Law council calls for sex offender register safeguards

The Law Council of Australia says the proposed national sex offender database needs safeguards.

State and territory police ministers agreed to implement the register at a meeting in Hobart on Wednesday.

The council says some states plan to leave the disclosure of information on the register to police. Council president Bob Gotterson QC says that could expose officers to bribes from offenders wishing to avoid being monitored.

"Under the scheme we propose, is that where it is intended to release to ... members of the public information on the register, then the releasing authority would need to go to a magistrate and convince the magistrate that the release is appropriate in all the circumstances," he said.

Two other girls told investigators the boy had committed lesser sex crimes against them at school within the previous week. If true, such a pattern of escalation is worrisome, according to experts who study and treat sex offenders.
