drunk have been conducted since the 1980s.

National prevalence surveys conducted triennially since 1984 suggested that the introduction of these programs was associated with a decrease in the prevalence of drinking among students.

However, this trend seemed to be reversed in the early 1990s with increases in the prevalence of alcohol use being found between 1990 and 1996.

Australia was not the only country for which an increase in the prevalence of alcohol use was found among adolescents. Canada also noted that the prevalence of alcohol use among students increased between 1993 and 1999 and that this was accompanied by an increase in the proportion of students drinking five or more drinks in a row.5 In the United States of America, the results of the Monitoring the Future studies suggested that while the proportion of Year 12 students using alcohol in the previous year decreased during the 1980s, usage levels remained stable in the early to mid 1990s and increased slightly between 1996 and 1999.

Understanding current trends in the prevalence of alcohol use among secondary students in Australia is essential for planning and implementing appropriate interventions and campaigns.

This report had two aims. The first was to describe the alcohol-drinking behaviours of Australian secondary students in 1999. The behaviours focused on were the prevalence of never drinking, drinking in the year, month and week preceding the survey, drinking at hazardous levels, types of drinks consumed, sources of alcohol and places where students drink. The second aim was to examine both short and long-term trends in the prevalence of alcohol use among Australian secondary students. For this the 1999 prevalence estimates were compared first with those from a similar survey of students conducted in 1996, and secondly with those from similar surveys conducted every three years since 1984.3,7,8,9,10,11

The 1999 survey was a collaborative project between state member organisations of the Australian Cancer Society, state health and education departments and the Commonwealth Department of Health and Aged Care.

Peter Saunders shake-up is long overdue: Welfare Not Warfare

Peter Saunders: Many DSP claimants are older men with limited skills who have had difficulty finding work?

Peter Saunders: "FORTY years ago, fewer than one in 30 working-age adults relied on welfare payments as their main source of income. Today the figure is one in six."

But there has been no changes in technology that has made so many workers redundant FORTY YEARS LATER has there Peter?

Looming Costs Exceed Vanishing Revenues

By taxing the bulk of its citizens at levels that significantly hindered their ability to save and build independent wealth, big governments have created a massive poverty trap for large numbers of people involved in the old economy.

Davidson and Rees-Mogg note that in the US, one of the bastions of industrial capitalism and big government, "...fully 65% of Americans have no savings for retirement at all. None. The average American will reach 65 facing expected medical bills of more than $200,000 before death and with a net worth of less than $75,000." This comes at a time when the state no longer has the ability to generate greater tax revenues, or even sustain the levels of previous decades.

Substantial requirements for increased funding of welfare support and other adjustment programs are arising at a time when the ability of big governments to raise funds is decreasing exponentially.

Only lean, savvy administrations that are geared to providing value for money services are likely to survive. None of the OECD states fit this description.

Peter Saunders: The Howard Government now wants to stem this increase. Two of the key factors driving the growth of welfare dependency have been the increased numbers claiming Disability Support Pension and Parenting Payments. A cabinet blueprint proposes reforms to both these benefits."

Meanwhile the HoWARd Government is increasing its commitment to the war in Iraq by an additional $300 million a year - a contradiction in terms don't you think Peter?

Peter Saunders: The Labor Party and some 'vociferous' welfare lobby groups seem set to oppose the changes."

Yeah! Especially while HoWARd intends on spending the money on military hardware and warfare opposed to community services.

And after July 1, the fascist federal government has the power to wreak havoc on so many underprivileged, poor and disadvantaged people in the community for his war on terror.

Peter Saunders: "The proportion of the working-age population on DSP has doubled since 1981. Although Australians have been getting healthier, the number of people under 65 defined as incapable of working has swollen to more than 700,000 (much higher than the number of unemployed)."

But some of these people are really "hindered from employment" rather than disabled Peter.

For instance 50,000 people a year go to jail and return back to community completely disabled because when they go to jail they are disabled, whether they were disabled before they went there is another thing.

But those 50,000 people who are unemployed can't get a job because the government has a policy for people who go to jail and that is that 'when they get out they cannot work for the government for the rest of their natural working life'?

Most non government employers won't employ them either because they take the governments lead and even have employment forms asking about previous history in relation to having a criminal record.

Once it's learned that the employee or potential employee has a criminal record they are sacked if they were employed, put on the bottom of the list if they weren't or never given a job at all. And after long periods of being unsuccessful they lose their self esteem and self worth, and become depressed, hence some disabled are long term unemployed.

Peter Saunders: "Half of those entering DSP each year are long-term jobless transferring from unemployment benefits."?

Half Peter, well lets see your figures?

Even if it were that some people transferred because DSP pays more than Newstart according to Peter Saunders? or because as he says, "DSP requires no mutual obligation,"? or that it is more attractive to claimants,? or because it gets hard-to-place clients off its books,? or even that it also suits Job Network providers when claimants switch?

The fact is some long-term unemployment leads to depression. All government benefits including public housing Peter, require mutual obligation and sure you don't know because you're not long term unemployed, and no doubt don't live in public housing or you would understand that these people are driven mindless with paperwork and obligations to be able to sustain the benefit they are on, as well as a thorough medical examination, Peter???

Most of the increase in DSP rates has everything to do with incapacity.

What about empathy Peter?

Peter Saunders: "One-third of claimants cite musculoskeletal complaints that are often quite minor? Another quarter have psychological problems that may or may not be debilitating."?

Peter Saunders: "Many DSP claimants are older men with limited skills who have had difficulty finding work. They should be helped by reforming the labour market laws to generate more jobs, but for the past 30 years they have instead been shunted on to the disability pension and then forgotten. Once on the pension, claimants rarely come off until retirement."

But many claimants are genuinely disabled Peter and a lot are older men and women and some are also ex-prisoners no doubt.Do doctors 'shunt' them on to disability Peter or does the employment agency override the doctor's opinion?

So the very idea that people get shunted on to the disability pension Peter, is blatant lie? If a medical practitioner certified they could not work because of their disability - then the employment agency placed them on a disability support pension Peter, because they provided a medical certificate in terms of their mutual obligation!

For ex-prisoners Peter, even a minor summary offence prevents them getting a job. That experience could give anyone depression and even require medical attention?

Peter Saunders: "The Government wants to tighten the definition of incapacity to put a stop to this slippage from unemployment into disability. It has public backing? A 2003 ACNielsen poll for the Centre for Independent Studies found nearly two-thirds of the public wants tighter rules."?

But Peter, the slippage from unemployment into disability if that is in fact the case is because those people didn't get a job for so long that they 'slipped'....

And your flawed plebiscite statistics don't back you up unless you polled the directly and indirectly affected.

So if two-thirds of the public that don't suffer the consequences as you say, and want tighter rules, then let me tell you all those people not going without can go to hell, and the rest of us can come over to your place for a meal, right Peter?

Peter Saunders: "Groups representing the disabled should also back this reform because limiting DSP to those who genuinely cannot work would release money that could better be spent improving support services for those who really do need help, and for their carers"?

Yes doctor Saunders! As if the medical certificate that says they can't work could be overridden by a loser like you? You're another Andrew Bolt masquerading as a journalist for the Un-Australian Newspaper!

Under the heading mutual obligation Peter, these people have been certified by a doctor who has professional qualifications to certify whether they can work? If you can do a better job why are you just masquerading as a pro-government journalist today?

Peter Saunders: "Much the same arguments apply to reform of the Parenting Payment. Although many lone parents work, half rely on the Parenting Payment as their sole or main source of income. As with DSP, the payment is more generous than the unemployment benefit and there is little mutual obligation required. Under present rules, sole parents are entitled to stay on welfare until their youngest child reaches school-leaving age. Many do just that. The average time sole parents spend on welfare is 12 years, during which time their skills erode and work habits attenuate. When entitlement eventually runs out, many are left unemployable."?

Peter Suaunders: "As with disability, so with the rearing of young children; nobody resents giving help where aid is really needed. Very young children benefit from having a parent at home to look after them and it would be wrong to push sole parents into work while they are still caring for babies and toddlers."

Peter Saunders: "But many parents return to work when their children start school and there is no reason why sole parents on welfare should not do likewise. Australia is one of very few countries where sole parents are not expected to re-enter the workforce once their children start school - the Americans and all the continental European countries insist on it as a fair and reasonable requirement."?

Here we go again with the flawed ACNielsen back up!

Peter Saunders: "Public opinion also sees this as reasonable. The ACNielsen survey found 84 per cent think single parents on welfare should work part-time once their children start school and government research found many sole parents agree with this. With both the DSP and Parenting Payment, therefore, the case for reform is compelling. We can nevertheless anticipate fierce resistance from opponents."

Peter Saunders: "Two years ago, when I suggested single parents with school-age children should work part-time, the chair of Catholic Welfare Australia condemned the idea as "staggering in its harshness" and a leading sole-mothers activist warned of "homelessness and starvation for infants and mothers and more beggars in the street".

Peter Saunders: "We can expect more such hyperbole in the coming months as opponents of reform seek to cloud the issue with emotional fog. We shall hear that the infirm are being forced to work and that sole parents are been driven into poverty.

Peter Saunders has a well-paid job?

Peter Saunders is not directly or indirectly affected?

Peter Saunders is pro government?

Peter Saunders is dope?

Peter Saunders is a traitor?

Peter Saunders works for the Un-Australian Newspaper?

Peter Saunders is social research director at the Centre for Independent Studies and author of Australia's Welfare Habit (CIS Press)?

Take your pick!

I love it how their ACNielsen survey tells other people who are directly affected how they should think, even though those surveyed don't tell us if they are affected at all!

The Federal Government is considering a system of "coercion" and incentive to force the disabled to work. But what happened to 6 billion-budget surpluses? StandUp! Wishes to draw your attention to a serious attack on all of us--work for the dole.
