Black Knight - Long way to go home

Ken Moroney leader of the Black Knight's who undermined the reform unit set up by the Wood Royal Commission. Maroney, who's tentacles stretch throughout the Force. As reported in SMH May 29 02, three sons who are police officers. Michael a detective senior constable at Liverpool, Peter an officer of the same rank attached to the NSW Crime Commission. Peter's wife Ruth, is a policewoman, and nephew, Luke, is at the academy.

In line with the current climate of police corruption and the demise of the reform unit set up by Wood, these facts ought to have been a good reason to leave Moroney out of the package as Commissioner.

For the next 18 months to two years, the government has thrown us the dummy all right and Moroney, the chameleon used as a pawn by Bob Carr, is now showing his colours. As reported by CH 9 news this morning with the new establishment of the old corrupt crime squads. Maroney was selected because Bob Carr saw him as a non-controversial, and exceedingly supportive of the Carr Government.

Carr hopes this will pave the way to a controversy free election campaign. The question is how do we find detectives who have not been compromised like WS13 witness in the Wood Royal Commission into police corruption? " I knew I was stuck". He said, " I was starting out as a detective. I would have been branded as a dog, that's an informer, and my career would have been finished." Compromised for life. So if you want to form these specialist squads.

Black Night, it's a long way to go home. In fact you may need a Carr government integrity check and the best place to start is a Parliamentary inquiry into the demise of the reform unit set up by Wood.

Now, you're being interfered with by dogs while your minding your own business and it's made harder to escape, by the abolishment of your bail rights that has suggested targets repeat offenders but has cleverly collected everyone with a previous criminal history.

The cold nose of the law Sounds like Gestapo tactics. Bob Carr, has is nose to close to his arse. Hogan's Hero's? Are we in some type of concentration camp?

There will be no escape from Starlog 13. What happened to our freedoms? Why do we need programs to alert people about being interfered with?

My understanding is that if you allow the government to invade our privacy like sending in cops to sniff us either personally or in our homes without any reason then you may as well fine, or lock up everyone because at the very least, I strongly suggest to you Bob Carr, in fact I put it to you, that the police go to your house and into the Parliament and take out anything illegal. Because I gather if you searched everyone in this State you would have to lock up almost everyone in this State. Stolen pub glasses or cheap food off the back of a truck.

Not one single person I tell you has total legal responsibility in accordance with the law because of the struggle of the poor and oppressed and that doesn't mean the rich don't break the law. In fact they are more likely to do so, I suggest because of their greater means to purchase the cheap gimmick.

I was walking down the street minding my own business.This paddy wagon, colour easily identified as stark blue from the Kings Cross police station , one of a kind, stalked me as he had done for some months. I said, "what do you want"? No answer. I said, " what are going to do? Book me for speeding? No answer. I said "can't you see my licence plate? It says Bum."

Even worse than that I have identified cops looking for pot without buying it by using the dogs in front of the heroin trial room at the Cross where they were certain to get it by giving you a warning. Three good reasons to give you a warning.

So they can steal you pot for personal use, so they can harass (interfear) with anyone they choose and also a reason to frame anyone by stopping anyone without a reason.

Well what is it? Whatever it is there is a lot of it lately. Some say spin is a follow on from people who investigate themselves.

Spin is what Bob Carr and his cronies need to well up support when the chips are down. The only reason spin survives is because the people trying to deceive us hold the balance of power. Spin is a lie in the highest order and used quite often by people in the highest places. Not much different than sleaze.

In the Herald 31 May 2002 under the heading 'Keep Churches out of inquiries' where it was reported that a Melbourne Lawyer David Forster, who has represented more than 100 victims of sexual abuse, said abuse within the Catholic Church was a serious problem and one that did not always result in the offenders being dismissed.

"You don't have, in my view very vigilant processes. I suppose it's akin to the problem of corruption within the police," he told the ABC radio. " People say there's corruption with the police (but) do you get the police to investigate problems within their own ranks?

" My belief is that this is a serious problem."

Corrupt governments are the biggest spinners because of their obligations to the Crown unless that's a lie, like others who break the law and don't wish to be caught. But why do Governments like NSW wish to extend powers to police to investigate themselves. Is that the biggest spin in Australia's legal history? Corrupt? Think of the money that would be saved on inflation if governments were honest.

So when did that start? And why do most Australians let them get away with it? The only way to get rid of the spinners is to 'spin a winner' and you won't find that person in either the Labor or Liberal parties in NSW. If Bob Carr were fair dinkum he would announce from now on 'no-one will investigate themselves.'

Australia's Political Underworld...& their enforcers

The promotion of law and order means money to big business. Profits from insurance, security fixtures, patrol services and the like can only continue to grow if the perceived threat of uncontrollable crime wave escalates. In the past few months there have been many examples of the true nature of our blood thirsty politicians and their sinister attempts to spoon-feed a not so gullible public with their repetitious rhetoric.

Tactics employed by these politicians should shame all Australians. The public are now expected to believe that there is a need to abandon concepts such as our democratic rights and our civil liberties in pursuit of law and order. The sticky web of contrive media leaks has become breathtaking in its intricacy: all the public ever gets is yet another re-run of the activities of lower- level street criminals. (this article seeks to exposes the other type of criminal).

This is a pattern, to what passes in NSW, for a law and order debate. Partisans, who screech loudest, are the most heard and they demand more of the same remedies for lawlessness, despite compelling evidence that their remedies do not work. Recently, the states Chief Crime Statistician, Don Weatherburn, acknowledged that crime grew alarmingly over the past quarter of a century, so did the population. "Nearly all that focus (Dr. Weatherburn noted), was the simplistic trio; whether we have enough police, whether the courts treat criminals harshly enough, and whether the police have sufficient power.

Research shows greater police numbers work... but, by how much? A study found approximately 1,300 extra police in NSW would cut burglary rate by 3.2 percent and other crimes by much less. The cost to the NSW taxpayers would add up to about $100 million.

As for police powers, Dr. Weatherburn, argues that no research supports the zero tolerance argument." Are our courts too soft on criminals? Bashers and robbers are more likely to go to jail now, than they were a decade ago."

Who are the real 'crooks'? The politicians, who seek to enhance their public image, or the so called Law Enforcement Agencies, who carry out their bidding in the favourable image they desire. The improper association between police and politicians has been a major topic for many a decade. The Separation of powers between police and parliament are not always adhered to.

Politicians who rape, steal and plunder...

Let there be no misunderstanding, the crimes committed by these politicians, were far greater than that of any ordinary citizen.

Labor Party MP, Andrew Theopanous, was found guilty of corruptly abusing his power as an MP, receiving money and seeking sexual favours.

Brian Austin Queensland National Party Minister, jailed for 15 months for misappropriation.

Brian Burke, former west Australian Labor Premier, jailed for two years for rorting travel expenses.

Noel Crichton-Brown, Liberal Senator fined $8000 for travel rorts.

Michael Cobb, NSW National party, fined $14,000 and given a two year suspended sentence for travel rorts.

Leisha Harvey, National Party Minister, jailed 12 months for rorts.

Don Lane, National Party Minister, jailed 12 months for rorts.

Bob Wood, Liberal Party Senator, received 18 months suspended sentence for rorts.

Wayde Smith, Liberal Party MP, jailed 18 months for perjury.

Barry Morris, NSW Liberal Party, jailed 12 months for death threats.

Geoff Muntz, National Party Minister, jailed 12 months for rorts.

Raymond O Conner, Liberal Party Premier, jailed 18 months for stealing.

Rex Jackson, Labor Party Minister for NSW, jailed 10 years for taking bribes.

Keith Wright , Labor Party MP, jailed 9 years for raping an 11 year old School girl.

Bill D'Arcy, Labor Party MP, jailed for 10 years for child sex abuse.

These are the very same people, once portrayed by the media as National heroes. We never heard Bob Carr or any other politicians call them scum, or demand harsher sentences. Well...lets not be hard on the Premier, after all many of these crooks, were his cronies and you can't blame people for having friends... can you?

Thanks to our greedy politicians, we now live in a society where it is possible to be going about your daily business, going to and from work by train or bus and be stopped by police and stripped-searched without a warrant, because a Labrador thinks you might be carrying an illegal substance.

Will someone tell our inane police minister Costa, that he wont find 'Mr Big' on trains, but he may do so, sitting right next to him... in parliament house!

But what about that old, cliche', (if you have nothing to hide you have nothing to fear). In fact the continuing erosion of our civil liberties, in conjunction with increasing police power is a very great fear.

The consequences of allowing any agency such power without mechanisms for public accountability particularly under the pretext that it is necessary to maintain law and order are now obvious for all to see. Bob Carr, has created a form of terrorism, not seen since the days of (Nazi Germany, Hitler and his Gestapo) these new police powers have exceeded the wildest dreams of any advocate of a well-ordered police state.

Of the 100 police officers adversely named at the Wood Royal Commission into police corruption, 85 percent charged with criminal offences have walked free, with police prosecutors blaming legal bungles and tainted witnesses.

The director of Public Prosecutions, Mr Nicholas Cowdery, QC said :"We are continuing to prosecute police officers ...because, the fact is, there are still police officers committing criminal offences." That's a worry with these new police powers.

The latest Police Integrity Commission inquiry, would agree with that comment. The NSW Attorney General is preparing to hear appeals from people claiming to have been set up by corrupt police officers. In the past year the PIC's Operation Florida, has heard that police accepted bribes, ripped of drug dealers and fabricated evidence. The present PIC, inquiry has been examining alleged police corruption regarding the defunct northern region major crime squad.

A spokesman for the Attorney General told the SMH newspaper that anyone who felt they had been wrongly convicted by the evidence of these corrupt police. Should directly petition the Attorney- General. The government is awaiting advice on how many people are likely to have their sentences quashed or convictions expunged.

The frame-ups were exposed last April when a corrupt Manly detective, Sergeant Ray Peattie was jailed for four years, because he made admissions about other (corrupt police officers still in the force.) He will be eligible for parole in 12 months time. No hype from (Bob Carr when this reduced sentence) was handed down.

Convicted former NSW, Rose Bay police officer, Mohamed Yaghi, who believed his badge of office allowed him to commit crimes with impunity, has been ordered to forfeit his Sydney home, and pay $538 000, as the proceeds of crime. The seizure of Yaghi's assets followed confiscation proceedings, launched by the PIC. after his 10 year conviction for conspiring to supply cocaine and heroin. Justice Howie said: "At the time the criminal acts were committed in 1999 Yaghi was a serving police officer." SMH 2001.

November 2002, at the PIC's, senior police officer, Detective Sergeant Steve McLeannan, admitted he had lunch with a murder suspect and fabricated an entry in his duty book to conceal the fact. The PIC are examining the conduct of the police investigation a murder at the Oxford Tavern.

August 22, 2002, the PIC were informed that inspector Menzies, (Vice-President of the NSW Police Association), allegedly divulged confidential information, in a string of taped phone calls played to the PIC, it became clear that Menzies had given another police colleague some helpful advice. Just follow normal police practices... just lie! Stay tuned for more startling revelations at the Police Integrity Commission.

Anti-Drug campaigner, (Cabramatta Chamber of Commerce President). Ross Treyvaud, has agreed to tell a police inquiry about death threats that he received from members of the NSW police force.

Mr. Treyvaud, who owns the Cabramatta Inn hotel, has alleged, that senior police officers have threatened to have him shot, if he did not keep out of their business.

Former Detective Sergeant, Tim Priest, warns that senior police in Cabramatta were not interested in tackling the heroin problem. Priest, told a parliamentary inquiry, that a confidential 1999 report, warning of a major gang war, was ignored by senior police, including former assistant commissioner Clive Small-( February 22, 2002). Former police minister Paul Whelan attacked Priest's comments and Clive Small appeared before the inquiry next day, rejecting Tim Priest's allegations.

July 25, 2001, a frustrated Sergeant Priest sad that he would "rather resign from the police service with dignity than endure continued persecution from the police headquarters and the Carr government." In December, Priest was appointed as special adviser to the new Police Minister, Michael Costa...surprise.. assistant commissioner Small was also appointed to Costa's staff.

As Sir Walter Scott once said "O what a tangled web we weave, when first we practice to deceive".

In 1984, Jennifer Tanner, 27 of Bonnie Doon, Victoria was shot twice in the head and twice in the hands. Some detectives seemed to think it was suicide... but a coroner made an open finding. The case was re-opened 14 years later and a second inquest held. An inquest is an inquiry into the truth and so must use the European system.

On that basis, Coroner Graeme John-Stone, found that detective sergeant Dennis Tanner, killed Jennifer Tanner, his sister in-law. However, the Director of Public Prosecutions decided not to prosecute, because evidence produced at the inquest, would be concealed from a trial jury.

Jimmy Hallinan lived on the edge of society and on the precipice of mental illness, but did he have to die for that? This is one of the questions left un-answered during eight weeks of fact-finding at a coronial inquest. NSW Coroner John Abernethy could find no evidence to support an indictable offence against any member of the police force including the pot smoking police officer who tested positive for marijuana...eh no media hype come on fellows. What happened to the freedom of the press)...selective editing.

What a pity there is no law against brainwashing. If there was , we the tax-payers of NSW could rid ourselves of most of our so called politicians by exposing them as frauds. Such is the power of brainwashing and or self-delusion that Lord Denning (1899-1999) taught our legal system the supreme creations of man. Police get little chance to fabricate or run dead because the pre-trial investigation is supervised, by a trained judge. The process is not perfect, but it is generally fair to suspects, victims and the public.

Our system does the reverse. Evidence is concealed. Police run the pre-trial investigations and are renowned for fabricating and running dead.

It would appear on any analysis of our judicial system, crooked police and politicians are looked upon more favourably by our courts, and it would take an extraordinary brave person, to deny this statement. I am disturbed by Governments 'actions' in relation to shuffling the police service. Clive Small seconded into Parliament like a cocky in a perch. A breach of the fundamental Separation of Powers Doctrine does not in my view allow the thought of intervening, planning, or shuffling to stack the deck of our police service. The one that suppose to be autonomous according to Lord Denning. Where the Parliamentary Secretary can ask the commissioner of police to 'report' then sack him if he is not satisfied with such report.

Michael Costa stabbing Mr. Peter Ryan in the back according to sixty minutes is another breach of the parliamentary powers. Then you have Clive Small applying for the Commissioners position an attempt by Small to deliver the breach of his seconded mission impossible the deed, and indeed would turn Lord Denning in his grave.

A word is not a deed so much of that of an action. In fact I was aware that 'actions speak louder than words.

Dr. Chadbourne sacked by Ryan for possibly electing Dave Madden and Andrew Scipone as the next best men. Marched out of the Avery Building like a criminal. Level 1.

NSW police cracked up on antisocial behaviour

Hundreds of extra police will be on the streets of Sydney from this afternoon as part of a major blitz on crime and activities as "antisocial behaviour" says the ABC online last Fri 24 May 2002.

The Carr government is quick to announce its crackdown on antisocial behaviour but what is it? Some would say getting on the National Nine News on Friday morning like Andrew Scipione from the NSW police service yelling and threatening citizens is antisocial behaviour.

Most people stayed home on Friday night reported the Daily Telegraph because channel Nine breached a so-called protocol in relation to the scare campaign (what protocol can you fill us in)? In any case it was reported the crowds were down, but there was no major event? At least I didn't buy a ticket. Some would argue head of the Black Knights Ken Maroney undermining the Reform Unit is tantamount to antisocial behaviour.

I have seen police arresting and intimidating the homeless for small amounts of some drug which no doubt was to keep him warm throughout the night. What a crime.

Standing on your head with spikes on your hair on top of a beer can may be seen as antisocial if you're not from Melbourne. So how the hell is a bunch of just out of school (students) mostly early 20's and a bunch of beer swilling rambo's going to address this form of inaccurate misinformed labelling by someone who thinks they know what correct behaviour is but instead discriminate against ordinary citizens while the real crooks are hitting old ladies on the head and stealing their handbags.

Try; people who break the law. Why that term is not used is because Bob Carr and his Labor government chose to break the law to defeat crime giving more power to police who used it for themselves to sell heroin because of their greed and because it was there.

Labor's Federal leader Simon Crean would do better spending the money on education so NSW Political leaders go back to school to learn that if you break the law to solve crime then "monkey see monkey do" NSW crime starts at the very top with it's leaders either setting an example for the rest of the community 2,500 crooked detectives is not cool' Mr Crean'. And both political views could take a lesson from that. How do we educate our police if they are commanded to act inappropriately by uneducated leaders?

A prisoner from Goulburn Jail writes to Justice Action on 13/3/02.

If you open a website with the words Prison Mind Games do they exist then; your monitor will melt down.

To stop the sadistic mind eroding games which cost many lives and bashings and the screws make millions in compo and jail scams.

The Prisoner says, "They have been at me for five years. These people preach reform and in big bold print say Corrective Services and also say Rehabilitation as their main concern along with Duty of Care."

"This is a crock of shit and everyone knows it. In third world countries in Nepal, their prisoners go home so do the Irish on special occasions and special prisoner days led by Amnesty International, Human Rights and the United Nations. Even in Mexico their wives can stay for the weekend, yet we have a service of crime.

In here the fear is that you will be set up by a screw, their squads or their employed dogs (informers)."

"I challenge you to try and come and visit me and bring the media with you" says, the prisoner.

He doesn't appear to think anyone could make it.

Prisoners are hanging themselves because screws are coercing others to intimidate. Three cases I know personally, Thomas Cambell Parsons 23, in Care Unit, 1997. Jason O'Donell 29, Min# 220781, 2000. Andrew Collis Min# 303371. All hung themselves as well as other witnesses to their comments. I know one investigation was 100 percent full of lies from the screws to the cops to cover it up.

We now recognise noise as an abuse, or even torture like barking dogs, slamming doors etc. These sadistic games are killing prisoners and frustrating them to rage to hit a screw so that person can receive a large sum of money in victim's compensation.

I don't think Dr. Chadbourne was sacked because Ryan was annoyed with his statement to PIC. I think Dr. Chadbourne went to see Michael Costa over Mr. Ryan's head and referred inappropriately two senior police who I think Mr. Ryan had not seen fit to have the same understanding of and in fact believed they were at the very least unsuitable.

DT article 22 March 02 Priest quits advisory job. Priest "some dangerous and considerable enemies and those people are still in senior positions in the Police Service." Priest has no question as to the dangerousness of some senior police? The same police who broke up the reform committee? Dr. Chadbourne was marched out by Ryan like a criminal. Perhaps a corrupt head of Police Human Resources wasn't the reform Mr. Ryan wanted in his new vision.

Ryan may have become annoyed as to many complaints from these senior police towards alleged behaviour of the reform unit frustrating Ryan and hence his eventual sacking of that unit. Because it appears that the reformers ought to have been the apple in Ryan's eye.

That is where the Carr Government comes in as saboteurs Carr, Debus, Whelan, and now Costa. Personnel used to stitch it up?

Former police commander Clive Small and deputy commissioners Dave Madden and Andrew Scipone. Dangerous? Believe it or not someone has to make out the truth in this otherwise secret service.

Carr drags Small in so he can put him back as Commissioner after Ryan's demise and Costa becomes the saboteur. Mmm.

That of course could mean the Carr Government has successfully stacked the deck from Police Minister all the way down to Commissioner and on to Deputy Commissioners Ken Moroney, Dave Madden and Andrew Scipone.

Lauer tells court. Former NSW police commissioner Tony Lauer told the Supreme Court on February 7, 2002, corruption had not only existed at a high level within the police force, but also in different governments.

In the witness box at his damages case against John Fairfax Publications Pty Ltd and former police board member Gary Sturgess, Mr Lauer said corruption had ``involved the government of both political views". He said he was supported in that view by the Lusher report a judicial inquiry which in 1981 reported.

In support of a Police Board, Lusher (p 785)states;

"...a compelling consideration pointing towards a Board is that the task of administrating and directing a police force of this size and also to implement the necessary changes...is likely to be beyond the capacity of one man. (sic)"

"The introduction of a Board would open the way for appropriate management and administration skills to be brought to bear on the decision making process within the organisation."

"...it should be possible in some form to leave the administrative responsibilities with the Board and at the same time preserve the traditional position and independence of the Commissioner as well as individual police in decisions relating to law enforcement."

(P 788) "...the Commissioner of Police should, subject to the direction of the Minister, be responsible to the Minister for the superintendence of the Police Force in the sense of its operational command and have the further function of implementing within the Force and complying with the policies of the Board of which he (sic) is a member."

"...the Commissioner in substance, would be in no greatly different position in principle than he is now in implementing government or ministerial policies: indeed he would have the additional advantage of having taken part in their formulation as a Board Member."

Lusher's report. Lusher (p 792) recommended;

"The Board or its nominees should have power to enter into and upon any police premises at any time to call for and inspect all or any police records, documents, files etc and to question and seek information from any member of the Police Force. It should be the obligation of all members of the Police Force to give all assistance and cooperation to the Board or any members thereof or its nominees."

The Concepts of Police Independence and Accountability

A common objection to the notion of Police Boards expressed by Police Commissioners (and others opposed to the concept) is the perception they pose a threat to police independence and the commonly held ideal that police should be accountable to the law only. However this argument in reality has little force because, as Lawson (p 27) accurately notes, the police mandate is ill defined and there is no clear definition of police accountability.

Byrett (1994 p 39) in a discussion on the role of police in a democracy and their relationship with Government, encapsulates the vexed policy considerations surrounding the idea of police independence;

"...the purpose of the police suggests the necessity for sworn officers...to be able to carry out their duties individually and in an unbiased manner. This policy requirement, however, has to exist within the constraints of the liberal democratic model.There is an element of contradiction in such a notion.

The principle requirement of a liberal democracy is supremacy of Parliament; the right of Parliament as a body of elected representatives of the people to control all functions of the state. In so far as the police is concerned the ideal is to permit sufficient autonomy to preserve credibility " Essentially then, any consideration of police independence and accountability must consider the competing and conflicting objectives that, on the one hand, those who apply the law should be able to impartially exercise their authority free from political interference and on the other, the idea that the police, just like any other large public body, be accountable directly to the Government of the day.

Byrett (p 43) points out that Lord Denning's judgement in R V Metropolitan Police Commissioner; Ex Parte Blackburn [1968] 2 QB 118, is often quoted by proponents of a strict notion of police independence as a "...a Bible..." As Byrett notes, Denning is quoted "...in virtually all legal writing on police..." so it is worth reproducing the main passage of his judgement at length;

"I have no hesitation in holding that, like every constable in the land, he [the Police Commissioner] should be, and is, independent of the executive. He is not subject to the orders of the Secretary of State, save that under the Police Act 1964, the Secretary of State can call upon him to give a report, or to retire in the interests of efficiency.

John Scullion from the Prison Officers Association says, "Jail terms of prisoners convicted of assaulting guards are rarely extended, as most are given concurrent sentences". In an article in the ABC news Wed, 17 April 02 "It may require special legislation, so an approach is being made to Attorney-General Bob Debus to see if it requires legislation and if so, can they do it?" he said.

The Carr Government went further as saboteurs. Carr rallied Whelan, Costa, Debus and now Richard Amery ex policeman as Minister of Corrective Services to succeed the coat hanger into black. "We do Gods work when God forgets say the police." blue shirts? Or black shirts?

Carr's labor caucus drags Ron Woodham in as Commissioner of Corrective Services a person with a very bad history of corruption i.e.: bashing prisoners on behalf of the government and getting off because why? You guessed it. The Government rolled the legal system.

Woodham couldn't take responsibility for the governments directives. Debus secures Attorney General with a history of discrepancies within his previous portfolio as Prisons Minister to help draft the legislation into the black.

Woodham, Carr's prisons bend over the line man just like Clive Small the police bend over the line man gets the job done corruptly.

The importance of the Separation of Powers Doctrine is just as important between the Police Service and the Department of Corrective Services.

To highlight this fact then perhaps we need to change the colours of their shirts. Black is contaminated Blue is Police what colour would you like to see Prison Officer's dressed in?

When people go missing between the police and the prison services. When there are riots or prisoners and prison officers are being bashed. When deaths in custody rise or when high profile prisoners suddenly die in special circumstances after they are released and have served their time then Satin is in on it doing Gods so called work.
