Australia: Caught in a poverty trap

ONE of the delights of watching a superhero movie, be it of the bat or spider variety, is when the grotesque machinery developed and demonstrated by the hero's foes is turned back on them with typically devastating results.

So it is with the snowballing ACTU campaign ads against the Howard Government's industrial relations agenda.

For some years the Government has used our money to finance powerful advertising aimed at keeping us in lockstep with its agenda. Now Coalition MPs and senators quiver when the ACTU's emotive but effective ads infect their television screens each night. If I have a complaint about these ads, it is that they do not tell the full story of the Government's fourth-term plans.

Industrial relations reform is only half of what it is up to. The other part of the equation, which presumably the Senate will rubber-stamp without inquiry or pause, is draconian welfare [social services] changes that aim to create a desperate class of mothers, injured and disabled all willing to take up work on the low-wage, insecure jobs that will come about from the IR changes.

Well, that's the plan, anyway. Many will probably remain on the welfare scrapheap for less money than before because employers will favour the able-bodied and unencumbered. These employers will reason it is better to offer their existing workforce less as a first step. In this new Gotham, the twin forces of lowered wages and a meaner safety net will conspire to enlarge our population of working poor and further impoverish those below them.

The Australian Council of Social Service calculates the initial damage at 150,000 adults and an equal number of children from the Government's welfare proposals. But the toll among working folk is likely to be considerably higher. There are a million Australians including 350,000 children who are living in working-poor families. That is, they have some work but not enough to live decently. Up another rung again there are millions more workers who will be put under further pressure from the Howard Government, which is going to rattle the cages of the comfortable class.

The 300,000 people who will be forced on to activity-tested unemployment payments in the next three years are really fodder to help force down the wages and conditions of the working poor and of those on modest wages.

So the sequel to the ACTU ads, which depict a single mum being called in to work or face the sack, would show a Job Network or Centrelink official pressuring another young single mum to step into the breach and take her job. Who can save the working poor, the mums and the disabled from all of this?

In all likelihood, it will be those with some power but who have the most to lose from the twin effects of industrial and welfare changes.

And those people are Mark Vaile, Ian Causley, Warren Truss, Bob Baldwin, Luke Hartsuyker and Gary Nairn. These are the Coalition politicians whose communities will be hit hardest. They represent the new welfare-rich regions with large concentrations of single parents, disability pensioners and unemployed, and their economies are increasingly built on insecure or casual employment. Many in their constituencies survive on seasonal tourism for their livelihoods.

Wage and salary earnings figures reinforce their vulnerability. In 1999-2000 national average wage and salary earnings were $33,350. By comparison, in most of the electorates held by the aforementioned politicians, average wages and salaries were less than $28,500. McMillan (Russell Broadbent, Liberal) and Eden-Monaro (Nairn) did slightly better with averages of $30,687 and $31,148 respectively, but still well short of the national average and miles behind Workplace Relations Minister Kevin Andrews's electorate of Menzies, where the average was $36,719. Remember that's a full $10,000 higher than Hartsuyker's seat of Cowper, the lowest placed electorate in the country.

While previous welfare changes have failed to create a large enough electoral backlash against the incumbents, the ripple effect of the combined welfare and industrial reforms will wash over a great many more voters in these communities and so are likely to cause real difficulties for the members in question.

National Party MPs among this band know only too well that in the last federal election Larry Anthony lost his seat of Richmond because of its rapid demographic transformation from rural stronghold to sunbelt welfare capital.

The Government's latest plans will accelerate the conversion of the remaining Coalition electorates sitting along the coasts of NSW and Queensland, undermining the voter base John Howard has so carefully cultivated.

It will be fascinating to see whether those most at political risk from the Government's proposals act like lemmings or take a stand. I can't see them wearing their underpants on the outside but then maybe they are the new X Men. They certainly have a large piece of evil machinery to turn around.

Poor families face lower payments while nation debates lower taxes for high earners

“While the Government debates cutting the top tax rate for those on over $125,000 a year, it is preparing a Bill to cut future income support for sole parents struggling to survive on one fifth of this amount. The Parenting Payment and Family Tax Benefit for a sole parent with two children is around $415 per week.

“Recent research by NATSEM shows that, if the Government’s welfare to work proposals are implemented, sole parents whose youngest child is 6 years or over who apply for income support from 2006 will be worse off by:

* $29 per week if they remain jobless;
* up to $98 per week if they work for 15 hours a week at the minimum wage.”

“The changes would also raise effective marginal tax rates for many sole parents to much more than the 49% paid by high income earners (including Medicare Levy). NATSEM estimates that the proposed changes will increase the effective tax rates for sole parents earning $100 to $150 per week from 40% to 65%.

“Under the Government’s welfare changes, many of Australia’s poorest families will have to get by on less and will face a higher rate of tax.”

“Already over 40% of sole parents with school aged children on benefit are employed. It is only those sole parents who work full time and earn more than $700 a week who will be better off under the welfare changes. Even the Government acknowledges that it’s hard for a sole parent to do this and look after children alone.”

Ed: The Howard government stated that all 700,000 odd disability support pensioners would not be affected by the changes but all disability pensioners have been called to front a board and prove why they need to have any support at all.

So it's not just their doctor they have to satisfy now it is the hand picked kangaroo caught set up by the Howard Government that will make the decision to send those disabled people back to NewStart allowance and lose any pension concessions they may have been otherwise entitled to have like electricity, phone, and travel.

Sux if you have to pay $500 to see a specialist to prove that you've been disabled for ten years. Oh, Centrelink say they will accept your local GPs report but will it lesson your validity before the court?

Once these people are kicked off into NewStart they'll never be able to make the same claim again, ever and are less likely to be employed. So the end result is they'll lose the difference between their pension and NewStart including benefits and are thrust from certainty into an uncertain world.

If they are then held back from getting or being able to comply with work conditions then they can't rely on a living wage to support them whether they can work or not. And all the while Peter Costello wants to give the rich a pat on the back with more tax cuts.

This is the draconian, ruthless, sick and immoral behavior by the powers that be while they spend our welfare dollar on war and anti-terrorism to defend their stupidity from the very same war they started? There goes your social support wasted on death and destruction. Shame Howard Shame!

THOUSANDS of protesters to take over Circular Quay

In an attempt to disrupt a conference involving some of the world's top business executives THOUSANDS of protesters are to take over Circular Quay.

Trade unionists, anti-globalisation activists, peace campaigners, environmentalists and religious groups will join forces as the 30A Network on the opening day of the conference, August 30, to make their point on everything from industrial relations reform to global warming and the continuing commitment of troops to Iraq and Afghanistan.

The Forbes Global CEO Conference, an annual gathering of more than 300 of the world's top chief executives, is organised by Forbes magazine owner Steve Forbes, who will open the three-day conference at the Sydney Opera House.

Speakers will include Prime Minister John Howard, NSW X Premier Bob Carr and former New York mayor Rudi Giuliani.

The protest's organisers have said activists are planning marches, a flotilla near the busy ferry terminal and banner drops from city buildings and Sydney Harbour Bridge. It will conclude with a rally in the Opera House forecourt.

Co-ordinator Damien Lawson said protest organisers would write to actor Nicole Kidman to ask her to decline an invitation to address the conference.

Steve Forbes is a founding member, along with Dick Cheney, Donald Rumsfeld, Paul Wolfowitz, Francis Fukuyama and others, of the right-wing think-tank Project For the New American Century (PNAC).

Formed in 1997, PNAC's plan was to have the US, as the "world's preeminent power", shape a new century of "American global leadership" through "military strength and moral clarity".

In September 2000, PNAC produced a 76 page document "Rebuilding Americas Defences: Strategy, Forces and Resources for a New Century".

The document called for an increase in US defence spending to "to insure the long-term superiority of US conventional forces" but also to develop new capabilities such as a missile defence shield. Specific aims included the ability to "fight and decisively win multiple, simultaneous major theatre wars" across the globe beginning in the Middle East, to "maintain nuclear strategic superiority", and to "control the new international commons of space and cyberspace".

Today, the document reads like a blueprint for the Bush Doctrine - not surprising since of the 40 people who signed PNAC's "Founding Principles", 10 have served in the Bush Administration.

Australia: Thousands cram city in IR protest

Thousands cram city ...

The march comes a day ahead of the hoWARd government gaining control of the Senate clearing the way for non scrutiny policies by the people for the people of this country.

Marchers in Melbourne also heard from Bill Shorten, national secretary of the Australian Workers Union.

A MASS of people has choked Melbourne's CBD in drizzling conditions to protest against the Howard Government's planned sweeping workplace changes.

An estimated 100,000 workers and union supporters stretched from Federation Square, the length of Swanston Street to near Trades Hall, where the march set out at 10am (AEST).

Federal Lib/Lab leader kim beazley addressed the marchers in Federation Square just after 11am, where he said the protest would send a strong message to prime minister john hoWARd.

Pointing to the MCG several kilometres away, beazley said: "This crowd would fill the G three times."

"I've spoken at many protests in Melbourne in the 25 years I've been in Parliament, I've never seen a crowd like this".

The march comes a day ahead of the hoWARd government gaining control of the Senate clearing the way for non scrutiny policies by the people for the people of this country.

The media is quicker than the majority of the population who are either too busy getting on with their own lives, families and mortgages or making too much money to be bothered. And of course the power freaks that are in on it are doing the devils work because they thrive on power.

There is no opposition in government unless it is politically correct!

Similar rallies are being staged today across the country.

Marchers in Melbourne also heard from Bill Shorten, national secretary of the Australian Workers Union.

"Today we present our case not in the tone of a feeble beggar but in the thundering voices of a powerful movement," Mr Shorten said.

"Today we are demanding the right to which Australian citizens are entitled."

The union movement fears the Government's changes will lead to reduced wages and conditions for workers and result in job insecurity.

The marchers chanted slogans including "Howard is a coward" and "Shame Johnny, shame" as they walked down Swanston Street.

At the head of the march, the protesters carried a large banner which read "Stop the attack on workers rights".

A number of union figures are addressing the rally, still underway.

Thousands attend Sydney rally over IR changes

Thousands of people have packed Sydney's Town Hall in protest against the federal Government's proposed industrial relations changes and many other rights related issues that have been diminished by the HoWARd Government.

The meeting was the focus of action across New South Wales today.

It was standing room only at Sydney's Town Hall as numerous unions watched a state-wide television hook-up outlining how the industrial relations changes will affect them.

Secretary of Unions NSW John Robertson told those gathered that the removal of unfair dismissal rights for workers in companies with less than 100 employees is among their chief concerns.

"You'll become a second class citizen, you'll be able to be dismissed without reason, sacked on the spot with no recourse to an independent body," he said.

Central Sydney ground to a halt when the thousands of protesters left Town Hall and made their way to the Harbour Bridge where they erected a banner.

Govt plots post-July strategy?

Federal ministers will begin a two-day Cabinet meeting in Canberra this morning to look at proposals to shake up the industrial relations and welfare systems, but not CORPORATE WELFARE SYSTEMS?

The Government will use the meeting to discuss its priorities for when it takes control of the Senate in July.

Top of the agenda for what the Government describes as its "strategic" Cabinet meeting are the restructuring of industrial relations and welfare, but not CORPORATE WELFARE?

The key welfare changes have already been rejected by the Senate but after July the Coalition will control both houses of Parliament, and the meeting will look at cracking down on those receiving disability and sole parent pensions.

A leaked memo from Centrelink tells staff 'not to volunteer information to single parents and disability support pensioners that they do not have to go to an employment agency'.

On the welfare front, the Government wants to move people off [social security] and into work.

Prime Minister John Howard will outline a blueprint to clamp down on eligibility for the disability support pension, and to force single parents to look for work when their children go to school.

Mr Howard insists he is not on a mission to punish welfare recipients.

"It's visionary and forward looking and recognising that unless we do something about it now, we're going to have problems down the track," he said.

But below, it appears, is HoWARd's real mission and I hope his contradictions can be seen by all because what you see is what you get.

Allegedly 8 billion dollars a year is spent on social welfare?

But all those on the benefit pay GST. So that money is returned to the government's coffers.

Resources that are mined out of the county should be the benefit of all Australians and should provide public housing and social welfare for the needy, disabled and poor, before corporate greed and military hardware expenditure by the government.

Volunteer work done by some of those on welfare adds up and taking that away from the community means a loss in workers for welfare organisations who support the community, which is vital.

50 thousand people a year in Australia go to jail and are returned back to the community disabled by the Government who won't let them work for the government. A criminal record means you won't get a government job for the rest of your natural life?

So in the grand scheme of things it is a lie and a scandal by the Fascist HoWARd government to purport that the cost of social welfare is 8 Billion dollars a year to the Australian Taxpayer.

So perhaps it's time to look into 'CORPORATE WELFARE'?

Australia: Cancel the election and call a republic!

HOWARD'S BRIBE!

Industrial relations in Australia under the Howard administration are no different from what might be expected from a terrorist organisation since both are engaged in the lawless pursuit of short-term profit and personal gain to the exclusion of natural justice.

As an employee with the Howard agency Centrelink I attempted to negotiate a clause of a workplace agreement entitled "shared behaviours" since women and men obviously have different behaviours. The clause appeared to refer to shared 'activities' rather than behaviours, however, under the Howard administration employees are required to adhere to the lie that women and men have the same behaviours.

Prior to a vote on the agreement my female manager intentionally injured me with anxiety neurosis by requiring me to work with a female employee who had issued me with the death threat, "if you ever say anything or write anything about me again your life will be in danger", after I lodged repeated complaints of harassment over her incessant personal advances towards me following the death of my wife.

I was also refused the right to discuss workplace issues with other employees.

The manager required me to undergo psychological evaluation resulting in my removal from the workplace while a vote on the agreement was conveniently held in my absence with the clause unchanged. I was offered no opportunity to cast a vote.

Not surprisingly the psychologist concluded that I should not be required to work in close proximity to a person whom I had alleged had harassed me and issued me with a death threat.

The manager, the perpetrator of the death threat, the Senior Member of the Administrative Appeals Tribunal who heard the evidence, the Minister who fielded the complaint and the Prime Minister appraised of the concerns are all inarguably enemies of democracy and criminals at Common and Statute law. All are still at large.

Howard's attempt to subvert the democratic process at the forthcoming election by returning billions of dollars taken from taxpayers since the previous election in order to purchase votes with an appeal to short-term profit and personal gain is another instance of the contempt in which his administration holds the democratic process.

The conflict over dwindling resources between the short-term profit and personal gain regimes of both the Howard administration and Islamic extremists can only be resolved by an administration of long-term profit and community gain, the only prospect for which is an Australian republic.

Moreover, since the Australian Constitution has never been ratified by a women's legislature the legal basis to both the Australian nation and the election is entirely irrational, illegitimate and unlawful.

Since the Howard government has declined to support a republic, a vote for Howard is a vote for further terrorist attacks on Australia.

The simple solution is cancel the election and call a republic.

Howard's personal criminality towards the Australian people may then be examined in a legitimate, legal framework.
