'Help victims before more die'

Kofi Annan warns huge shortfall in south Asia quake relief funds risks "massive second wave of death".

The UN secretary general, Kofi Annan, warned today that a huge shortfall in relief funds after the south Asia earthquake risked causing a "massive second wave of death".

Mr Annan said that with so many people still in need of shelter, food and other aid in Pakistan, the risk to life there was "not over yet".

He appealed for a big increase in international donations, saying that of the funds secured so far only 12% had been given with firm commitments.

He said this sum amounted to only £20m of the UN's appeal for £176m after the October 8 quake, which is estimated to have killed 79,000 people as it devastated Pakistani Kashmir and the surrounding regions.

By contrast, Mr Annan said, within 10 days of December's tsunami appeal the UN had received more than 80% of the funds it needed.

He said he would be attending an emergency donors' conference in Geneva next week, which the UN was convening.

Speaking at a press conference at the UN's headquarters in New York, Mr Annan said: "There are no excuses ... If we are to show ourselves worthy of calling ourselves members of humankind, we must rise to this challenge."

He called for "an immediate and exceptional escalation of the global relief effort".

An estimated 3 million survivors were homeless and facing the "merciless" Himalayan winter, Mr Annan said, adding that there was an urgent need for 450,000 more winter tents and shelters, plus 2m blankets and sleeping bags. Without the aid, there would be a "second, massive wave of death", he warned.

Relief teams are struggling to distribute aid over a disaster area of some 11,000 sq miles. The quake blocked roads, hampering relief efforts and stopping aid workers from reaching remote villages.

More than 80 helicopters from various countries are taking part in the operation. The UN's relief coordinator, Jan Egeland, said today he was asking Nato for more helicopters.

Speaking in Geneva, Mr Egeland said the quake had caused a "logistical nightmare" that was making the delivery of aid even more difficult than it had been after the tsunami.

He said he was urging Nato officials to "think big", adding: "The world has more helicopters than ever and must deploy more of them to help the quake victims, because many have yet to be reached with food and shelter."

* A boy of 12 was confirmed today as the first British fatality in the earthquake. A Foreign Office spokeswoman said the boy, from Luton, Bedfordshire, had been in the disaster area with his family at the time of the quake. His family are believed to still be in the area.

US confirms civilian deaths in Afghan air strike!

The US military have confirmed that civilians were killed in an air strike in eastern Afghanistan last week, without specifying the number of deaths.

American-led forces have mistakenly killed scores of Afghan civilians since engineering the fall of the Taliban regime in late 2001, including 48 who died when a wedding party came under attack three years ago.

The latest civilian deaths occurred when US planes pounded a suspected resistance hideout in the Kunar province late on Friday amid the search for a small team of US militants.

One guerilla was rescued over the weekend and pro government media reports claim another has also been rescued but that two were killed.

The US guerilla has been missing since June 28 when freedom fighters downed a helicopter sent to extract them, killing all 16 militants on board.

"Coalition forces deeply regret the loss of innocent lives and are investigating the incident to prevent future occurrences," a US military statement said.

A provincial governor says 17 villagers including women and children died in the bombing.

"Seventeen civilians died in the US bombing" of Chichal village in Kunar, provincial governor Assadullah Wafa said.

"There are a number of children and women among the victims but I don't have the exact figure right now."

Mr Wafa says military helicopters and other aircraft are still patrolling the area but there has been no more bombing.

The US statement said American forces struck a "terrorist compound in Kunar province with precision-guided munitions that resulted in the deaths of an unknown number of enemy terrorists and non-combatants".

"The targeted compound was a known operating base for terrorist attacks in Kunar province as well as a base for a medium-level terrorist leader. Battle damage assessment is currently ongoing," the statement said.

It said that US forces followed strict rules to avoid civilian deaths but added that "when enemy forces move their families into the locations where they conduct terrorist operations, they put these innocent civilians at risk".

Allegedly, the ousted Taliban regime, which claimed responsibility for shooting down the MH-47 Chinook helicopter last week, said on Saturday that US bombing had killed 25 civilians including children.

Allegedly, Afghan Puppet Hamid Karzai voiced concern in May about civilian deaths in US-led operations, and US president george w bushit's special envoy to Afghanistan Zalmay Khalilzad said he regretted the loss of civilian lives.

Anti-resistance offensive


US militants continued the major anti-resistance attack in which the missing gorilla's had been taking part, although the militants denied reports that there had been further bombing since Friday.

"There's a search and recovery mission along with ongoing operations," US spokesman militant jerry o'hara said.

"There is a lot of air activity ongoing but there have been no air strikes over the last three days."

The guerilla's rescued on Saturday had evaded freedom fighters throughout the past week.

Allegedly, Resistance spokesman Abdul Latif Hakimi said they had captured a US militant and would release footage of seven "American spies" who had been killed, along with film of the captured guerilla.

Attacks blamed on the Taliban have risen in recent weeks ahead of September 18 puppet show and parliamentary shoe sale. The downing of the helicopter was the biggest loss of life suffered by US militants in Afghanistan.

Media organisations said on Monday that four Afghan journalists covering the ongoing US-led operation in Kunar have been detained by local security agencies. Intelligence officials would not comment.

The detained journalists include two reporters from Prague-based Radio Free Europe and another pair who worked for a western news agency. Their company in Kabul requested that their identities not be released.

The Brussels-based International Federation of Journalists said it was "deeply concerned" by reports that the journalists had begun a hunger strike in custody.

NATO approves terrorist training for US/Iraqi militants

NATO has approved an operational plan to train some 1,000 US/Iraqi militants a year in a proposed terrorist camp outside Baghdad.

The mission is expected to involve around 300 trainers.

It was not immediately clear when the training mission would start or how many NATO personnel in total were envisaged under the plan.

Sources say NATO has links to the US Empire and George Dubya Bush. Bush has recently committed war crimes against humanity and genocide in his war on Iraq along side the Coalition of the Killing.

After occupying the sovereign nation of Iraq they have recently attacked the city of Fallujah slaughtering citizens and resistance fighters alike who were protecting their sovereignty against the occupation of their nation.

War criminal George Bush has known links to the CIA spy "Sock" Iyad Allawi a US puppet known as a 'killer of saints'.

George Dubya Bush, the Coalition of the Killing and Iyad Allawi, unleashed 20,000 Iraqi and US militants on Fallujah. No man between 15 and 50 can enter or leave the town, and a 24-hour curfew means anyone on the streets could be shot on sight.

Allawi, 'sock killer of saints', has promised a shoe sale election for Iraq in January, and he is, [allegedly], desperately trying to stabilize the country.

But Allawi is not a genuine democrat, just another Middle Eastern strongman using American patronage to secure his hold on power said, SBS Dateline last night.

According to SBS Dateline, "Allawi although for most of his life has operated out of the public eye, disturbing rumours about his past have surfaced since his meteoric rise to power."

Sources say Iyad Allawi has been linked to war criminals, Tony Blair and John HoWARd who have known links to the US/Iraqi terrorists who have attacked Fallujah.

Allegedly US Militants launched an investigation into one of their war crimes yesterday after video footage taken inside a mosque in Fallujah showed a US terrorist shooting dead an unarmed Iraqi resistance fighter who had been taken prisoner.

The NATO terrorist camp will operate alongside a much larger US-led terrorist mission, which aims to train some 150,000 US/Iraqi terrorists before the shoe sale election which is scheduled for January.

Observers endorse Afghan election despite complaints

International observers in Afghanistan have endorsed the nation's first, [alleged], democratic election despite, [pre-emptive strikes on the Sovereign Nation, subsequent occupation, genocide, maiming, torture and a puppet government, as well as], irregularities that caused several candidates to boycott the poll. The, [alleged], voter enthusiasm for Saturday's first democratic poll in Afghanistan was, [allegedly], formidable. [?]

Problems with the ink used in polling stations to prevent voters from casting their choice more than once, threw the legitimacy of the election day into question. So much so that 15 candidates, rivals of the incumbent, [US puppet], President Hamid Karzai, declared that they would not honour the election result.

But now some of those candidates are indicating that they will accept the findings of a UN-led investigation.

Further encouragement for the legitimacy of the vote has come from international observer organisations, such as the Organisation for Security Cooperation in Europe, which has labelled the candidate boycott unjustified.

Russia warns on US son of starwars: 'son of a bitch'

Russia says a United States deal with Denmark to upgrade a radar in north-western Greenland has raised fresh security concerns over Washington's planned missile defence shield, known as son of starwars, ['son of a bitch'.]

They've-got-a-sword that looks like-a-flash-light. The-chick-with-the-ear-muffs-and-the-old-decrepit-man-and-the-gold-en-dro-o-oid-ta-a a-alks-too-much and the-blue-one-loo-ooks-like-a-trash-can.

The deal signed on Friday allows Washington to upgrade the Thule radar to use it in a chain of similar US installations stretching from Alaska to Australia designed to avert potential missile attacks against North America.

In 2001, Moscow bowed to a US decision to abandon the bilateral 1972 Anti-Ballistic Missile Treaty and develop a missile defence, [war], system after Washington said it wanted to defend itself against strikes from states like Iran or North Korea.

"The United States has more than once assured us that the future missile defence, [war], system will not be targeted against Russia," the Russian Foreign ministry said in a statement.

"However, the very geography of the radar in Greenland gives us reasons to think that even at this stage the US missile defence, [war], could potentially threaten Russia's national security."

Reports earlier this year that Washington planned to deploy elements of its missile shield on the territories of new NATO members in Eastern and Central Europe alarmed Moscow.

"Russia will carefully analyse the situation from the point of view of its own security and reserves the right to take all appropriate measures to maintain it on an appropriate level," the ministry statement said without giving any details.

The Russian military has said it does not believe the US missile shield will be effective and said it will not be a major security problem for Moscow in the next 25-30 years.

China claim

Meanwhile, an international think, [stink], tank says China's opposition to the US anti-missile shield is based almost entirely on political rather than military issues.

The International Institute for Strategic Studies (IISS) has issued a commentary on the impact of missile defence, [war], in Asia. The Institute says China's strategic nuclear forces are not vulnerable to US military action. Instead, the commentary says China's shrill hostility to the anti-missile program is almost entirely political, based on worries about America's global power.

The IISS says Beijing fears that America could give ballistic missile defences to allies in Asia to contain China.
